Dhaka Ahsania Mission (DAM) founded in 1958 with the motto “Divine and Humanitarian Service” and core values of humanity, spirituality, humility, equality and equity, caring for nature, honesty and morality. As a value-based organization, DAM envisions holistic and spiritual development for wellbeing of the human community and care for nature. DAM’s development Sectoral focus has given in three core sectors Education, Health and Economic Development. These three core sectors are complemented by TVET in the education, WASH in the health and Agriculture in the economic development sector. From rights perspective Rights and Governance sector is a crosscutting sector. Climate Change (CC) and Disaster Risk Reduction (DRR) being have implications on all development initiatives and work as another crosscutting sector.

On behalf of Asian Development Bank; Oxfam in Bangladesh and DAM are implementing Building Resilience at Community Level Project which aims to contribute to a climate resilient urban future through community-led resilience building initiatives wherein urban poor communities become the focus – not only as beneficiaries, but as active participants in designing and implementing development projects. 

DAM is inviting competent, experienced and qualified individual consultant/firms to submit proposals for the conduct of preparatory studies and assessments for the Community-Led Project (CLP) in Ward No. 9, Faridpur   Municipality. Consultants should have proven track record in providing and delivering reports on time and in a professional manner. 

Total Value of the Assignment: Maximum BDT. 700,000.00 (Seven Lac taka only) including VAT & Tax.

TECHNICAL PROPOSAL (Maximum of 30 pages):

FORM 1: Description of Approach, Methodology and Work Plan for Performing the Assignment
In this section, the contractor (consultant) should provide a comprehensive description of how the contractor will provide the required services.  Information provided must be sufficient to convey to Oxfam in Bangladesh, and DAM that the contractor has an understanding of the challenges in performing the required services and that the contractor has an approach, methodology and work plan to overcome those challenges.

Your Technical Proposal should be divided into the following four (4) chapters:

  • Technical Approach and Methodology,
  • Work Plan, and
  • Organization and Staffing
  • Budget 

(a) Technical Approach and Methodology.  In this chapter, you should explain your understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output.  You should highlight the problems being addressed and their importance, and explain the technical approach you would adopt to address them.  You should also explain the methodologies you propose to adopt and highlight the compatibility of those methodologies with the proposed approach.

(b) Work Plan.  In this chapter, you should propose the main activities of the assignment, their content and duration, phasing and interrelation, milestones, and delivery dates of the reports.  The proposed work plan should be consistent with the technical approach and methodology, demonstrating an understanding of the TOR and ability to translate it into a feasible working plan.  A list of the final documents, including reports, drawings, and tables to be delivered as the final output, should be included here.  The work plan should be consistent with the Work and Deliverables Schedule.

(c) Organization and Staffing.  In this chapter, you should propose the structure and composition of your team.  You should list the team leader and key technical and support personnel highlighting their relevance to the TOR.

(d) Budget.  In this chapter, you should propose cost items for conducting the assignment in a span of 45 days.  For Budget, please use the template (FS Form 3) to be provided.

Submissions must also include:

  1. Cover letter which includes the period within which services can be started if awarded the assignment.
  2. Company profile (for organization) or curriculum vitae (for individuals/team) including copies of original documents defining the constitution or legal status of the company, place of registration and principal place of business. For CVs, please use the template to be provided.
  3. Evidence of previous experience with similar projects carried out in the last three years including the project amount/values and the names and contact details of the clients who may be contacted for further information on those contracts. For evidence of previous experience, please use the template to be provided.
  4. Any other information in support of the company.
  5. DAM reserves the right to accept or reject submitted proposal or any part thereof.
