2. PURPOSE

ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh through livelihood development, vocational skills training, youth empowerment, education, microfinance, climate resilience, and community development initiatives. ASPADA has extensive experience in implementing skills development, entrepreneurship promotion, youth empowerment, and community-based economic development programmes across multiple districts of Bangladesh.

Under the Economic Acceleration and Resilience for NEET (EARN) Project, ASPADA seeks a qualified and dynamic Project Manager to provide overall leadership, coordination, and strategic management of the project implementation in selected upazilas under Dhaka Division.

The Project Manager will be responsible for overall project planning, implementation, monitoring, reporting, documentation, knowledge management, stakeholder coordination, financial oversight, quality assurance, and achievement of project objectives in compliance with donor requirements and organizational policies. The position will ensure effective management of Village Level Training Centers (VLTCs), vocational training activities, youth mobilization, job placement, entrepreneurship support, and institutional coordination with the Department of Youth Development (DYD), local government institutions, employers, and other stakeholders.

The Project Manager will also lead project learning, documentation, communication, and knowledge-sharing initiatives to ensure evidence-based implementation and sustainability of project outcomes.

3. MAJOR RESPONSIBILITIES

Responsibility #1: Project Management and Strategic Leadership

  • Provide overall leadership and strategic direction for implementation of the EARN Project in accordance with project design, donor requirements, and ASPADA policies.
  • Develop annual work plans, implementation strategies, operational plans, and project targets in coordination with project staff and stakeholders.
  • Ensure timely establishment and effective management of Village Level Training Centers (VLTCs) at project locations.
  • Supervise and coordinate project personnel to ensure effective implementation of all project activities and achievement of project objectives.
  • Ensure effective integration of vocational skills training, entrepreneurship development, job placement, and youth empowerment components.

Responsibility #2: Coordination and Stakeholder Engagement

  • Maintain strong coordination and collaboration with the Department of Youth Development (DYD), local government institutions, NSDA, employers, industries, financial institutions, and other relevant stakeholders.
  • Representing ASPADA and the EARN Project in meetings, workshops, seminars, donor coordination meetings, and external forums.
  • Strengthen partnerships with private sector employers, industries, and entrepreneurship support organizations for employment and market linkage opportunities.
  • Facilitate coordination among project teams, technical experts, trainers, and field-level staff.

Responsibility #3: Monitoring, Reporting, and Documentation

  • Ensure effective project monitoring systems are in place to track progress against targets, outputs, outcomes, and indicators.
  • Prepare and submit high-quality monthly, quarterly, annual, and donor reports in a timely manner.
  • Ensure proper project documentation, record management, case studies, success stories, lessons learned, and best practices.
  • Supervise project MIS operations and ensure accuracy, consistency, and timely submission of project data.
  • Lead preparation of presentations, project briefs, concept notes, and communication materials for internal and external stakeholders.

Responsibility #4: Knowledge Management and Learning

  • Develop and implement knowledge management and learning strategies for the project.
  • Capture and document project experiences, innovations, and evidence-based learning for organizational and donor use.
  • Facilitate learning-sharing sessions, review meetings, workshops, and reflection exercises among project staff and stakeholders.
  • Promote adaptive management practices based on monitoring findings and field-level experiences.
  • Ensure proper archiving and accessibility of project documents, reports, and learning materials.

Responsibility #5: Financial and Administrative Oversight

  • Ensure sound financial management, budget utilization, procurement compliance, and value-for-money principles in project implementation.
  • Monitor project expenditures and ensure compliance with donor and organizational financial policies.
  • Supervise administrative and logistical arrangements related to project activities, training events, workshops, and meetings.
  • Support audit, monitoring, and evaluation processes conducted by ASPADA, donors, or government authorities.

Responsibility #6: Quality Assurance and Compliance

  • Ensure quality implementation of vocational training, employability skills development, entrepreneurship support, and job placement activities.
  • Monitor staff performance and provide technical guidance and mentoring for continuous improvement.
  • Ensure compliance with safeguarding, gender equality, youth inclusion, and social protection standards throughout project implementation.
  • Ensure implementation of Environmental and Social Management Framework (ESMF) and Grievance Redress Mechanism (GRM) where applicable.

Responsibility #7: Safeguarding

  • Ensure the safety of project staff, trainees, and stakeholders from harm, abuse, neglect, harassment, and exploitation.
  • Practice, promote, and uphold safeguarding policies and ensure implementation of safeguarding standards in all project activities.
  • Act as a focal resource for safeguarding awareness and reporting procedures within the project team.
  • Ensure prompt reporting and response mechanisms for any safeguarding-related concerns or incidents.

  • Timely and successful implementation of project activities according to approved work plans.
  • Achievement of trainee enrollment, completion, employment, and entrepreneurship targets.
  • Quality and timely submission of donor reports, MIS data, and project documentation.
  • Effective management and operationalization of VLTCs.
  • Successful stakeholder engagement and partnership development.
  • Effective knowledge management, learning documentation, and communication outputs.
  • Compliance with donor, safeguarding, and organizational standards.

10. EXPERIENCE

  • Minimum 10 years of professional experience in skills development project management, vocational skills development, youth empowerment, TVET, or livelihood programmes within NGOs, development agencies, or donor-funded projects.
  • At least 3 years of managerial experience in supervising multi-component development projects and field teams.
  • Proven experience in project planning, implementation, monitoring, reporting, documentation, and donor compliance.
  • Experience working with government institutions, development partners, employers, industries, and private sector stakeholders.
  • Experience in managing village level vocational training centres, youth employment programmes, entrepreneurship development initiatives, and job placement activities.
  • Strong experience in report writing, proposal development, knowledge management, and project documentation.
  • Experience managing project budgets, audits, procurement, and administrative systems.
  • Familiarity with MIS systems, project monitoring frameworks, and data management processes.
