Call for Consultancy Services

B-SCAN invites bids from competent firms or individual consultants to submit their Expression of Interest for consultancy services to undertake production of a video documentary on ‘Mass Transport and Economic Empowerment of women with disabilities’ under the project of Girls Advocacy Alliance of Plan International Bangladesh.   

Background:

Bangladesh Society for the Change and Advocacy Nexus (B-SCAN), as a voluntary Disabled Persons’ Organization (DPO) run by women with disabilities work for inclusive education, along with accessible transport and universal accessibility for persons with disabilities and do advocacy works with government and non-government organizations for establishing their citizens’ rights. Ensuring accessibility through advocacy in Dhaka North City Corporation and Dhaka South City Corporation, Department of Women Affairs, National Museum, University of Dhaka areas are some of the mentionable success of B-SCAN. Along with these, to make persons with disabilities especially women with disabilities economically empowered and establishing themselves in the society with dignity, B-SCAN is conducting entrepreneurship training and giving interest free loan to them.

Overall Objective:

The overall objective of the assignment is to produce a documentary film that will be used to increase public awareness and to better inform about ‘Mass Transport and Economic Empowerment of women with disabilities.’ The documentary should focus on the impact of economic inclusion of women with disabilities by highlighting significant success stories of independent living of women with disabilities, their organizations, grass-roots actions or community based services.

Specific objectives:

1. Develop a documentary (3 minutes)
2. Develop a versions with English subtitles and Bangla sign language
Versions provided should be compatible for internet and TV screening

Scope of Work:

Women with disabilities are facing a lot of challenges in mass transport and it makes difficulties for their economic inclusion. Though prevailing this condition a few numbers of women with disabilities are involved in economic activities in formal and informal sector. The video will expose the struggle and success stories of the women with disabilities in economic activities. Therefore, the video documentary will document and raise public awareness of the aforementioned challenges for women with disabilities in Bangladesh.

Output and deliverables:

A Complete Video Documentary with English subtitles and Bangla sign language.

Required Qualifications and Experience of the Consultancy/ Production Company

The production companies applying will be evaluated against the following criteria:

• Demonstrated experience and competency in development of documentary /film production;
• Experience in producing documentaries related to disability;
  
• Technical capacities to ensure smooth, on time and high quality production;
  
• Experience in working with non-government organizations is welcome;
  
• Additional experience in development communication and mass communication will be an added advantage;
  
• Clear articulation of capacity and skill and innovative approaches to carry out the assignment;
  
• Capacities to support further broadcasting of the produced material;

• Technical Proposal: Short letter of Interest, stating why applicant considers itself suitable for the assignment; overall concept of the proposal with A4 explanation of foreseen scenario;
  
• Brief methodology on the approach and implementation of the assignment;

• Financial proposal

Selection process

Evaluation criteria are as follows:

• Experience: 20%.
  
• Proposed methodology, approach (creative and innovative ideas) and implementation plan: 40%.
  
• Work references and/or CVs of the key team members to be used on the assignment: 20%.
  
• Financial proposal: 20%.
