Project Summary

ARTICLE 19 South Asia (A19) in collaboration with Plan International Bangladesh has been implementing the project ‘Our Voices Our Choices: Women and Youth for Democratic Space (OVOC). The project is funded by the European Union. The overarching goal of the project is to ensure that young people and especially women and girls in target communities in Bangladesh, Nepal and Thailand (also the broader Asian region) enjoy fundamental human rights and are actively engaged in improving their lives and communities through inclusive, effective, pluralistic and representative civic participation with a focus on inclusive civic space.

It aims to address the needs and constraints of youth and women in all their diversities including Dalits, LGBTIQ+, persons with disabilities and other excluded groups, as they are often overlooked, suppressed and underestimated, and are not taking part in decision making. The specific objectives of the project are as follows:

  • To enhance inclusive civic action through co-creation of a multi-country resource hub that facilitates the enlargement of civic, democratic and civil society space.
  • To support and capacitate youth/women-led CSOs to participate as rights holders in national/regional/global-level efforts to reclaim and protect civic space and civic engagement.
  • To hold duty bearers, especially policy makers in Asia, accountable to their responsibilities towards protecting inclusive civic space.

Purpose of the Consultancy

A19 is looking for a Consultant who will develop online/offline Self-protective training (Risk mitigation measures) manual for protecting human rights defenders including civic space and protest principles and safeguarding of the human rights defenders especially for the young women journalists and the young women human rights defenders. The Training content, curriculum and module shall be developed in Bangla. The consultancy includes developing the training module and conduction 8 training session in the target areas (Dhaka, Barishal and Rangpur) of Bangladesh

Scope of Work/Specific Tasks/Responsibilities
Among others, the consultant shall provide the below mentioned tasks:

  • Develop training materials: Suggested core contents
  • Risk, threats, vulnerabilities and capacities
  • Assessing and measures risks, threats and security incident
  • Prevention and reaction to attack
  • Power inequities between persons of different genders
  • Safe guarding mechanism of young women groups of human rights defenders and journalists
  • Civic space and civic rights (Right to assembly, Right to Protection and Right to fare election),
  • How to collaborate with other actors to defend human rights

Conduct 8 training sessions in Rangpur, Barishal and Dhaka division

Deliverables
A consultant will be hired to develop a training module for the young women groups of human rights defenders and journalists and to provide the training along with the following deliverables:

  • Develop a training curriculum, module and training content for in-person training and for online training.
  • Schedule the training sessions to conduct both offline and online
  • Conduct pre and post assessment of the training session
  • Conduct the session and provide training both offline and online
  • Submit all relevant resource materials, documentations, invoices etc.

Contract Duration
This is a time bound assignment. The duration of the assignment will be from May to June 2023. S/he will conduct the training for 334 participants in 3 Division of Bangladesh. The selected consultant is expected to commence working on the assignment immediately after signing the contract.

Consultancy Fees
A consultancy fee training not exceeding BDT 225,000/- (In word: Taka Tow Lac Twenty Five thousand Only), including VAT and Tax for this assignment during contract period will be payable to the selected Consultant. The deliverables must be collated with the invoices before collecting the final payments.

Payment Procedure
As full consideration for the services performed by the consultant under the terms of this assignment ARTICLE 19 shall pay the fee upon certification that the services have been performed properly and the receipt of invoice. VAT and Tax will be deducted at source as per government policy.

Payment will be made through A/C Pay Cheque/ EFT within 10 (ten) working days upon satisfactorily services received/completion of work and submission of invoice collated with relevant documents.

Payment Mode:

  • First payment – 40%, after signing of the consultancy contract
  • Final payment- balance 60%, after submissions of the final work reports

Required Qualifications and Expertise

  • This consultancy is offered to the Bangladeshi Nationals only.
  • An advanced university degree in Law, Human Rights or any other related social sciences’ subject.
  • Having extensive knowledge and experience on human rights, human rights defenders,
  • Having knowledge and skill in self- protective mechanism of human rights defenders,
  • Have very good understanding in risk, threats, vulnerabilities and capacities,
  • Able to assessing threats and security incident,
  • Have clear understanding in preventing and reacting to attack,
  • Excellent skill in safe guarding mechanism for the human rights defenders,
  • Able to address power inequities between persons of different genders.
  • Skill in development a protection checklist and have a clear understanding the assignment objectives as well as requirements.
  • Having a comprehensive idea about online and offline training course, online course evaluation process and e-learning techniques
  • Excellent Bangla and English writing skills.
  • Must be a team player with the ability to coordinate and prioritize the needs of the team.
