Programme Officer - MHPSS (Mental Health and Psychosocial Support Services)

Project : Strengthening Gender-based Violence (GBV) Prevention and Response Services through an Integrated GBV and A/SRHR approach in the Natural Disaster Prone Areas of Bangladesh (Funded by UNFPA- Japan)

Job Summary

The position requires a clear understanding and experience on a rights-based approach, GBV (Gender Based Violence) issues in-country and international aspect and the ability to analyze social and legal aspects for VAW (Violence Against Women), existing laws and policies and international instruments with training facilitation skill. She must have a clear understanding of the Multi-Sectoral Programme on Violence Against Women Ministry of Women and Children Affairs, dimensions of underlying causes of VAW i.e., feminist-based approach, patriarchy, masculinity, sexuality along with an in-depth understanding of referral mechanism and link relevant issues with analytical ability to design programme on VAWG. She will be working closely with project team in two Women Led Community Centres (WLCC)s of Hatiya Upazila, will supervise the case workers and provide MHPSS support to the GBV survivors based on their need with an aim to improve their mental health wellbeing and psychosocial conditions and supporting the WLCC team by providing guidance and capacity building for the implementation of qualitative psychosocial care and mental health activities. Assisting the case worker in the identification of women and girls in need of specific psychological counseling and ensuring individual or group support for identified survivors.

Key responsibilities include (not limited to)

Providing MHPSS Support

  • Implementing psychosocial activities and providing psychological consultations on a regular basis. Ensure all work with survivors is confidential and that ethical practices are observed.
  • Document data accurately in the intake forms and ensure they are under lock and key. Ensure that the MH Data Tool is accurately updated on a regular basis.
  • Participate in the preparation of accurate reports for all Psycho-social related activities. Supporting the WLCC team by providing guidance and capacity building for the implementation of qualitative psychosocial care and mental health activities.
  • Maintain regular contact with all service providers and for referrals from other service providers.
  • Assess the survivors’ psychological condition by using psychological tools to detect vulnerable cases and ensure psychological follow up.
  • Participated in conducting training for medical and non-medical staff on mental health related topics.

Case Management Supervision

  • Provide case management supervision to the caseworkers to ensure appropriate guidance, support, monitoring for the GBV case worker to enhance competency and quality of service provision.
  • Provide weekly individual supervision to each case worker separately with the aim of reviewing the case file and discussing the challenge of case management.
  • Provide monthly group supervision to all case workers together.
  • Monitoring the case worker's activities and providing regular feedback to improve performance.

Reporting

  • Document Mental Health data accurately in the intake forms.
  • Documenting timely progress information including both quantitative and qualitative information on MHPSS activities.
  • Participate in the preparation of accurate reports for all Psycho-social related activities.

Team Building

  • Maintain interpersonal communication in team and organization.
  • Strengthening team member’s capacity through sharing knowledge and information

Advocacy and Networking

  • Maintain communication and collaboration for referral service purpose to the gov. and non gov. stakeholders.
  • Advocacy and networking with NNPC committee members, MoWCA, DSS, Civil Surgeon, UH&FPO of Hatiya Upazila Health Complex and the frontliner GBV service providers of Hatiya upazila as well as Noakhali district.

Relationships

The Programme Officer - MHPSS will be directly reportable to the Manager – Women Rights & Gender Equity.

Required Educational Qualification and Experience

  • Graduate Degree in Psychology from any recognized University with expertise and experience Mental Health and Psychosocial Support field (flexible in terms of person having working experience in Rohingya Response or relevant)
  • Minimum 3 years of working experience in GBV prevention & response, experience to work with community people specially with women.

Technical Skills

  • Proficiency in local language will be an advantage.
  • Training facilitation skills.
  • Experience working with non-governmental organizations or with local government authorities.
  • Able to take decision in a timely manner, prioritize and multi-task seamlessly.
  • Orientation to gender sensitivity.
  • Ability to work under extreme pressure and meeting deadlines.
  • Team player with strong experience in multi-cultural and multi-ethnic environments.
