2. PURPOSE
ASPADA Paribesh Unnayan Foundation is a national non-government development organization established in 1993, working for the socio-economic development of disadvantaged and marginalized communities across Bangladesh through livelihood development, vocational skills training, youth empowerment, education, microfinance, climate resilience, and community development initiatives. ASPADA has extensive experience in implementing community-based skills development, youth empowerment, and vocational training programmes across multiple districts of Bangladesh.
Under the Economic Acceleration and Resilience for NEET (EARN) Project, ASPADA seeks energetic and community-oriented Community Mobilisers for selected upazilas under Dhaka Division. The primary purpose of this role is to act as the frontline representative of the project within the community by identifying, motivating, and supporting eligible NEET (Not in Education, Employment, or Training) youth to enroll in vocational skills training programmes.
The Community Mobiliser plays a critical role in ensuring that the project reaches vulnerable and marginalized youth populations, particularly women and disadvantaged groups, to promote inclusive economic resilience and sustainable livelihood opportunities.
3. MAJOR RESPONSIBILITIES
Responsibility #1: Community Outreach and Youth Identification
- Conduct systematic door-to-door surveys and community mapping to identify eligible NEET youth (aged 15–35) within the assigned upazila and union areas.
- Organize and facilitate community awareness meetings, courtyard sessions, and public information campaigns regarding vocational training and employment opportunities under the EARN Project.
- Implement targeted outreach strategies to ensure achievement of at least 50% female participation in project activities.
- Maintain and regularly update a primary database of potential trainees for the Village Level Training Centers (VLTCs).
Responsibility #2: Beneficiary Selection and Enrollment Coordination
- Assist the Centre in Charge and Upazila Manager in verifying eligibility of potential trainees according to project selection criteria.
- Guide selected youth through the enrollment process and ensured collection of required documents (e.g., birth registration, educational certificates) for MIS entry and project records.
- Conduct orientation sessions with trainees and guardians to strengthen commitment and minimize dropout risks.
Responsibility #3: Retention Support and Community Liaison
- Conduct regular home visits for irregular trainees to identify barriers and provide counseling, motivation, and necessary support.
- Maintain strong relationships with local leaders, religious representatives, youth clubs, women’s groups, and community stakeholders to create a supportive environment for vocational training and youth participation.
- Support transparent distribution of training materials, stipends, and other project benefits to trainees.
Responsibility #4: Data Reporting and Documentation
- Prepare and submit daily and weekly field reports on mobilization progress, trainee enrollment, and community feedback to the Centre in Charge.
- Ensure proper documentation of field activities and support accurate data generation for project MIS and reporting systems.
Responsibility #5: Safeguarding
- Ensure the safety of trainees, staff members, and stakeholders from harm, abuse, neglect, harassment, and exploitation during all project activities.
- Practice, promote, and uphold safeguarding policies and ensure implementation of safeguarding standards in all community engagement activities.
- Follow safeguarding reporting procedures in case of any reportable incident and encourage others to do so.

- Achievement of trainee recruitment targets for NEET youth per training batch.
- Minimum 50% female enrollment in assigned catchment areas.
- Timely submission of accurate mobilization, survey, and enrollment data.
- Reduced trainee dropout rate through effective community engagement and follow-up support.

10. EXPERIENCE
- Minimum three (3) years of experience working in the field of community engagement, social mobilization, or development projects in NGOs or relevant agencies.
- Extensive professional knowledge of community dynamics, local leadership structures, cultural sensitivity, and inclusivity to promote enabling and responsive community environments.
- Good experience and facilitation skills in conducting training sessions, awareness meetings, courtyard sessions, and community-based events.
- Ability to work under pressure and maintain close engagement with community people in field settings.
- Local resident will get priority.
11. KNOWLEDGE, SKILLS & COMPETENCIES
- Deep understanding of local community dynamics and geographical context.
- Excellent communication and interpersonal skills to engage effectively with diverse community stakeholders.
- Ability to travel extensively within assigned field locations.
- Basic literacy in mobile-based data collection tools and MIS entry systems.
