Director - Rohingya Response

Location of posting : Cox’s Bazar
Types of contract : Fixed Term contractual position, initially for one year

Role Overview
The Director - Rohingya Response will coordinate ActionAid Bangladesh’s humanitarian intervention in for Forcibly Displaced Myanmar National in Cox’s Bazar and the Host Communities. S/he will coordinate all the projects in Cox’s Bazar. S/he will work to ensure maintaining high standards and compliances. The incumbent will ensure ActionAid working standard and approaches, Core Humanitarian Standard (CHS), Monitoring, Evaluation and Accountability Framework are at all times complied. S/he will support to the Progamme and Partnership Development Team. S/he will represent ActionAid Bangladesh as and when required in the capacity of a coordination. S/he will connect with peer organisaitons, Govt. and influence the humanitarian actors and their perspectives in line with ActionAid’s priorities.

Key responsibilities include but, not limited to

Responsible for Rohingya humanitarian response including programme operations and implementation

  • Facilitate designing of programme intervention as per existing three years strategic planning document.
  • Support the project managers and project team to develop a detailed project plan to monitor and track progress.
  • Support project managers to ensure all the projects are delivered on-time.
  • Ensure timely and quality delivery of response according to the humanitarian response plan.
  • Work with Advisor and Partner NOGs to monitor implementation of activities and support partners to implement the response effectively.
  • Ensure ActionAid’s principles and approach to emergencies are integrated into the response.
  • Establish mechanisms for accountability to affected communities.
  • Track project performance, especially for analysing the successful completion of short and long-term delivery.

Coordinate with ActionAid International support to deliver the work

  • Develop a team to provide the necessary technical capacity to fill identified capacity gaps, drawing on national / reginal capacity, ActionAid International / Federation and external support if necessary.
  • Provide regular update to IHART and respective International Team in consultation with national Humanitarian Response Lead.

Ensure the responses is in line with ActionAid’s approach and principles to Rohingya humanitarian response

  • Ensure the emergency response incorporates key aspects of ActionAid’s work in humanitarian response (including HRBA, Women’s leadership, accountability, links to longer term development.
  • Follow the humanitarian principles, standards and guidelines that ActionAid is committed to, and ensure these are adhered to by ActionAid staff, partner staff and volunteers.
  • Ensure that environmental and sustainability issues are considered in Rohingya humanitarian response projects and core work.
  • Ensure transparency & accountability tools, processes and mechanisms to rights holders are in place.

Support linkages to longer term strategy

  • Ensure Rohingya response programme is linked to a medium- and longer-term strategy of AAB.
  • Build capacity of partners to develop programmes that effectively link humanitarian response to longer term programmes.

Establishing ActionAid presence in the overall Rohingya Response

  • Coordinate ActionAid’s representation in the INGO communities based in Cox’s Bazar and in relevant subsectors, forums etc. in consultation with national Humanitarian Response Lead and Advisor Rohingya Response.
  • Ensure appropriate partnership agreements are in place, including ensuring partners are legally registered.
  • Support ActionAid Bangladesh contributing and/or leading different cluster group at strategic level.
  • Maintain coordination with the DC Office, RRRC Office, CiC Office and NGOAB.
  • Manage coordination with the wider Civil Society of Cox’s Bazar in close discussion with the key members of AAB’s Rohingya Response Team.

Risk Management

  • Identify risk and develop a risk matrix format regularly at an agreed interval.
  • Coordinate risk management issues to minimise project risk with Senior Leadership Team at National Level.

Ensuring effective wrap up, phase out and hand over

  • All documents are organized and put in place.
  • Support relevant colleague regarding Finance Audit and Programme Evaluation and Reporting.
  • Work with HR Team at national level to support HR phase out is handled with care in line with ActionAid principles values and in conformity with the Bangladesh legal requirements.

Relationships
S/he will report to the Country Director of ActionAid Bangladesh. S/he also work closely with the Head of Humanitarian Response of ActionAid Bangladesh, Advisor Rohingya Response, Advisor – Protection and Senior Leadership Team of ActionAid Bangladesh. S/he will maintain working relationship with IHART and other relevant AAI partners. S/he will supervise project managers of different projects in Cox’s Bazar. S/he has to maintain functional relationship with his/her peers in team, strategic priority units of AAB and project management team.

Required qualification and competencies

  • At least 8-10 years of working experience (5 years in Managerial Position)
  • Post-Graduation in relevant subject (s).
  • Will have the ability to lead the team to achieve organisation’s objective
  • Strategic decision-making ability.
  • Multiple project management experience.
  • Financial management and budgetary experience are essential.
  • Knowledge on networking and collaboration nationally and internationally
  • Should have the ability to support learning / facilitating change
  • Negotiation skill, motivational skill, team building skill are required.
  • Should be gender sensitive and familiar with Human Rights Based Approach.
  • Understanding of Child Protection issues and PSEA.
  • Ability to work under extreme pressure.
  • Good interpersonal skills.
  • Good communication and report writing skills both in English and Bangla.
