Call for Consultancy Services

B-SCAN invites bids from competent firms or individual consultants to submit their Expression of Interest for consultancy services to undertake production of 5 video documentaries on accessibility and persons with disabilities considering their diversified special needs, 2 event cover and 14 short videos content develop for social media as well as ensure 3 lakh social media outreach under the Peace for Diversity, UNDP Project. 2 event cover and 14 short videos content need to develop for social media as well as ensure 3 lakh social media outreach.   

Background:

Bangladesh Society for the Change and Advocacy Nexus (B-SCAN), as a voluntary Disabled Persons’ Organization (DPO) run by women with disabilities work for inclusive education, along with accessible transport and universal accessibility for persons with disabilities and do advocacy works with government and non-government organizations for establishing their citizens’ rights. Ensuring accessibility through advocacy in Dhaka North City Corporation and Dhaka South City Corporation, Department of Women Affairs, National Museum, University of Dhaka areas are some of the mentionable success of B-SCAN. Along with these, to make persons with disabilities specially women with disabilities economically empowered and establishing themselves in the society with dignity, B-SCAN is conducting entrepreneurship training and giving interest free loan to them.

Overall Objective:

The overall objective of the assignment is to create awareness on accessibility and persons with disabilities considering their diversified special needs. The videos will show us the barriers and discrimination of persons with disabilities due to lack of accessibility.

Specific objectives:

1. Develop 5 documentaries (2-3 minutes)
2. Develop versions with English subtitles and Bangla sign language
3. Versions provided should be compatible for internet and TV screening
4. 2 event cover (photo and video)
5. 14 short videos content develop for social media (60- 90secs)

Scope of Work:

‘Accessibility’ is the key word can change the life of the persons with disabilities. We cannot change the physical or mental status of a person with disabilities. But, we can build an accessible structure and provide accessible service to the persons with disabilities. Without accessibility it is not possible to ensure basic human rights and demands of a person with disabilities. Accessibility if the first condition to build an inclusive society for the persons with disabilities. The videos will expose the struggle and success stories of the women with disabilities. Therefore, the video documentaries will document and raise public awareness of the aforementioned challenges for women with disabilities in Bangladesh.

Output and deliverables:

a. 5 Complete Video Documentaries with English subtitles and Bangla sign language.
b. 2 Event cover (photo and video)
c. 14 Short videos content develop for social media (60- 90secs)

Required Qualifications and Experience of the Consultancy/ Production Company

The production companies applying will be evaluated against the following criteria:

• Demonstrated experience and competency in development of documentary /film production;
• Experience in producing documentaries related to disability;
  
• Has clear understanding/ sensitization on disability related issues;
  
• Technical capacities to ensure smooth, on time and high-quality production;
  
• Experience in working with international non-government organizations is welcome;
  
• Additional experience in development communication and mass communication will be an added advantage;
  
• Clear articulation of capacity and skill and innovative approaches to carry out the assignment;
  
• Capacities to support further broadcasting of the produced material;

Selection process

Evaluation criteria are as follows:

• Experience: 20%.
  
• Proposed methodology, approach (creative and innovative ideas) and implementation plan: 40%.
  
• Work references and/or CVs of the key team members to be used on the assignment: 20%.
  
• Financial proposal: 20%.
