1. Background:

About ADD International Bangladesh

ADD International has been working in Bangladesh since 1995. ADD is committed to work with Persons with Disability (PWD) to establish their rights and dignity by raising their voices through their own Disabled People Organizations at the grassroots level and networks. ADD also works to implement the global and national policy instruments related to disability and development and mainstream PWD in all aspects of social, economic and political life.

About the Project

ADD International Bangladesh in partnership with NGDO (National Grassroots Disabilities Organization) and NCDW (National Council of Disabled Women) is implementing a 3 years project titled: Promoting Representation and Participation of Persons with Disability in the Local Governance and Development in Bangladesh as a Strategy for their Social Political and Economic Empowerment in 03 districts. The project is financially supported by European Union.

The overall goal of the project is: Social, political and economic empowerment of women and men with disabilities in predominantly disaster-prone areas in Bangladesh.

The Expected Result of the project is:

  • PWDs have increased skills and knowledge on disability rights and their role.
  • CSOs/DPOs/networks have increased organizational and technical skills.
  • PWDs and their self-help groups (SHGs) are demanding rights and entitlements.
  • Inclusion of CSOs, DPOs and their networks in wider fora and multi-actor platforms at district and national level.
  • Increased knowledge and skills of district, upazila and union LGI/committees and service providers.
  • Local inclusive and participatory coordination, monitoring and accountability mechanisms established.
  • Increased understanding of policy-makers, service providers, development and disability actors on disability-inclusive local governance and the roles of DPOs and CSOs.
  • Evidence and lessons learned from the project documented periodically and at the end by engaging DPOs and CSOs for capacity building and policy advocacy.
  • Evidence and lessons learned from the project are shared with key stakeholders locally, nationally and internationally for policy improvement and scale.

2. Requirement of the EOI:

ADD International Bangladesh is seeking Technical and Financial Proposal from qualified firms having extensive knowledge and experience on production, airing and publishing of TV Spot and TV Talk Show on development issues including disability. Previous good track record of providing these types of services to I/NGOs is preferred.

3. Purpose of the Video document and production for TV Talk Show:

The specific objective of the TV Spot and Talk Show are to develop, publish and telecast of promoting disability-inclusiveness in local governance and development, disability movement to promote mass awareness among people with disability, mass people and service providers where policy makers feel obliged to act efficiently.

4. Scope of Work:

  • Reviewing relevant Project papers and documents.  
  • Developing of Script.
  • Developing 3 TV spots (video documentation) and 03 awareness advertisements for publishing in newspaper in 03 different issues in consultation with ADD International Bangladesh.
  • Finalizing 03 TV spots (video documentation) and 3 awareness advertisements for newspaper in consultation with ADD International Bangladesh.
  • Airing 03 TV spots (video documentation) in different channels @ 60 times and publishing the advertisement in 05 times at national newspaper.
  • Organizing 03 TV Talk Show, ensuring shooting, editing and 06 times telecasting to national TV channels.

5. Work Plan

The entire work needs to complete within 45 working days. Submission is expected to include detail work plan.

6. Expected deliverables:

  • Developed 03 TV Spot (video documentation) and 3 awareness advertisements in soft and hard copies.
  • Aired 03 TV spot (video documentation) to national TV in 60 times.
  • Published 3 awareness advertisement in 05 times at national newspaper.
  • Telecasted 03 Talk Show in 06 times at national TV channel.

7. Time Frame:

The firm will be engaged for work after signing the agreement. All work including procedure of the assignment is to be completed by 15 November 2019.

8. Confidentiality and Copyright: 

All documents shared with the agency/farm are confidential to ADD International Bangladesh and should not be used outside of ADD International Bangladesh without prior permission. Information received by the consultant from ADD International Bangladesh and its stakeholders should be treated as confidential. The TV Spots (video documentation), Publication and Talk Show materials and document will be owned by ADD International Bangladesh and ADD will disseminate to or share with authorities, as the organization feels necessary. The consultancy farm should submit an estimation of budget required to develop, broadcast and published the materials. 

9. Proposal Submission Information:

Technical and Financial Proposals with legal documents (registration certificate; Vat/Tax TIN; one or two previous similar work documents; any certification from previous works etc.) should be submitted to: ADD International Bangladesh, House # 25, Road # 6, Block-C, Banani, Dhaka-1213/ info@add-bangladesh.org on or before 15 September 2019.

Advertisement:

EOI along with Technical and Financial Proposal is invited for an Expression of Interest from the Consulting Firms having more than 10 years professional experiences in developing audio‐visual materials.  

  • Sound knowledge on development issues with particularly focus on disability and development.
  • Proficiency in Bangla and English and good drafting and analytical skills. 
  • Previous experience in developing audio-visual materials on disability rights and movement, policy advocacy.
  • Priority will be given to agency having audio-visual experience for international donor supported projects.
