Head of Programmes

Key Relationships: Finance Manager; Bangladesh and South Asia staff; Law and Policy; Communications and Campaigns; Donors’ representatives, Senior Director of Law and Policy, Senior Monitoring, Evaluation and Learning Officer; Senior Compliance and Project Management Team; IO Finance Team.
Contract: Permanent
Working Hours: Full time, 37.5 hours a week
Salary: 199,347 BDT gross per month
Location: Dhaka, Bangladesh (Article 19 is a flexible employer and encourages a hybrid working environment. The frequency of time in attending the office and working from home is to be agreed with the successful candidate.)

The Team and what you’ll be working on
Under the supervision of the Regional Director, you will lead and manage ARTICLE 19’s programme work in Bangladesh and the South Asia region; and assume responsibility for the day-to-day implementation of the portfolio performance and programmatic work in the region; and lead a growing team of programme officers working from the office in Dhaka. You will coordinate the efforts of project partners, negotiating changes in the projects as necessary; lead ARTICLE 19’s implementation of project activities, ensure compliance with the policies of the donor and ARTICLE 19 across the programme staff, partners and consultants, and ensure timely and accurate reporting to the donor, among other tasks.
What you will be doing day to day
- Contribute to the identification of new areas for ARTICLE 19’s growth and impact in the region and support the development and reporting of the regional strategy
- Proactively identify opportunities for advocacy on developments relating to freedom of expression in the Bangladesh and the South Asia region
- Plan and implement Bangladesh RO projects, including Defending Freedom in the Digital Age, Joining Forces 2 and FEMSOJ 2 activities, and new projects when they emerge
What you will bring to the role
- Graduate degree, preferably in law, journalism, development studies or any other relevant discipline from a recognised university with minimum second Class/Division or equivalent CGPA in all academic examinations
- Experience in law, human rights, freedom of expression, or the civic space
- Extensive knowledge of the political environment, cultural context, and human rights situation in Bangladesh and the South Asia region, especially in relation to freedom of expression.
