Association for Land Reform and Development (ALRD) is a right based independent National Policy Advocacy and Networking Organization, which is going to recruit following position under three years project title as “Rights over land and to government services of rural landless marginalized and disadvantaged smallholders in Bangladesh”

Job Title: Programme Officer (1 Position)

Report to:  Programme Coordinator

Project: Rights over land and to government services of rural landless marginalized and disadvantaged smallholders in Bangladesh (three years project started from April 2022)

Job Purpose: Perform overall field-level operational activities of the project in order to secure tenure rights over land and collective farming practices of poor and marginalized through effective planning, monitoring, implementation and evaluation.

Job Responsibilities

Performance Indicators

  • Prepare monthly, quarterly, half yearly, and annual work plan and implement at field level.
  • Prepare first monthly, quarterly, half yearly and annual reports.
  • Prepare the first draft of donor reports.
  • Prepare project and programme budgets and prepare action & monitoring reports as per proper time frame.
  • Ensure all programmes and activities are performing in the right way and funds are used properly.
  • Managing and monitoring programmes and activities in order to achieve the goal and objectives of the project at the field level.
  • Collect quantitative and qualitative data on a regular basis and take effective measures to meet the project targets plan.
  • Oversee and monitor activities performed by the different groups and committees.
  • Assist PMT in decision making and decision implementation.
  • Support PNGOs’ managing their performance.
  • Support Animators that they can perform their jobs competently.
  • Assist to facilitate training and workshops with community members and different committees.
  • Maintain a positive relationship with relevant stakeholders.
  • Represent ALRD at the community, local government bodies, government and non-governments meetings and administration bodies.
  • Ensure service rules and human resources policies are followed during field operation.
  • Check and authorize field level expenditure on a regular basis.
  • Perform other responsibilities assigned by higher authority.
  • The work plan is prepared and performed in due time and quality is ensured.
  • By the start of the month/quarter/year, work plan has been agreed and distributed to field staff.
  • Training and workshops are conducted in due time.
  • PNGOs and Animators are aware of project objectives/ activities.
  • Donors and visitors are briefed on the project's progress, effectiveness and difficulties during field visits.
  • ALRD has a good reputation with stakeholders.
  • Regular quantitative and qualitative data is gathered and reports are produced in time.
  • Field visit report is produced, and recommendations and action points based on the head office staff's field visit report are reflected at the fields.
  • Meetings and workshops reports are produced within time and quality is ensured.

Skills, Knowledge and Experience

Key Behaviors and Attitudes

  • Master’s degree in social science or related subject.
  • Minimum of 5 years work experience in the development /NGO sector preferably in human rights or governance issues.
  • Knowledge of monitoring and evaluation tools;
  • Sound IT literacy with knowledge of MS Word, Excel, PowerPoint and internet.
  • Fluent in speaking and writing both English and Bengali.
  • Committed to maintaining gender equality and the values of the organization.
  • Ability to identify and remedy problems and make decisions.
  • Committed to meeting the deadline.
  • Ability to work under pressure.
  • Co-operative attitude.
  • Ability to work individually or in a team.

Job Location: The job is based in Dhaka but with regular travel to the field offices and project’s areas as required. Monthly field visits are required for 10-15 days

We offer an enabling and supportive work environment; competitive compensation and total benefit package for the position will be between Tk. 45,000 to Tk. 48,000 per month and two festival allowance equivalent to one month Gross Salary. Six month probationary period is compulsory for the position.
