Senior Program Officer

The Asia Foundation is looking for skilled and ambitious candidates to serve as a Dhaka-based Senior Program Officer for a project to support community policing activities in Bangladesh.

Key Roles and Responsibilities

  • Provide assistance in managing and implementing budgets and expenditures.
  • Draft and finalize donor and other reports.
  • Take lead in identifying and scheduling meetings and coordinate with key stakeholders, including local civil society organizations, think tanks, universities, Bangladesh Police and other law enforcement agencies, Community Policing Forum members, community members, donors, and partners.
  • Conduct outreach to a variety of stakeholders.
  • Take lead in day-to-day implementation of project activities, identification of partners/research organizations, management of project activities and deadlines, and development and articulation of discrete findings.
  • Assist in the design and implementation of research and other activities planned during the project period, under the guidance of the Chief of Party.
  • Facilitate and initiate trainings for Bangladesh Police officers and community members on Community Policing.
  • Monitor activities and procedures to ensure they are in line with donor compliance requirements, project objectives, and Asia Foundation policies and procedures.
  • Monitor and ensure timely production and submission of relevant activities and reports by consultants or partners.

Qualifications and work experience

Education and Experience
  • Master’s Degree in Criminology, Sociology, Development Studies or other relevant social science discipline with a strong research component.
  • At least 5 years of demonstrated experience working for an international organization on day-to-day implementation projects focused on human rights, safety and security, and/or community policing.  
  • Demonstrated experience networking with donors, local partner organizations, Bangladesh Police and other law enforcement agencies, civil society, and government stakeholders.
  • Sound understanding of donor reporting requirements.
  • Working experience with Bangladesh Police/law enforcement agencies and sound understanding of community policing practices in Bangladesh.

  • Strong problem-solving skills and ability to multi-task and handle complex programming challenges.
  • Excellent interpersonal, communication, and leadership skills.
  • Ability to work independently and in a team environment.
  • Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing program assignments.
Other
  • Ability to travel and undertake fieldwork in rural contexts.
  • Strong computer skills.
  • Excellent verbal and written communication skills in English and Bangla.

Job Location: The Asia Foundation’s main office in Dhaka (with frequent travel)
