2. PURPOSE
ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh through livelihood development, vocational skills training, youth empowerment, education, microfinance, climate resilience, and community development initiatives. ASPADA operates extensive field offices, training facilities, and community-based programmes across multiple districts of Bangladesh.
ASPADA has significant experience in skills development and vocational training initiatives through projects such as the Partnership Reinforcement for Integrated Skills Enhancement (PRISE) Project, ICT in Education Literacy, Troubleshooting and Maintenance Project, Eradication of Hazardous Child Labor Project, and ASPADA Training Academy.
Under the Economic Acceleration and Resilience for NEET (EARN) Project, ASPADA seeks qualified and dynamic Upazila Managers. This position is subject to project award and funding. The position will be based at upazila level in different districts under Dhaka (Narsigndi, Faridpur, Shoriotpur and Rajbari districts).
The Upazila Manager will be responsible for overall implementation and coordination of the EARN Project at the upazila level in consultation with the project team, Department of Youth Development (DYD), and local stakeholders. The position will maintain close relationships with field-level government officials and ensure quality implementation of vocational training, youth mobilization, employment linkage, and Village Level Training Center (VLTC) operations.
3. MAJOR RESPONSIBILITIES
Responsibility #1: Strategic Coordination and Stakeholder Management
- Manage and lead programme-related functional relationships with government officials, specifically the Upazila Youth Development Officer (UYDO) and the Upazila Nirbahi Officer (UNO).
- Coordinate internally among project partners and ASPADA programme teams at the upazila level to ensure effective and integrated project implementation.
- Serve as the focal point for the Upazila Project Implementation Committee to ensure administrative support and local government engagement.
- Represent the programme at the local level while maintaining professional relationships with government agencies, NGOs, community leadership structures, civil society organizations, and donor representatives.
Responsibility #2: Operational Excellence, Financial Oversight, and Data Integrity
- Ensure an effective monitoring system is in place to achieve programme targets related to NEET youth mobilization, enrollment, training completion, and employment linkage.
- Ensure sound financial management and Value for Money (VfM) principles in all project activities, procurement, and resource utilization.
- Supervise the management and operation of Village Level Training Centers (VLTCs) through active engagement with community members, local government institutions, and civil society.
- Organize and facilitate upazila-level meetings, workshops, seminars, and training sessions in collaboration with DYD and maintain all administrative records properly.
- Ensure accurate and timely entry of project data into MIS online systems and maintain proper physical documentation for monitoring, audit, and compliance purposes.
Responsibility #3: Youth Mobilization, Inclusion, and Training Quality
- Lead the identification, selection, and enrollment of NEET youth while ensuring inclusion of women, persons with disabilities, and marginalized groups according to project targets.
- Supervise the quality of competency-based vocational and employability skills training at VLTCs in line with NSDA and DYD standards.
- Monitor the performance of trainers, community mobilizers, and project staff to ensure quality training delivery and trainee engagement.
- Oversee the distribution of stipends, training materials, and other support services to trainees in a transparent and timely manner.
Responsibility #4: Post-Training Support, Job Placement, and Reporting
- Establish linkages with local industries, employers, chambers of commerce, financial institutions, and service providers to facilitate employment and self-employment opportunities for graduates.
- Supervise job placement, apprenticeship, internship, and entrepreneurship support activities at the upazila level.
- Prepare and submit monthly and quarterly progress reports (MPR/QPR) highlighting achievements, challenges, lessons learned, and mitigation measures.
- Ensure implementation of Environmental and Social Management Framework (ESMF) and Grievance Redress Mechanism (GRM) at the community level.
Responsibility #5: Safeguarding
- Ensure the safety of team members, trainees, and stakeholders from harm, abuse, neglect, harassment, and exploitation in all project activities.
- Practice, promote, and uphold safeguarding policies among staff and stakeholders to ensure a safe and inclusive working environment.
- Ensure implementation of safeguarding standards in all operational activities.
- Follow organizational safeguarding reporting procedures and encourage staff members to report any safeguarding concerns or incidents appropriately.
4. KEY PERFORMANCE INDICATORS (KPIs)
- Timely establishment and operationalization of VLTCs across assigned upazilas.
- Timely enrollment of eligible NEET youth in TVET programmes.
- Timely completion of training programmes and successful graduation of trainees.
- At least 60% job placement/self-employment rate among graduate trainees.
- Timely submission of quality reports, MIS data, and project documentation.
- Effective coordination with government and local stakeholders.

10. EXPERIENCE
- Minimum 5 years of working experience in youth development programmes and minimum 3 years of specific experience in skills training programmes/TVET sector.
- Experience in managing and maintaining functional relationships with government officials, DYD, and project stakeholders at upazila level.
- Experience ensuring effective monitoring systems, sound financial management, and value for money in development programmes.
- Expertise in management and operation of vocational training centres through engagement of community people, local government, and civil society organizations.
- Experience representing programmes and maintaining effective relationships with NGOs, community leadership structures, community-based organizations, donor representatives, and key stakeholders.
- Experience organizing meetings, workshops, seminars, and training programmes in collaboration with government institutions.
- Experience ensuring timely entry and management of project data into MIS systems and preserving project documentation properly.

- Demonstrate courage and confidence in handling sensitive discussions with team members and stakeholders.
- Strong coordination, negotiation, and stakeholder management skills, especially with government officials and programme participants.

- Proficiency in computer applications including Google Suite, MS Office, Outlook, and internet usage.

- Fluent in Bangla written and verbal communication, including public speaking skills.
