Terms of Reference (ToR) for Project Officer, CC & DRR Sector

 

Dhaka Ahsania Mission is a non-government development organization founded by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi. The founding motto of DAM is 'Divine and humanitarian service'. It functions since 1958 pursuing the aims of social and spiritual development of entire human community. DAM has been taken a widespread drive by creating a Climate Change and Disaster Management Sector for implementing programmes, to establish linkage and effective coordination among the sectors and also with the different related Government institutions, private sector and academicians.                       

Job Title : Project Officer, CC & DRR Sector

Reportable to Joint Director, Climate Change & DRR Sector
Based : Dhaka, Bangladesh
Salary : BDT-50,000/month (Consolidated).

Position Summary:

The Project Officer, Climate Change & DRR will have a strong background in community-based disaster risk reduction (CBDRR), climate resilience program and particularly in humanitarian response program. S/he will be responsible for the daily management and execution of different projects in Bangladesh. This is a full-time position for a minimum of 1 year. The candidate must have demonstrated experience working in emergency response. The Project Officer, Climate Change & DRR is responsible for working in relation to advocacy related matters of climate change & DRR Sector, and look after the ongoing activities, liaison with Donor, GoB and other counterparts, conducting and arrange different training/meeting, coordinating with project stakeholders. The vital role is to keep proper documentation and reporting to the higher authority and donor as required.

Specific Job description for the position:

  • Lead CC & DRR  programs and ensure timely and effective implementation of the programs according to approved plans and budgets, regulations and policies;
  • Provide informed, detailed and accurate sector and policy advice and maintain a comprehensive understanding of issues and trends in the humanitarian issues;
  • Build and maintain strong relationships with government, UN, and INGO actors for strategic and programmatic purposes;
  • Provide technical support to the colleagues and work closely at the community-level to proactively strengthen community-based DRR and Climate resilience programs;
  • Prepare situation report, conduct Joint Needs Assessment (JNA) through collecting information from other implementing partners;
  • Keep advance information of impending hazards and disseminate to the concern channel and control over the hot line and ensure the dissemination and communication and maintain roaster of standing team for emergency response;
  • Enhance complementary with other sectors when possible, e.g. work to ensure CC &  DRR programming is included and integrated into new programs;
  • Make fruitful representation and presence in different Clusters and Cash Working Group meeting and maintain close coordination with different ministries to collect accurate data (pre- and post-crisis of disaster);
  • Support with grant/proposal writing and budget development as needed;
  • Prepare quality/accurate reports, submissions, briefing papers and correspondence.

Professional and Technical Skills:

  • Ability to establish good relationship and rapport with stakeholders and partners; allure cooperation from other teams and maintain networks outside the organization;
  • Skills to use different technological resources (computer, multimedia projector, internet, email, computer aided systems, widely used software etc);
  • Excellent presentation, facilitation and writing skill both in Bangla & English;
  • Strong interpersonal communication and networking skill;

  • Possess personal integrity, flexible attitude, sense of transparency, proactive stance and respect for gender and organizational culture;

Qualification:

Master’s degree in Social science and relevant experience in disaster risk management, climate change adaptation, humanitarian assistance, organization development or related field required.
