Role Overview

ActionAid Bangladesh is looking for a dynamic Human Resource Coordinator to join our team. This is a position who will lead the HR Functions in Cox’s Bazar under the direct support of the Head of People & Culture. The incumbent will coordinate with the HROD and Safeguarding Team based in Dhaka. S/he will also lead the HR team in Cox’s Bazar to facilitate robust recruitment process to hire a workforce meeting deadlines and compliances.

The incumbent will make sure all the HR processes are made following the policy compliance and the highest standard of organisational practice. AAB expects the Human Resource Coordinator will bring new ideas with structural process to achieve those ideas as a part of continuous improvement. The Human Resource Coordinator will facilitate the employee life cycle, support the HROD Team to facilitate the staff development and engagement programme. S/he will work closely with Cox’s Bazar Leadership  Team to ensure the working culture, approach and values are in practice in Rohingya Operations and AAB work for Bangladeshi communities as well. In addition to the HR operation work, the incumbent will support the Safeguarding Team as investigator
 
Key responsibilities include (not limited to)

Recruitment (25%)

  • Lead a standard recruitment process to hire a superior workforce.
  • Collaborate with programme and project teams and coordinate the full cycle of the recruitment process.
  • Ensure proper communication and tracking of recruitment progress, engaging hiring managers in the selection process.
  • Follow HR guidelines and best practices for hiring, ensuring compliance and documentation.
  • Diversity inclusion through the recruitment process is a priority for Human Resource Coordination. 

Policy and Compliance (10%)

  • Ensure all new joiners receive orientation on staff and employment-related policies.
  • Organise training and refresher sessions for existing staff.
  • Facilitate grievance management and disciplinary issues in coordination with the Safeguard Manager.
  • Ensure all processes and documentation are 100% compliant with the policies.
  • Work with the Head of People & Culture to address audit and donor queries.

Staff Capacity Development (10%)

  • Facilitate staff development programmes to enhance skills and professional growth.
  • Support the implementation of training initiatives and workshops.

Staff Safety, Security, Health & Wellbeing (10%)

  • Implement initiatives to promote staff safety, security, health, and wellbeing.
  • Ensure compliance with health and safety protocols.

Employee Engagement and Relations (10%)

  • Foster a positive workplace culture and engage employees through various initiatives.
  • Support conflict resolution and team-building activities.
  • Work closely with the Head of People & Culture to address critical employment and employee-related issues.

Documentation and Reporting (10%)

  • Maintain accurate HR documentation and records.
  • Ensure timely updates of employee files and databases digitally.
  • Prepare periodic and need-based HR reports, both qualitative and quantitative.

Performance Management (5%)

  • Assist in the performance appraisal process and ensure 100% of performance appraisals are completed on time.
  • Support line managers and project managers to develop performance improvement plans for respective staff.
  • Prepare outcome reports of the Performance Appraisal.
  • Support the Safeguarding Team as an investigator.

Compensation and Benefits (5%)

  • Ensure all updated data have been shared with the Deputy Manager – HR Operations in time to ensure accurate payroll management.
  • Ensure all new joiners open a bank account in the designated bank(s) before preparing the payroll.
  • Support the Head of People & Culture to ensure competitive and fair compensation practices.

Team Management (5%)

  • Manage, support, and develop the HR team in Cox’s Bazar.
  • Provide feedback and seek feedback from team members and peers.
  • Liaise with the Dhaka team on HR and related issues.

Staff Safeguarding and Code of Conduct (10%)

  • As Human Resource Coordinator, s/he may receive safeguarding complaints directly, and must then forward these to the Safeguarding Manager and ensure the confidentiality of the complaints and complainants.
  • S/he will work with the safeguarding team as an investigator.
  • S/he will support the Head of People & Culture to facilitate Code of Conduct-related complaint management.
  • Work closely with the Head of People & Culture and Manager – Human Resources to ensure staff are aware of the code of conduct, do’s and don’ts, and other relevant policies.

Required Educational Qualification and Experience

  • Graduation/Postgraduate degree, preferably in Human Resources, Public Administration and other relevant with academic and professional credibility.
  • At least 4 years of relevant working experience is requried.

Desired Skills

  • Knowledge and experience in labor law, compensation, organizational planning, recruitment, organization development, employee relations, safety, employee engagement, and employee development.
  • Excellent communication skills both in Bangla and English.
  • Outstanding interpersonal relationship building and employee coaching skills.
  • Excellent computer skills in a Microsoft Windows environment. Must include knowledge of Excel and skills in Human Resources Information Systems (HRIS).
  • Ability and experience to handle grievances and disciplinary issues.
  • Ability to work under pressure and meeting deadlines.
  • Excellent organizational management skills.
  • Team management and ability to work in a Team.  
  • Understanding of Gender and Child Rights issues.
