Associate Officer – Community Group (CG)

Project: Sustainable Solutions and Protection for the Rohingya Community in Camps (CBP Project), (Funded by UNHCR)

Salary and benefits: Monthly Gross Salary BDT. 55,634 with other admissible benefits such as mobile & internet allowance, medical benefit, group life insurance etc

Job Context

An Associate Officer - COMs & Religious Engagement/Community Group/Community Center & Information Service Center is responsible for building capacity and supervision, prepare work plan, and mobilization at Camp level, support to implement the camp level activities to achieve the targets with quality by activity monitoring.

Facilitation of different training sessions and support Officer – COMs/CG/CC&ISC to address complaints-feedback, information service, PSN identification, rules and regulations and code of conduct by the volunteers in a timely, responsible, and professional manner. Morning sessions with the volunteers/targeted participants and weekly meeting/debriefing, monthly meeting, project planning meeting, experience sharing, learning, reporting and documentation and morale-building is also one of the major responsibilities of the position.

Key responsibilities include (not limited to)

  • Take part to assist in the design, planning, implementation, monitoring and evaluation of the community group programme activities together with UNHCR community group team and AAB community group team.
  • Facilitate structure and appropriate means of community Groups to be open for all refugees according to the type of the groups such as men, women, or youth – boy & girls.
  • Support community Groups to be run by the group members with support from the AAB tailored to match their capacities.
  • Facilitate Community Group to organize meetings every week at the agreed place, day, and time, which should remain the same week to week.
  • At their meetings, motivate the Community Groups for discussing community concerns and problems that they want to address; design community service projects that address identified issues; and identify capacities and resources that are available within their community, or which will be needed for the service projects;
  • Mobilize Community Group to develop plan and conduct at least one volunteer service project each month for the members to remain engaged.
  • To create environment where group members can also propose personal development, training, and learning activities to strengthen their capacity as volunteers and as a community group.
  • Mobilize to conduct capacity building workshop with the members of each group every second month or more frequently if requested by the group.
  • Put in place system to linkage with other team and advocate for community concern.
  • Promote gender equality, accountability, transparency, participation, and merit-based decision-making within the team.

Management and sharing of information

  • Attend coordination meetings, share and respond to questions related to the community group Programme and report back key issues / matters that concern the programme to AAB.
  • Ensure the community group team are kept abreast of information related to services and relevant actors in the camp.
  • Build network with other agencies running refugee volunteer programmes and maintain an up-to-date mapping of services in the camps.
  • Serve as a focal point for the Camp in the dissemination of information from AAB and other service providers to the community group and their supervisors ensuring that they have relevant, up to date information necessary to perform their duties.

Select, retention and capacity building

  • Select identify learning needs, train and coach community group.
  • Put in place a retention strategy and implement plans/activities to ensure high level of motivation and interest among the community group.
  • Together with the others team and partners and with support from AAB, identify gaps in knowledge, skills and required attitudes of community group and design and facilitate learning/self-development; activities/organize support to improve the community group performance.

Case referral and management

  • Regularly review the information collection and referral forms, assess the quality of information obtained, adherence to standards and procedures, address gaps and provide feedback to the Volunteers and their supervisors.
  • Ensure an efficient referral and case management system is in place with a view to achieve timely and impactful output for the cases.
  • Promote collaboration and network with service providers to strengthen referrals.
  • Draft Standard Operating Procedure (SOP) on documentation and filing and ensure a decent and secured filing and documentation system is in place in each camp with regular monitoring on compliance to the SOP.

Administration

  • Identify, secure and manage space for community group, training, daily meeting and other activities conducted by community group.
  • Facilitate keeping attendance sheet, community groups records, volunteer information, service projects inputs procurement, receive, issue, stock and use plan, warehouse information, reports records and communication records.
  • Practice papers and document as per guidance of AAB programme unit to ensure payment of service projects, support costs and other programmatic costs as per guidance of the community group. Follow the AAB Rules and Regulations.
  • Ensure proper planning is in place and the community group need in terms of material supports (equipment, gear, stationery, visibility materials) are met in a timely manner.
  • Likewise, ensure that the programme and community group are equipped with the equipment (laptop, desks, stationery, documentation etc.) and utilities needed to perform work. Regularly update operation progress to the Project Coordinator.

Reporting requirements

  • Collate, review and submit timely and accurate reports on the following:
  • Daily community group activities, types of persons with specific needs identified, actions and recommendations made by community group
  • A weekly summary of the activities of the community group
  • Detail of specific needs cases under monitoring, actions/measures taken and outcome
  • Community group basic profile (personal information and training record) and changes in the number of community group members in each camp
  • Daily/Weekly/Bi-weekly/Monthly report on protection concerns of refugee communities/groups raised by community group
  • Types and nature of community-based solutions identified by community group and/or members of the refugee communities
  • Set up and maintain database, filing, documentation and record systems to support all the above-mentioned works.

Relationships

  • The person holds this position will be directly reportable to Coordinator- CG (Community Group) of CBP Project.

Required Educational Qualification and Experience

  • University degree in Community Development, Social Sciences, Business Administration or combination of relevant Education and Experience.
  • At least 2 years of experience in humanitarian and/or development organizations with significant experience in camp management and/or delivering emergency programs in camp setting.
  • A proven record of effective project management in emergencies, including project planning and implementation and supervision; Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP etc.

Technical Skills

  • Proficiency in the local language will be an advantage.
  • Understanding of the concepts of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP etc.
  • Experience working in emergency responses targeting vulnerable people.
  • Able to take decisions in a timely manner, prioritize and multi-task seamlessly.
  • Orientation to gender sensitivity.
  • Ability to work under extreme pressure and meet deadlines.
  • Team player with strong experience in multi-cultural and multi-ethnic environments.
  • Proficient with MS office suite, KOBO collect, SPSS.
