for
‘Establishing Grassroot Level Youth Hub’

Background and Objective:
ActionAid across the federation working with the grassroots and marginalised communities and their young people. Marginalised young people, particularly the young women, face multiple challenges to develop their capacity because of the various social norms, practice, patriarchal behaviours and other structural barriers. Therefore, these young people should be reached through designing contextual initiatives for their capacity development and engaging them with the various youth hub engagements. Consequently, decentralisation of the Youth Hub Initiatives, including the youth led capacity development, will help the young champions to practice their leadership and reaching out to the most marginalised section of young people. In this context, ActionAid Bangladesh is going to establish five Youth Hubs at grassroot level in the various regions of Bangladesh e.g.  Bagerhat, Nilphamari, Kushtia, Chattogram and Teknaf (Cox’s Bazar). This position will coordinate the establishment of these grassroot level ‘Youth Hub’ considering the local and ground context.

Objectives of the Localised Youth Hub

  • To develop a safe space for young people for enhancing their capacity development initiative and promoting activism.
  • To create a learning sharing space through exercising face-to-face and online activities/ initiatives.

For setting up the Localized Youth Hub a tripartite agreement will be signed with the respective Partners, Youth Organisation and ActionAid Bangladesh. The Consultant will facilitate the process from signing the agreement and for achieving the below set outputs and outcomes.

Duration of the Assignment:  1st October to 31st December 2021

Task Implementation Plan and Expected outcomes:

The expected activities/outcomes of this hiring are follows:

  1. Discussion with the local partners, youth organization and ActionAid Bangladesh for making the draft plan to the set up the localized Youth Hub.
  2. Design Operational Framework of the Grassroots Youth Hub considering ActionAid and Global Platforms learning principles.
  3. Establish the grassroot level ‘Youth Hub’ from scratch
  4. Support liaison with local level relevant stakeholders
  5. Coordinate regular operation of Grassroot Youth Hubs
  6. Develop sustainable model (e.g fund scope, partnership and collaboration opportunity, potential risk and mitigation) for each ‘Youth Hub’ considering ground reality.

At the end of the assignment the Consultant shall deliver a comprehensive report, including the operation guideline of the Localised Youth Hub, mentioning the processes and outputs/outcomes of the assignment.

Consultancy Fees: BDT 350,000 (Including VAT & Tax)

Mode of Payment:
The payment will be done according to the following time frame/arrangement:

After submission of draft report
3rd instalment
30% of the total amount
Satisfactory completion and submission of all documents and final Report and accepted by AAB. 

The payments will be made in A/C payee cheques/Bank Transfer in the name of the Consultant/s/Agency. AAB will deduct income tax at source as per the rules of GoB and it will be deposited to treasury of GoB. Besides, no other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in AAB
