Annual Report of Ain o Salish Kendra (ASK) for the year 2020

Introduction
Ain o Salish Kendra (ASK), a national legal aid and human rights organization, was established in 1986. Over the last thirty-five years ASK has evolved a comprehensive approach to the promotion and protection of legal and human rights. Its strategies promote human rights awareness and community activism; offer legal aid through mediation and litigation, while clients are given psycho-social counseling; investigations into human rights violations and their documentation are supplemented by research which together lead to media campaigns to defend human rights, and public interest litigation for law and policy reform. Being committed to attaining gender equality at every sphere of life, ASK's activities have special focus on women but providing legal aid to victims/survivors of arbitrary arrest, preventive detention and taking stand against unlawful evictions, extra judicial killings, torture and death in custody, condition of the prisoners and interests of the religious and ethnic minorities very much are its concerns. ASK's advocacy is carried out both at the national level and international level. ASK's publications are an important means of disseminating information and knowledge.ASK has no political affiliation, adopts a non-partisan approach in defense of human rights and encourage volunteerism among different stakeholders. ASK implements activities through direct implementation and partnership with the like-minded local NGOs, CBOs and Local Cultural Organizations.
ASK's programmes contribute towards establishing a non-discriminatory and democratic society according to the Universal Declaration of Human Rights (UDHR), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Constitution of Bangladesh.The programmes include a five years programme "Strengthening Democracy by Promoting Human Rights Culture in Bangladesh".

  • MAITREE: Promoting women’s participation in peace building and social cohesion

Objective of this consultancy:

This report will focus on accumulating the major achievements to track the progress of the above programmes and projects of ASK. Hence, the report 'will be prepared comprising a comprehensive picture of activities and achievements based on the data compiled and analysis from ASK's Dhaka and field-based programmes, cases handled, national and international advocacy, fact findings and the findings from the scanning of news of human rights violations from leading national dailies as well as identifying lesson learnt, scope of work, challenges under each of the strategic areas followed in 2020 for publishing as an organizational annual report.

Specific Tasks of the consultant/writer:

  • Review relevant reports and documents of ASK.
  • Develop an outline/structure/framework for the report and finalize it in consultation with senior staff or unit heads.
  • Discussion with outcomes units to know about their programmes and activities.
  • Compiled data and prepare a draft report.
  • Incorporate comments and suggestions.
  • Finalize the report.

Child Protection Policy:
Theconsultant shall comply with the Child Protection Policy of ASK. Any violation/ deviation is in complying with ASK's child protection policy will result in I termination of the agreement.

ASK reserves the right to accept or regret any or all proposal without any reason what so ever.

Consultancy duration:

Draft 3rd week of June, 2021
Giving comments from ASK 1st week of July, 2021
Report finalization 3rd week of July, 2021

Honorarium and Mode of Payment:
ASK will give the consultant/writer a total sum of BDT. 150,000 (One hundred fifty thousand) only for the whole work. 15% TAXand VAT deduction at source will be applicable as per prevailing government rules. The Payment will be payable in twoinstallments; 1st installment 30% after receiving draft report, 2nd and final installment 70% following submission and acceptance of the final report.

Apply Procedure
ASK invites Proposals (A complete technical proposal and financial proposal in English) from reputed firm/agency/organization/individual consultant. Include lead consultant/team members brief CV highlighting related assignment completed and role in the completed assignments; organization’s/Firm’s Certificate, TIN and VAT registration and documents in favor of the previous relevant tasks. The technical and financial proposal should be submitted separately addressing the Executive Director, Ain o Salish Kendra, 2/16, Block-B, Lalmatia, Dhaka-1207, Bangladesh. General conditions

  1. ASK will have the copyright of all the results and documents elaborated under this assignment. Any publication also in extracts needs prior approval of ASK.
  2. ASK reserves the right to disagree with any incomplete work and consequently ASK may retain the last installment of the remuneration.
  3. The contracting authorities also reserve the right to amend this contract at any time according to the necessity of the project given prior communication.
  4. The contract may be terminated if the consultants are found non-compliant to the terms and conditions of the contract.
  5. Terrorism and money laundering issues: If there any proof of engagement in any terrorism and money laundering issues, ASK reject the proposal without assigning any reason
