2. PURPOSE

ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh through livelihood development, vocational skills training, youth empowerment, education, microfinance, climate resilience, and community development initiatives. ASPADA has extensive experience in implementing skills development, entrepreneurship promotion, youth empowerment, and community-based economic development programmes across multiple districts of Bangladesh.

Under the Economic Acceleration and Resilience for NEET (EARN) Project, ASPADA seeks qualified and dynamic Upazila Enterprise Development Officers. This position is subject to project award and funding. The position will be based at selected upazila levels under Dhaka Divisions (Selected Upazilas of Narsigndi, Faridpur, Shoriotpur, and Rajbari district).

The Upazila Enterprise Development Officer will be responsible for overall supervision of trainee selection for Socio Emotional and Behavioural (SEB) and Entrepreneurship Development Training (EDT), as well as supporting youth entrepreneurs to establish, manage, and grow their businesses through mentorship, business development support, and financial linkage facilitation.

3. MAJOR RESPONSIBILITIES

  • Ensure that SEB/EDT training activities and staff capacity development are implemented according to project requirements and quality standards.
  • Supervise surveys and selection processes for SEB/EDT trainees, mentors, and training venues according to programme requirements.
  • Identify trainees eligible for internship opportunities at nearby factories, enterprises, and businesses, as well as candidates for seed financing support from the Department of Youth Development (DYD).
  • Arrange entrepreneur conferences, workshops, exposure visits, and upazila-level meetings to showcase successful youth entrepreneurs and promote entrepreneurship development.
  • Support youth trainees to develop, manage, and expand their businesses through technical guidance and follow-up support.
  • Arrange financial linkage meetings between entrepreneurs and financial service providers including banks, MFIs, and other financing institutions.
  • Ensure effective mentor-entrepreneur linkage and supervise implementation of business development and entrepreneurial learning processes.
  • Conduct regular monitoring of entrepreneurship activities, identify challenges, recommend solutions, and submit reports to supervisors accordingly.
  • Verify bills, vouchers, and documentation related to entrepreneurship support activities.
  • Ensure the safety of team members, trainees, and stakeholders from harm, abuse, neglect, harassment, and exploitation in all project activities.
  • Practice, promote, and uphold safeguarding policies among staff and stakeholders and ensure implementation of safeguarding standards in all activities.
  • Follow safeguarding reporting procedures in case of any reportable incident and encourage others to do so.

10. EXPERIENCE

  • Minimum 5 years of experience working in the field of post-training entrepreneurship support. Specific experience in skills training programmes/TVET sector will be given priority.
  • Extensive experience conducting enterprise needs assessments at project locations and providing high-quality support for enterprise development and business performance improvement.
  • Experience supporting business plan development, business attachment training, and follow-up support to ensure sustainability of youth enterprises.
  • Expertise in mentorship programmes to support incubation periods involving entrepreneurs, trade experts, market experts, former government officials, industry representatives, NGOs, and CSOs.
  • Experience organizing entrepreneur conferences, workshops, and upazila-level meetings to showcase entrepreneurship success stories.
  • Strong understanding of the skills and behavioral competencies needed to establish, manage, and grow youth-led businesses.

  • Proficiency in computer applications including Google Suite, MS Office, Outlook, and internet usage.
  • Adaptive, innovative, and capable of communicating clearly and efficiently under pressure.
  • Fluent in English and Bangla written and verbal communication, including public speaking skills.

12. SPECIFIC EDUCATIONAL QUALIFICATION (REQUIRED)

Degree Concentration / Major
Bachelor’s/University Degree
Preferably in BBA (Major in Business Management), Development Studies, or relevant field

13. PROFESSIONAL DEGREE / CERTIFICATION (IF ANY)

Preferred but not mandatory.
