2. PURPOSE

ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh through livelihood development, vocational skills training, youth empowerment, education, microfinance, climate resilience, and community development initiatives. ASPADA has extensive experience in implementing skills development, vocational training, entrepreneurship, and youth empowerment programmes across multiple districts of Bangladesh through donor-funded and self-funded initiatives.

Under the Economic Acceleration and Resilience for NEET (EARN) Project, ASPADA seeks qualified and dynamic Upazila Job Placement Officers. This position is subject to project award and funding. The position will be based at upazila level in selected districts under Dhaka Divisions.

The Upazila Job Placement Officer will be responsible for ensuring successful wage employment, apprenticeship, internship, and self-employment opportunities for trainees in formal and informal sectors. The position will support implementation of employer engagement activities, job fairs, entrepreneurship promotion, and labor market linkage initiatives to achieve the employment targets of the EARN Project.

3. MAJOR RESPONSIBILITIES

Responsibility #1: Support with Beneficiary Identification

  • Provide support to the project team for trainee identification and final selection following standardized tools and project criteria.

Responsibility #2: Support with Market Scan and Trade Selection

  • Provide support to the project team in conducting local-level market scanning to identify demand-driven and marketable trades.
  • Support trade validation processes with local stakeholders, employers, industries, and community representatives.
  • Identify non-traditional trades and employment opportunities where female trainees can receive training and job placement support.

Responsibility #3: Engagement with Employers for Job Placement

  • Conduct regular surveys of existing and potential employer organizations (including RMG, agro-processing, light engineering, manufacturing, construction, caregiving, hospitality and tourism, retail sales, banking, development sector, IT, freelancing, and other emerging sectors) to identify job opportunities for trainee graduates and collect labor market information on future skill demands.
  • Develop and regularly update employer databases and maintain strong relationships with employers through regular visits, meetings, and engagement activities.
  • Arrange MoU signing events with potential employers and industry partners for internship and placement opportunities.
  • Collect and match suitable trainee profiles according to employer requirements and facilitate direct placement and referral processes.
  • Organize entrepreneur conferences, job fairs, career expos, and employer networking events at district and national levels involving industries, buyers, financial institutions, and relevant stakeholders.
  • Conduct regular post-placement satisfaction surveys with employers and employed graduates and prepare periodic reports to improve training quality and placement success.

Responsibility #4: Support Youth Entrepreneurs

  • Identify local mentors and business development service providers to support youth entrepreneurs and interns.
  • Support the project team in preparing profiles of potential youth candidates for receiving seed financing and entrepreneurship support from DYD and other financial institutions.

Responsibility #5: Safeguarding

  • Ensure the safety of team members, trainees, and stakeholders from any harm, abuse, neglect, harassment, and exploitation in all project activities.
  • Practice, promote, and uphold safeguarding policies among staff and stakeholders and ensure implementation of safeguarding standards in all activities.
  • Follow safeguarding reporting procedures in case of any reportable incident and encourage others to do so.

4. KEY PERFORMANCE INDICATORS (KPIs)

  • Ensuring at least 60% job placement/self-employment rate among graduate trainees.
  • Successful arrangement of job fairs, employer engagement events, and placement activities.
  • Identification of non-traditional employment opportunities for female youth trainees.
  • Effective employer networking and apprenticeship placement support.
  • Timely reporting and maintenance of employment tracking data.

8. BUDGET UNDER THIS POSITION
20,000 to 24,000 per month based on experience and performance.

10. EXPERIENCE

  • Minimum five (5) years of experience working in the field of post-training wage employment for youth, engaging with employers, sector experts, and private sector stakeholders in line with programme goals.
  • Expertise in developing effective coordination among employers, employees (graduate trainees), and private sector organizations for effective implementation of vocational skills training programmes, apprenticeship, internship, and employment support services.
  • Expertise in mentoring learners through job searches, job applications, career development processes, CV writing, and interview preparation.
  • Expertise in facilitating labor market information surveys to explore industry dynamics and emerging skill demands beyond traditional trade-based training, focusing on opportunities, challenges, and sustainable economic prospects.
  • Experience organizing entrepreneur conferences, job fairs, expos, and employer networking events at district and national levels involving industries, buyers, and relevant stakeholders.
  • Experience working with enterprises and industries located near EPZs, EZs, HTPs, STPs, and IZs that can provide internship and employment opportunities for trainees.

11. KNOWLEDGE, SKILLS & COMPETENCIES

  • Strong attention to detail and problem-solving abilities.
  • Ability to solve problems quickly and creatively.
  • Proficiency in computer applications including Google Suite, MS Office, Outlook, and internet usage.
  • Adaptive, innovative, and capable of communicating clearly and efficiently under pressure.
  • Fluent in English and Bangla written and verbal communication, including public speaking skills.

12. SPECIFIC EDUCATIONAL QUALIFICATION (REQUIRED)

Degree Concentration / Major
Bachelor’s/University Degree
Preferably in BBA (Major in Business Management), Development Studies, or relevant field

13. PROFESSIONAL DEGREE / CERTIFICATION (IF ANY)

Preferred but not mandatory.
