Officer - Payroll and MIS

Department : Human Resource and Organisational Development (HROD)
Location of posting : Dhaka

Salary and benefits : Monthly Gross Salary will be 57,122/- with other admissible benefits such as
festival bonus, provident fund, gratuity, medical benefit, group life insurance etc

Job Summary
Ensuring that every employee is accurately paid on time, and payroll data records are maintained and recorded into the payroll system. Recommending and developing payroll policies and best practices that contribute toward efforts to standardise payroll procedures and continuously improving services. Ensure accurate income tax calculation, deduction and providing certificates, proper compliance of HR policy and procedures. Support for orientation and improve the MIS system. Should responsible for all kind of HRIS updating for present and future use and keep those readily available to provide as and when needed

Key responsibilities include (not limited to)

Payroll:

  • Ensure monthly salary payment of ActionAid Bangladesh (AAB) staff by paying salary on time.
  • Ensure monthly pay slips
  • Issuance salary certificate for bank loan and other purposes

Salary Tax Management:

  • Ensure salary tax deduction schedule from July to June for every tax assessment year.
  • Rearing and Submitting “108” against tax deduction for the assessment year of AAB employees and meet the queries of the Tax authority of Bangladesh Government
  • Have to Provide information to audit firm before May (Every year) the amount of salary tax deduction from July to April and ensure tax adjustment/reconciliation from May and June Salary
  • Ensure all AAB staff receives yearly tax certificate

MIS (HRIS):

  • Update the HRIS/MIS database software regularly.
  • Follow-up and monitoring HRIS for preparing report
  • Supervise the day-to-day activities of our HR Information System
  • Confirms all data entered, maintains data in HRIS systems and databases and assures information is available on a timely basis
  • Provide orientation and training to the staff regarding MIS
  • Prepares reports and statistics in support of human resources operations
  • Give time to time information to Senior Management Team and ActionAid International
  • Work alongside the IT department to perform regular assessments and improvements to the HRIS

PF & Gratuity

  • PF loan management
  • Payment of PF & GF at the time of final settlement
  • Finalize yearly PF & Gratuity final account for audit purpose

Budgeting

  • Contribution to plans and budget in relation to staff salary budget
  • Prepare HR unit budget with the support of HR team and monitoring budget utilization

Final settlement statement for outgoing staff

  • Ensure that all relevant issues have taken to consideration to settle final payment
  • Ensure all payments like PF, Gratuity and unpaid salary and benefits
  • Ensure payment within 7 days after getting clearance from the end of outgoing staff

COLA and Increment

  • To support external consultant for periodic salary review
  • Assist Director – HROD for doing market survey and suggest management on Cost of Leaving Adjustment (COLA) or other adjustment for each year.
  • Ensure that all staff has received yearly increment on time

Compliance

  • Ensure compliance on Provident Fund and Gratuity fund management as per deed of agreements.
  • Internalize HROD policy and manual and advise other team members to comply with the policy
  • Prepare audit response
  • Represent interview board as and when required
  • Provide analysis and revise HROD budget as required

Relationships
The person will report to Deputy Director – HROD & ICT of ActionAid Bangladesh but he will broadly work with Deputy Manager – HROD. She/he is expected to maintain functional relationship with her/his peers in team, priority and project management team. S/he must be able to communicate with other teams and units, both program and function. The incumbent will maintain liaison and networking with the other INGOs especially with HR teams.

Required Educational Qualification and Experience

  • Post-Graduation in Finance, HR or MIS from reputed university or institutions.
  • At least 3 years practical working experience in HR payroll management. Relevant working experience in development organisations will be given preference.
  • Comprehensive and working knowledge of payroll system.
  • Ability to create, review and ensure compliance of policies and procedures.
  • Technical knowledge and experience on MIS software.
  • Experience in training facilitation will be treated as an advantage.
  • High level of integrity and sense of maintaining confidentiality.
  • Problem solving and analytical skills.
  • Ability to work with diverse team and capacity to work under pressure and deadline.

Technical Skills

  • Advance technical knowledge and experience on data processing software, especially Microsoft Excel.

Desirable

  • Ability to work under pressure and meeting deadlines
  • Excellent interpersonal communication skill
  • Team player with strong experience in multi-cultural and multi-ethnic environments
