About Association for Land Reform and Development (ALRD)

ALRD is a single-focused right-based independent National Policy Advocacy and Networking Organization. It was established in January 1991 to promote and strengthen land rights and agrarian reform in Bangladesh. Over the years, it has been working to promote and strengthen agrarian reform and the land rights of rural landless women and men, religious monitories, and indigenous peoples. 

It envisages “a democratic, secular, pluralistic and inclusive Bangladesh free of discrimination that promotes sustainable development for all its citizens and where equality in exercising rights, use and control over land and other natural resources for all is realized.” 

Programme Officer (HR, Admin, and Logistics), a mid-level position of ALRD, will be responsible for performing day-to-day activities mainly related to the Human Resources Management, Admin department, and programme logistics.

Duties and Responsibilities
Functional Competencies:

HR

  • Get directions from the management and implement policies of the organization related to HR and Admin. S/he has to contribute actively in planning the recruitment cycle of such further requirements and implement them.
  • Generate offer letters; contract letters for the selected candidates issue them.
  • Collect documents from employees as per standard checklist
  • Maintain the personal files of the positions mentioned above at the district level and update them regularly.
  • Responsible for planning and ensuring systematic induction for all new employees of the designations.
  • Ensure that the induction plan is signed off and filed in the personal file of all employees.
  • Track the attendance of all staff day-wise in provided excel format as per organization requirements and communication.
  • Track leave database, eligibility, availed, and closing balances of leaves for the district in excel format
  • Communicate the process of annual / midyear appraisals, receive, verify the forms and share the consolidated outcome in specified formats.
  • Support the various functions during the onboarding of new joiners to ensure the orientation process is properly completed

Admin

  • Organizing administrative and logistical aspects of office activities and events, including workshops and meetings, and book the meeting rooms accordingly.
  • Manage and monitor the availability of accessories, equipment, stationery, office supplies, stock, and place orders as required.
  • Assist the Assistant Programme Coordinator (Finance and Admin) in updating policies and procedures as required.
  • Maintain the organization’s filing system for Admin documentation and ensure contracts (rent, utilities, and services) are updated on time.
  • Creating, updating, and maintaining records and databases
  • Ensure that relevant data regarding admin are kept confidential and only communicated to relevant stakeholders.
  • Maintain stock register and other official documents relevant for record;
  • General administrative tasks, as required

Logistic:

  • Coordinating building and maintenance issues for general repair (heating and air conditioning, security, etc.) and updating (cleaning, painting, etc.)
  • Distribute and store correspondence (e.g., letters, emails, and packages)
  • Provide support to program units to work with relevant functions to arrange logistics for events and meetings held in project sites to ensure that they are properly organized and conducted.
  • Provide clerical work support to Admin and Finance for preparation of payment slips, petty cash management, expense receipts, and supporting documents of partner activities to ensure accurateness and compliance with policies and procedures.
  • Conduct periodic inventory of office assets.
  • Photocopy of project accounting receipts and vouchers.
  • In addition to the above activities, s/he has to perform some programme activities along with other programme staff as and when assigned by the management.
  • Provide support to other tasks when required.
  • Remain open to change and ability to manage complexity;
  • Ability to work and act under pressure and with discretion in a politically sensitive environment;
  • Demonstrate capacity to plan, prioritize and deliver tasks on time to meet goals in a high-pressure environment;
  • Respect and sensitivity towards cultural, gender, ethnicity, and religious diversity;
  • Ability to work individually or in a team.
Skills, Knowledge and Experience
Other Competencies:

Education: 

  • Post-Graduation degree in Human Resources, Business Administration, or a related field required.
  • At least one first class and 1 second class or at least two second classes.

Experience:

  • Minimum 5 years of experience including recruitment, employee relations, HR, administration, and logistics, preferably with a non-profit organization
  • A career in non-profit organization will be an asset

Computer Skills:

  • S/he must be well versed in MS Word, Excel, Access, PowerPoint and typing skills in both English and Bengali.

Language:

  • Fluency in both spoken and written Bengali and English languages will be asset.
  • Demonstrates integrity by modeling the ALRD’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of ALRD;
  • Displays cultural, gender, religion, indigenous, and age sensitivity and adaptability;
  • Treats all people fairly without favoritism;
  • Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.
Salary and Benefits
Job Location
  • An enabling and supportive work environment;
  • Competitive compensation and total benefit package for the position will be between Tk. 65,000 and Tk. 70,000 per month and two festival allowance equivalents to one month Gross Salary.
  • Six-month probationary period is compulsory for the position.
  •  The job is based in Dhaka
