American Red Cross, Bangladesh delegation (PNS) of The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Program Manager to support the Coastal Disaster Risk Reduction Program of Bangladesh Red Crescent Society.

Job Purpose:

The Program Manager position based out of American Red Cross Dhaka office will support Bangladesh Red Crescent Society, Cyclone Preparedness Programme-CPP, IFRC in implementing, facilitating, documenting Disaster Risk Reduction (DRR) work in all of its program locations. The key responsibilities will be to provide technical expertise and to provide implementation support to the program team of BDRCS and CPP at all level to ensure accountability and support to address needs of community populations in line with BDRCS, CPP, American Red Cross and IFRC mandates and procedures. The position will be responsible for coordinating at BDRCS national headquarter level and managing the implementation in line with agreed plan and collective strategy of BDRCS, CPP, American Red Cross and IFRC for implementing this program.

The Program Manager will:

  • Provide the necessary capacity and competency for ensuring the technical support towards BDRCS in implementing DRR, disaster preparedness and readiness programs
  • Provide cash readiness technical support to BDRCS
  • Provide cash readiness support to regional American Red Cross team as needed
  • Support in Forecast Based Action initiatives in country
  • Support and work with the BDRCS for timely and quality program management and implementation as per the agreed work plans and budgets
  • Support BDRCS efforts in partnerships management and development
  • Coordinate the development, and monitor the implementation plans for program
  • Ensure compliance with IFRC policy, procedures and accountability standards
  • Mentor, coach and manage team members

Job Duties and Responsibilities:

  • Provide technical expertise and strategic direction in designing DRR, DP, CPP, climate adaptation program initiatives
  • Manage, coordinate and work together with the counterpart at Bangladesh Red Crescent Society (BDRCS) to develop, implement, and monitor program activities.
  • Monitor and manage program implementation and budgets based on projects documents, log frames and action plans according to donor regulations and bilateral agreements.
  • Facilitate the after-action reviews and evaluation of the programs and undertake field trips following the security rules and procedures.
  • Visit the program areas as per need and ensure the quality of the field level intervention
  • Review project budget- prepare monthly budget overview in consultation with the finance department
  • Support manging the delegation plan, Strategic Partnership Plan (SPP) and budget and implement the plan as agreed with the donors/partners and HQ.
  • Review and support finalizing the program reports, budget overviews, information/knowledge products, and IEC materials
  • Manage, supervise, mentor and coach program and project teams effectively to ensure the efficient project implementation
  • Provide technical input to proposal design and development of longer-term program and emergency operation
  • Ensure community engagement and accountability principles of Red Cross/Red Crescent are always enhanced through your work
  • Support regular engagement of partners with a view to developing joint planning and effective, outcome-driven collaboration mechanisms
  • Manage and coordinate the information management for program
  • Support BDRCS in cash readiness and emergency readiness efforts
  • Assist in enhancing cash readiness systems and modalities in close coordination with IFRC
  • Support cash readiness efforts at a regional level as part of AMEE team
  • Coordinate closely with Cash Technical Advisors and team of American Red Cross to support broader cash readiness efforts
  • In the event of disaster, support the BDRCS and IFRC teams in assessment, planning, implementation, and coordination of emergency operations
  • Ensure regular communication and coordination with the team members, other departments as well as the technical line manager
  • Coordinate with relevant actors at relevant levels in implementing forecast-based actions to prevent and/or reduce loss of damage due to disasters
  • Coordinate and facilitate trainings, workshops, and meetings at national and sub-national levels
  • Maintain close coordination and work with the scientific and humanitarian community to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts
  • Support facilitating program coordination mechanism with IFRC and in country PNSs
  • Liaise with relevant Government agencies, IFRC, ICRC, Partners national societies, UN and I/NGOs and participate in information sharing in consultation with line Manager
  • Support the Country representative and head of Program in external representation at the coordination and networking forum, meetings and working groups to ensure consistency of RCRC participation and position.
  • Represent the Movement and Coastal Disaster Risk Reduction Program in external meetings and workshops
  • Establish and ensure effective working relationships with IFRC colleagues in the team and other departments/program
  • Ensure effective working relationships with all BDRCS departments including technical and service at HQ and different levels

Education Requirements:

  • Master’s degree in a field related to Social Science/ Development/ Disaster Management

Experience:

  • At least 8 years of demonstrable field experience in Community resilience programme/ Disaster Risk reduction programme/project
  • Strong and rounded experience of the humanitarian sector
  • Experience of relationship management and influencing external partners, preferable in an international humanitarian aid environment
  • Experience of liaising with key institutional donors at a senior level
  • Experience of managing and recruiting staff, as well as developing multi-functional teams
  • Experience of managing fund/budgets
  • Experience of programme appraisal, monitoring and evaluation and knowledge management skills
  • Experience of working with the International Red Cross and Red Crescent Movement, desirable

  • Analytical skill and ability to think strategically required
  • Able to demonstrate pro-activeness required
  • Demonstrate ability to work under pressure and meet deadlines required
  • Ability to manage multiple and complex tasks required
  • Familiarity with social research, participatory techniques and/or facilitation methods preferred
  • Demonstrated ability to facilitate national, regional conferences, workshops, training courses, or similar activities preferred
  • Broad understanding of Red Cross/Red Crescent activities required

Languages:
Fluency in written and spoken English
