Job Summary
The Construction Supervisor will be responsible for overseeing the technical aspects of construction activities under the NRM project. This includes conducting field assessments, developing technical reports, and ensuring that construction and infrastructure activities are carried out efficiently and effectively. The role will also involve collaborating with other project teams and stakeholders to ensure that the construction works align with the broader project objectives and organizational goals.
Key responsibilities include (not limited to):
Provide Technical Expertise and Support (40% of time)
- Ensure technical support and guidance for the construction and infrastructure-related activities under the NRM project.
- Provide input into the design and implementation of construction activities, ensuring alignment with environmental sustainability goals.
- Lead the design and implementation of slope protection measures to prevent soil erosion and landslides in vulnerable areas.
- Advise the project team on construction methods, materials, and techniques that are environmentally appropriate and effective for NRM interventions.
- Design and oversee risk mitigation measures in flood-prone areas, including the development of flood protection structures and site assessments to identify vulnerable areas.
- Implement strategies to mitigate risks posed by flooding, landslides, and Soil erosion, including strengthening the natural and built environment to resist extreme weather conditions.
- Supervise secondary drain cleaning activities to ensure proper water flow and reduce the risk of flooding in the project areas.
- Conduct regular maintenance of drainage systems to avoid blockages, maintain water flow, and ensure that stormwater is managed effectively.
Conduct Field Visit and Assessments: (20% of time)
- Carry out site visits to assess the construction needs and resource management challenges in the field.
- Identify and evaluate construction opportunities, resource constraints, and other technical challenges that may impact the success of NRM interventions.
- Provide technical recommendations based on field assessments to address identified challenges.
- Oversee the daily activities of the CFW, Drain Cleaning Activity ensuring quality, safety, and efficiency in execution.
- Ensure that construction materials and resources are used effectively, and the work is completed on schedule and within budget.
- Conduct site inspections to ensure that work meets quality standards and technical specifications.
Collaboration and Stakeholder Coordination: (10% of time)
- Work closely with project managers, technical teams, local authorities, and community representatives to ensure the effective design and implementation of construction activities.
- Ensure that all construction activities are aligned with the broader project objectives and are implemented in collaboration with other project components (e.g., WASH, site management, community engagement).
- Coordinate with stakeholders and provide regular updates on project progress, risks, and issues
- Provide technical support during emergency response periods, such as heavy rains, floods, or cyclones, to address infrastructure and resource management challenges.
- Coordinate with WASH and Site Management teams to ensure rapid infrastructure repairs and flood mitigation during emergency situations.
- Lead emergency response efforts for construction-related needs, ensuring that mitigation and rehabilitation activities are conducted quickly and effectively.
Training and Capacity Building: (10% of time)
- Provide technical guidance and training to CFW workers and local staff on construction techniques, safety procedures, and environmental considerations.
- Support the capacity-building initiatives for community members and other stakeholders involved in construction and risk mitigation activities.
Construction Supervision and Reporting: (10% of time)
- Oversee day-to-day construction activities, ensuring that all work is completed according to approved designs, on time, and within budget.
- Conduct regular site visits to inspect construction progress, quality of work, and compliance with environmental standards and safety regulations.
- Maintain detailed reports on construction activities, including progress reports, challenges, and recommendations for corrective actions.
Cash for Work (CFW) Management: (10% of time)
- Supervise Cash for Work (CFW) activities, ensuring local communities are engaged in the implementation of infrastructure tasks such as drain cleaning, slope protection, and flood mitigation.
- Manage CFW teams, ensuring that work is performed safely, efficiently, and according to technical specifications.
- Monitor and evaluate the effectiveness of CFW interventions, ensuring alignment with project goals and the fair distribution of work opportunities.
Required Educational Qualification and Experience
Experience & Training:
- At least 2-3 years of experience in construction management, infrastructure development, or natural resource management in humanitarian or development settings.
- Hands-on experience in risk mitigation, flood control, slope protection, drainage systems, and other related infrastructure tasks.
- Experience with Cash for Work (CFW) projects, particularly in managing labor-intensive infrastructure work, is highly desirable.
Education:
- Graduation degree in Environmental Science, Forestry, Civil Engineering, or any other relevant discipline.
Required Competencies
- Strong leadership, organizational, and time-management skills.
- Ability to work under pressure, particularly during emergency situations.
- Excellent communication and interpersonal skills, with experience working with diverse teams and stakeholders.
- A proactive and solution-oriented mindset in professional work, with a focus on quality and safety.
Technical Skills
- Strong knowledge of construction methods, slope stabilization, drainage cleaning, waste segregation and carrying.
- Familiarity with landslide/slope failure, flood mitigation measures and disaster risk reduction strategies.
- Ability to manage CFW activities, including planning, monitoring, and evaluating the effectiveness of labor-based infrastructure projects.
- Proficiency in English (written and spoken).
- Knowledge of Rohingya language is an advantage.
Relationships
- S/he will report to the Project Engineer. S/he will work as a team member in this project.
