Job Summary
The Project Engineer will lead the technical implementation and coordination of NRM activities, ensuring that project goals are met while maintaining high technical and environmental standards. The role includes providing support and training to field staff, overseeing the technical execution of activities, collaborating with other technical teams, and monitoring the impact of interventions. Additionally, the Project Engineer will be responsible for integrating cross-cutting issues such as gender, inclusion, and climate change into the project’s technical framework. This position also requires close coordination with key stakeholders in the camp, including the Camp-in-Charge (CiC), Site Management, WASH, and Shelter and Site Development (SD) actors.
Key responsibilities include (not limited to):
Lead the Technical Implementation of NRM Activities (50% of time)
- Lead and oversee the technical aspects of all NRM activities, including but not limited to reforestation, waste management, and risk-prone area risk mitigation in the camp settlement.
- Ensure that all interventions align with the best environmental practices and contribute to the overall sustainability of the project.
- Collaborate with the Project Manager and other technical experts to plan, design, and implement solutions that address the environmental challenges faced by the community.
Provide Technical Guidance and Support to Field Staff: (20% of time)
- Mentor and guide field staff on technical aspects of NRM activities, ensuring they have the skills, knowledge, and tools to carry out their tasks effectively.
- Provide hands-on support to the team to resolve technical challenges in the field and ensure that NRM activities are executed to the highest standard.
- Provide technical support in project implementation related activities like CFW engagement, BoQ and ensure the quality of required materials during the implementation.
Coordination with Camp Stakeholders: (20% of time)
- Act as the key technical liaison between WFP and relevant camp stakeholders, including the Camp-in-Charge (CiC), Site Management, DMI, WASH, and Shelter-Site Development Actors.
- Ensure alignment of NRM activities with the camp management framework and ensure that all interventions are coordinated with ongoing efforts in water, sanitation, and social development.
- Engage with stakeholders to address any emerging challenges, enhance collaboration, and ensure a unified approach to resource management in the camp.
- Promote collaboration between different stakeholders, including community groups, local authorities, and partners.
- Provide technical support during emergency response periods, such as heavy rains, floods, or cyclones, to address infrastructure and resource management challenges.
- Coordinate with WASH and Site Management teams to ensure rapid infrastructure repairs and flood mitigation during emergency situations.
- Lead emergency response efforts for construction-related needs, ensuring that mitigation and rehabilitation activities are conducted quickly and effectively.
Training and Capacity Building: (10% of time)
- Organize and deliver training sessions, workshops, and awareness campaigns for both staff and community members on sustainable natural resource management practices.
- Ensure that training programs build technical and management capacity within the community to ensure the long-term sustainability of NRM activities.
- Foster a learning culture within the project team and provide opportunities for professional development.
Technical Reporting and Documentation: (10% of time)
- Prepare detailed technical reports on the status of NRM interventions, including successes, challenges, and recommendations.
- Conduct regular risk assessments to identify potential technical or environmental risks and provide solutions to mitigate these risks.
- Document lessons learned from field activities and share them with the wider organization to improve future interventions.
- Ensure that all technical documentation is well-organized, up-to-date, and accessible for auditing and review purposes.
Required Educational Qualification and Experience
Education & Training:
- Graduation degree in Civil engineering, Environmental engineering or any other relevant discipline.
Experience:
- 3-4 years of relevant experience in the field of natural resource management, environmental engineering, or infrastructure projects, preferably in a humanitarian context.
Required Competencies
- Strong organizational and time-management skills.
- Excellent attention to detail and analytical thinking.
- Ability to work under pressure and meet deadlines in a fast-paced environment.
- Effective communication and interpersonal skills, capable of working with a diverse team.
Technical Skills
- Strong technical knowledge of NRM practices, including Infrastructure development, waste management, and environmental conservation.
- Experience in project monitoring, evaluation, and reporting.
- Excellent communication and interpersonal skills, with the ability to engage with both community members and technical teams.
- Proficiency in MS Office and engineering software (AutoCAD, MS Project, etc.).
- Proficiency in English (written and spoken). Rohingya language is an advantage
Relationships
- S/he will report to the Project Manager. S/he will work as a team member in this project.
