Project Overview:
The coordinator – CG will be under direct supervision of Project Manager, Community Based Protection to ensure timely and effective delivery through overseeing the Community Group pillar/wing interventions in camps of Ukhia and Teknaf areas. This position is responsible for ensuring strong coordination with Camp management, Site Management, Protection Sector and other actors in camps, including management of the camp level project staff. S/he will take initiatives for capacity building of team members and increasing community participation through community engagement towards community empowerment.
Key responsibilities include (not limited to) :
Technical and Management of Community Group
- Together with UNHCR Community group team and AAB Community group coordinator, take part in the design, planning, implementation, monitoring and evaluation of the community group programme activités.
- Put in place structure and appropriâtes means of community Groups to be open to all refugees according to the type of the groups such as men, women, or youth.
- Support community Groups to be run by the group members with support from the AAB tailored to match their capacities.
- Facilitate community Group to organize meetings every week at the agreed place, day, and time, which should remain the same week to week.
- At their meetings, motivate the Community Groups for discussing community concerns and problems that they want to address; design volunteer service projects that address identified issues; and identify capacities and resources that are available within their community or which will be needed for the project.
- Support Community Group to develop plan and conduct at least one volunteer service project each month for the members to remain engaged.
- Create environment where group members can also propose personal development, training, and learning activities to strengthen their capacity as volunteers and as a community group.
- Support to conduct capacity building workshop with the members of each group every second month or more frequently if requested by the group.
- Put in place system to linkage with other team and advocate for community concern.
- Promote gender equality, accountability, transparency, participation and merit-based decision- making within the team.
Management and Sharing of Information
- Attend in camp coordination meetings, protection coordination meeting, and CG Meeting. Share and respond to questions related to the community group Program and report back key issues / matters that concern the program to Project Manager, CBP, AAB.
- Ensure the community group team are kept abreast of information related to services and relevant actors in the camp.
- Build a network with protection actors and other agencies running a refugee volunteer program and maintain an up-to-date mapping of services in the camps.
- Serve as a focal point in the dissemination of information from AAB and other service providers to the community group and their supervisors, ensuring that they have relevant, up-to-date information necessary to perform their duties. Report in a timely manner any eventual challenges or delays, loss or damage, faced in the daily implementation of the activities to the Project Manager.
- Coordinate with Local authorities, protection focal, camp actors and Community Focal Points.
Recruitment, Retention and Capacity Building
- Recuit, identify learning needs, train and coach community group.
- Put in place a retention strategy and implement plans/activities to ensure high level of motivation and interest among the community group.
- Together with the others team and partners and with support from AAB, identify gaps in knowledge, skills and required attitudes of community group and design and facilitate learning/self-development; activities/organize support to improve the community group performance.
Case Referral and Management
- Regularly review the intake and referral forms, assess the quality of information obtained, adherence to standards and procedures, address gaps and provide feedback to the COMs and their supervisors.
- Ensure an efficient referral and case management system is in place with a view to achieve timely and impactful output for the cases.
- Promote collaboration and network with service providers to strengthen referrals.
- Draft Standard Operating Procedure (SOP) on documentation and filing and ensure a decent and secured filing and documentation system is in place in each camp with regular monitoring on compliance to the SOP.
Administration
- Identify, secure and manage space for community group, training, daily meeting and other activities conducted by community group.
- Coordinate with programme unit to ensure payment of support costs to the community group are done on time and in line with the AAB Rules and Regulations.
- Ensure proper planning is in place and the community group need in terms of material supports (equipment, gear, stationery, visibility materials) are met in a timely manner.
- Likewise, ensure that the programme and community group are equipped with the equipment (laptop, desks, stationery, documentation etc.) and utilities needed to perform work.
Reporting Requirements
- Collate, review and submit timely and accurate reports on the following.
- Daily community group activities, types of persons with specific needs identified, actions and recommendations made by community group.
- A weekly summary of the activities of the community group.
- Detail of specific needs cases under monitoring, actions/measures taken and outcome.
- Community group basic profile (personal information and training record) and changes in the number of community group members in each camp.
- Bi-weekly report on protection concerns of refugee communities/groups raised by community group
- Types and nature of community-based solutions identified by community group and/or members of the refugee communities.
- Set up and maintain database, filing, documentation and record systems to support all the above- mentioned works.
Relationships
The person holds this position will be directly reportable to Project Manager of CBP Project.
Required Educational Qualification and Experiences
Education
- Post-graduation degree in Community Development, Social Sciences, or relevant subject
Experience
Required Competencies
- In depth knowledge of HRBA and gender-based programming, Rohingya language and culture;
- Good interpersonal skills including ability to gain trust and build relationships and experience in working with community people.
- Proven skills in managing community centre & information Hub Management.
- Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
- Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
- Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment.
- Competence with MS Office applications, including Word, Excel and Outlook.
- Fluency in English is required. Proficiency on local language can be an added value.
- Ability to develop analysis in comprehensive reports.
- Strong organizational, interpersonal and communication skills.
- Good Computer literacy.
- Good knowledge in Arabic, and English are mandatory.
- A high respect to client/organization confidentiality.
- Ability to work in a multicultural context as a flexible and respectful team.
- Flexibility and ability to cope with stressful situations.
