Job Summary

In partnership with the  Country Director, the Deputy Country Director of ActionAid Bangladesh, reportable directly to the CD,  will manage the implementation and coordination of programme activities identified in the country strategy plan to achieve the expected outcomes in line with the CSP goals. S/he will focus on operations and human resources. S/he will be a member of the  Senior Leadership Team (SLT). The Deputy Country Director (DCD) will serve as a key member of ActionAid Bangladesh leadership providing support across the full range of organisation and programme as the deputy to the Country Director.

DCD will play an important role leading on programme quality, learning and impact evaluation. S/he will contribute to nurturing people and culture, and other operational aspects. The role of the DCD will be to embed scientific and relevant ways of working by providing support to both HROD and Admin teams aligned with the country strategy, feminist principles and country operating/implementation model.   

The DCD will play a key role in liaison with local authorities, and other relevant stakeholders. DCD will lead the support functions to coordinate with government authorities, maintain relationships with institutions and relevant government authorities, and represent ActionAid Bangladesh as and when delegated by the CD/ senior leadership.

In addition, DCD will lead the support functions, coordinate with programme team, manage relationships with government authorities as required to achieve the CSP. The incumbent will inspire respective teams to achieve the organisational goal to the best of their ability.

Key responsibilities include (not limited to)

  • The Deputy Country Director will lead the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the project/programme implementation evidence is properly documented for making strategic decisions.
  •  S/he will lead to ensure the knowledge and resources are effectively documented and preserved.
  • Oversee timely and quality execution of project activities in keeping with strategic objectives within CSP V and following CSPs, and the allocated budget. This will apply to Local Rights Programme and projects as well.
  • Plan and manage human resource needs and technical as well equipments requirements in collaboration with SLT and relevant project team(s).
  • Foster links between programme and operations, ensuring seamless coordination and support for overall country strategy implementation.
  • The Deputy Country Director will lead the Human Resource and Organisation Development (HROD) function to ensure a conducive organisational culture where every staff/team will demonstrate their skills to achieve the organisational goals.
  • The incumbent will directly work with the Country Director to facilitate the Change Management process throughout the organisation, and will ensure the continuous improvement of the system, culture, and processes.
  • Prepare and implement relevant policies, procedures, and guidelines related to HR, People Management so as to enhance the smooth running of operations in keeping with Feminist principles.
  • Will work closely with the Head of HROD on performance management, capacity development and growth within the organisation. Develop growth plans for the teams in consultation with respected team Heads for synchronosation of talent with organisational requirements.
  • The Deputy Country Director will lead the Admin Functions of ActionAid Bangladesh, which includes but is not limited to, general office management, procurement and logistics, security protocols and others. 
  • DCD will work closely with the Procurement committee and its convener.

Relationships

The person holding this position will be directly reportable to the Country Director of ActionAid Bangladesh. S/he must maintain a functional relationship with her/his peers.

S/he will manage Head of HROD & ICT, Manager – Administration, Manager – Monitoring, Evaluation and Accountability, Project Managers and any other individual or team deemed necessary by the Senior Management Team.

The Deputy Country Director will maintain a strategic relationship with external stakeholders such as relevant Government offices, donor agencies, relevant networks, and others. Also, maintain a strategic relationship with ActionAid Federation and other Affiliate and/or Associate Members. Prepare reports related to HROD for the AAIBS Governance and Organisation Development Committee of the Board in conjunction with the Head of HROD.

Required Educational Qualification, Experiences and Competencies

Education

Master's Degree or equivalent in international development, public administration, business administration, public policy, or other relevant social sciences, focusing on human resource development and business development.

Experience

  • Seven years of relevant experience in development organisations, multilateral or civil society organisation in a multi-cultural setting.
  • Minimum of three years of senior-level management responsibilities of similar portfolio and complexity.
  • Experience working as Deputy Country Director / Deputy Head of Mission or relevant in similar organisations is an advantage.
  • Understanding of rights-based approach and gender issues in the development context and demonstrable commitment to promoting gender equality within the organisation and in programme work.
  • Working experience to lead and manage the organisational change management process.
  • Experience in Programme review, monitoring and evaluation.
  • Experience in leading multiple teams
