Senior Officer - Programme and Partnership Development (PPD)

Monthly Gross Salary will be BDT. 92,741 with other admissible benefits such as festival bonus, provident fund, gratuity, medical benefit, group life insurance, mobile & internet allowance etc, as per HROD Policy.

Job Summary

This role primarily entails assisting the Programme and Partnership Development Unit (PPDU) in its fundraising endeavors. Responsibilities include aiding in donor scoping, supporting project design sprints, proposal development and submission, maintaining the funding pipeline, managing data migration, and establishing an offline indexing system. Moreover, the role involves updating the internal information management system with new proposal developments and pipeline information.

Additionally, the position requires providing contract management support to ensure regular updates of the CMS system for past and ongoing projects. Lastly, it involves supporting regular donor communications with individual major donors, overseeing reporting, ensuring proposal quality control, and creating fundraising content.

Key responsibilities include (not limited to)

Fundraising and Proposal Development (40% of Time):  

  • Develop call for proposal briefs and Go/No Go analysis and highlighting areas of complementarity between AAB’s strategic priorities for identified funding opportunities to inform senior leadership team the best course of action for potential partnerships.
  • Support the Manager, PPD (Institutional) and Manager, PPD (RRP) in exploring partnership opportunities with INGOs, local NGOs, academic thinktanks, coalitions/networks, technical partners, and institutional donors to diversify AAB portfolio.
  • Initiate regular donor scoping to identify funding opportunities aligned with AAB’s strategic priorities. Support the facilitation of proposal development workshops to assist the development of quality funding proposals through engagement with all relevant AAB teams and functions.
  • Assist AAB PPC team in needs assessments, problem analysis, logical framework development, risk assessment and stakeholder analysis as and when required.

Support to Rohingya Response Programme (20% of Time):           

  • Support the Manager – PPD (RRP) to coordinate the development of high-quality concept notes and proposals for Rohingya response projects, ensuring alignment with donor priorities and ActionAid's strategic objectives.
  • Review and provide feedback on proposals to ensure accuracy, completeness, and compliance with donor guidelines.
  • Support the preparation and review of donor-funded project reports, success stories, and presentations to cultivate better relationships with existing and prospective donors. 

Grant Management (25% of Time):

  • Support the post-award lifecycle of live projects, including inception activities, review donor contracts, and coordinate with Finance, MEAL, programme, and audit team to track progress of projects.
  • Support project teams to develop quality reports; review, edit and submit reports ensuring donor requirements (as per project proposal and MoU) are met and all reports submitted to the donor are of ‘good’ quality and are meeting the reporting deadline. 
  • Participate in monitoring missions to oversee programme quality, performance against expected results and analyse risks and offer mitigation measures to project and support units.
  • Regularly update the Contract Management System with new and ongoing projects and develop Grant, Project, and Delivery pages in CMS as and when required.
  • Ensure data migration of all past, current, and phased-out projects within the Contract Management System.

Information System & Knowledge Management (15% of Time): 

  • Support the Manager – PPD (Institutional) to convene the Core Programme Development Community of Practice (CoP) bi-monthly meetings and identify capacity building opportunities and resource mobilisation related agenda for colleagues engaged in fundraising across the organization.
  • Regularly update PPD information management database (ongoing, live and proposals pipeline, management dashboard and donor profiles).
  • Share critical insights on the donor funding landscape, including trend analysis, assessing donor priorities and generating donor-specific engagement strategies. 
  • Contribute to the organizational profile development, (presentations/information pack/case stories/impact stories) to highlight AAB’s experience to current and potential donors, fundraising campaigns and events as required to showcase the organisation and its work to the external audience.

Relationships

S/he will report to Manager - Programme and Partnership Development (PPD) of ActionAid Bangladesh.

Education

  • Graduate degree preferably in social science, English, Development Studies, or related discipline.

Experience

  • At least 3–4 years of experience in the development sector and at least 2 years of sound experience programme development, reporting and documentation.
  • Extensive hands-on experience in supporting strategy and programme development
  • Excellent writing, reasoning, and analytical skills.
  • Experience in working with INGOs/NGOs is preferred.
  • Experience with reporting and journalism is an advantage.
  • Previous experience in working on development programme quality and knowledge management is desirable
