Seeking Proposals from Qualified Firms/Consultant for a Baseline and Endline Evaluation Strengthen Community Resilience to Covid-19 Program in Bangladesh

The Asia Foundation (the Foundation) is a nonprofit international development organization committed to improving lives across a dynamic and developing Asia. Informed by six decades of experience and deep local expertise, our work across the region addresses five overarching goals—strengthen governance, empower women, expand economic opportunity, increase environmental resilience, and promote regional cooperation. Among its various development initiatives, the Foundation has started to implement a year-long program in three districts (khulna, Chuadanga, Dhaka) in Bangladesh that aims to address the immediate threat and longer-term implications of the Covid-19 pandemic for the most vulnerable populations through greater awareness of health risks and preventive measures, improved access to support services, reduced communal tensions and stigma, and greater responsiveness of public authorities to the voice and interests of the poor, women and girls, minorities, and other marginalized populations. The proposed activities will contribute to greater awareness of safe health and hygiene practices; improved access to timely and reliable information on Covid-19; improved communication between public health and other government agencies and vulnerable communities; and informed policy measures for longer-term Covid-19 resilience.

The Foundation is seeking proposals from qualified consultants / firms to design and implement a baseline followed up by a midline assessment and an endline evaluation at different phases. Based on this baseline information, changes will be measured in future assessments. The assessments will be consisted of a quantitative and qualitative questionnaire, in-depth and key informant interviews, group discussions, and in-depth case studies.

Applicants are requested to submit proposals via email to: country.bangladesh.jobs@asiafoundation.org at the latest by local time at 5:00 PM on January 31, 2021.

The application should consist of a:

1. Technical proposal, which includes the following:

  • a) Organizational Information: Name of the organization, contact information of person responsible for the proposal including email address, postal address and phone number; web address (if available);
  • b) Relevant Experience: Information on the history of the organization and its work related to conducting assessments and surveys;
  • c) Assessment Plan outlining the overall understanding of ToR, including:
    • a. The proposed assessment questions;
    • b. Proposed methodology, including suggested data sources, data collection methods and sampling sizes and procedures
    • c. Proposed team composition, structure and staff schedule
    • d. Analytical framework
    • e. Work plan with estimated timetable
  • d) CVs of key team members

2. Financial proposal with a budget that outlines the fees and associated costs in BDT. The consultant(s) must budget for all relevant costs (including Tax/VAT) and provide explanatory notes.
