JOB TITLE: Accounts Manager

JOB LOCATION: The Asia Foundation’s office in Dhaka, Bangladesh (with limited travel)

SUMMARY OF RESPONSIBILITIES

The Asia Foundation (TAF) is seeking an experienced Accounts Manager for its Bangladesh Country Office. Working closely with the Director of Finance, Grants & Administration, and team members, the Accounts Manager will be responsible for preparing, analyzing, and modifying the country office operating budget. Additionally, this role includes ensuring that regular payments to various vendors comply with TAF and donor policies, as well as ensuring the accurate and timely processing of employee timesheets and payroll.


JOB DUTIES AND RESPONSIBILITIES

Operating Budget Related Responsibilities:

  • Collaborate with Team Leads and Department Leads to gather necessary financial data.
  • Analyze historical financial data and trends to forecast future financial needs.
  • Compile data into a cohesive operating budget that outlines expected revenues and expenses, aiding the Country Representative and the Director of Finance, Grants & Administration in decision-making.
  • Analyze variances between actual financial performance and budgeted amounts to identify discrepancies.
  • Revise budgets periodically based on changes in business conditions or organizational priorities.
  • Update financial forecasts to reflect new information or developments.
  • Ensure that the budgeting process complies with organizational policies and regulations.

Accounts Related Responsibilities:

  • Review financial system-generated reports and complete month-end, quarter-end, and year-end processes as per TAF guidelines.
  • Review and upload the cash sheet on a weekly basis.
  • Review payment requests to ensure they comply with policies and regulations.

Timesheet and Payroll Related Responsibilities:

  • Prepare timesheet documentation and collect timesheets from employees on a bi-weekly/monthly basis.
  • Review timesheets for accuracy and completeness, uploading them into the payroll system. Ensure that any changes or corrections are accurately reflected in the payroll system.
  • Prepare periodic salary sheets based on timesheets and coordinate with the tax retainer to ensure the application of statutory deductions such as taxes, social security, and other withholdings.
  • Process payroll on time, ensuring employees are paid correctly and on schedule.
  • Complete periodical payroll reconciliation and benefits reconciliation.

Audit and Compliances:

  • Prepare accurate and compliant financial statements, ensuring all financial records and documents are maintained and readily available for audit. Compile and provide necessary documentation, such as financial statements, ledgers, and supporting schedules.
  • Conduct internal reviews and checks to ensure that financial records are accurate and complete before the audit.
  • Implement corrective actions and improvements based on audit recommendations.
  • Work closely with the tax retainer to prepare and submit required tax filings and reports to government agencies periodically and ensure clearance certificates are issued.
  • And other duties assigned by the Director- Finance, Grants & Administration on time to time.

Person specification for the job:

Education and Experience:

  • Master’s degree in accounting, finance, business administration, or a related field. A professional certification (e.g., CA, CPA) is an added advantage.
  • Several years of experience in accounting or financial management roles.
  • Prior experience as an Accounts Manager or in a similar supervisory position in an international development organization is advantageous.

Skills:

  • Excellent verbal and written communication skills.
  • Knowledge of governance and internal control, due diligence assessment, budgeting, and financial reporting.
  • Familiarity with timesheet and payroll software, QuickBooks, Microsoft 365, including advanced Excel skills.

Personal Competencies:

  • Ability to interact professionally with vendors, clients, and colleagues.
  • Strong team player with the ability to work collaboratively with colleagues across different departments.
  • Positive and learning mindset.
