Job Context
In collaboration with UNHCR, ActionAid Bangladesh is implementing Community Based Protection (CBP) project targeting refugees of camps in Ukhia and Teknaf, Cox’s Bazar. ActionAid Bangladesh CBP project aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development and building agencies. The targeted camps have been identified as areas with heightened protection risks. The project includes Women’s Leadership, Accountability and Shifting the Power to communities for transformative change.

On a broader scale, an Officer- CC&ISC/ Community Groups/ COMs, and Religious Engagement will supervise Associate Officer – COMs and Religious Engagement / CC&ISC and Community Groups, and will be responsible for building capacity and supervision of volunteers, religious leaders, organization of work plan, and mobilization at Camp level, support to implement the camp level activities to achieve the targets with quality by activity monitoring. Facilitation of different training sessions and support to address complaints, rules and regulations and code of conduct by the volunteers in a timely, responsible and professional manner. Morning sessions with the volunteers and weekly debriefing, experience sharing, learning, reporting and documentation and morale-building is also one of the major responsibilities of the position.

Key responsibilities include (not limited to)

Volunteer recruitment and database management

  • Involve in selection process of volunteer as per instruction of management and provide training and orientation to volunteers (CC, ISC, COMs, CG), Imams, and FRT in accordance with the standards.
  • Establish/maintain/update database of volunteers, Imams and FRTs, CGM (date of recruitment, profiles, training attendance) in the respective location of responsibility
  • Provide regular feedback to AAB on the status of the volunteers and relevant changes in the volunteers composition in the camp.

Administrative Support

  • Work with the Coordinators to make plans for the material and logistical needs of the program.
  • Supervise, monitor providing frontline support to volunteers in relation to the distribution of material (for instance, forms, vests, stationery), administrative (i.e. issuance of ID card, attendance record keep and filing, payment of support cost, approval of sick/business leave). Ensure admin support for logistical needs (arrange training venue, lunches, breaks, and other amenities) to enable volunteers to perform their work efficiently.
  • Work for Imam and FRTs through volunteers as per guidance.

Supervision of volunteers, organization of work plan, and mobilization activities

  • Supervise and guide the volunteers in their duties and activities, monitor and evaluate the volunteers’ individual performance.
  • Participate regularly in the volunteers’ activities (such as home visits, case referrals, and awareness-raising) to deepen his/her understanding of the work of volunteers, impacts, challenges, areas for improvement
  • Organize and/or participate in focus group discussions to collect baseline data, build rapport with the community and obtain information to implement/improve the volunteers’ activities
  • Support Associate Officer activities for community initiatives or service projects, non-center based activity, center based activity, volunteers facilitated training and community level different projects.
  • Ensure that the volunteers are aware of the volunteers’ rules and regulations and promote their compliance
  • Together with the team leader, design, coordinate, organize daily and weekly schedules of the volunteers based on the context of the camp and mobilize the volunteers team for community engagement and related activities
  • Mobilize volunteers to attend meetings with visitors, representatives from government, local and international organizations
  • Address complaints, conflict in the workplace, misconducts, and violations of the rules and regulations or code of conduct by the volunteers in a timely, responsible and professional manner and in accordance with the operational standards.

Case referral and management

  • Receive complaints/feedback and refer.
  • Work with the volunteer’s leader to provide daily updates, review past week’s work/activities including Imam & FRT activities.
  • Lead a debriefing session for experience sharing and learning among the volunteers.
  • Review the intake and referral forms and discuss with the volunteers on actions/responses
  • Make referrals to service agencies and follow up on urgent cases of individuals with specific needs referred by volunteers to partners, UNHCR, and other service providers with an aim to find the best possible solutions for the individual cases.
  • Document and keep accurate and timely records of cases, actions are taken, outcome, and case status according to the agreed format and presentation style;
  • Ensure an efficient referral and case management system is in place with a view to achieving timely and impactful output for the cases;
  • Promote collaboration and network with service providers to strengthen referrals;
  • Draft Standard Operating Procedure (SOP) on documentation and filing and ensure a decent and secured filing and documentation system is in place in each camp with regular monitoring on compliance to the SOP.

Report, Weekly debriefing, experience sharing, learning, morale-building

  • Collect data from Associate Officer, prepare report, and submit report (weekly, monthly, half-yearly, annual)
  • Work with the volunteers, team leaders to provide daily updates, review past week’s work/activities including Imam & FRT activities.
  • Lead a debriefing session for experience sharing and learning among the volunteers.
  • Maintain communication with the volunteers on a regular basis to understand the problems, challenges they face in their work, and together with the team, identify and implement creative solutions.
  • Identify good practices, promote and recognize outstanding work performance or contribution from volunteer team members.
  • Set up and maintain database, filing, documentation, and record systems to support all the above-mentioned works.

Officer – Community Group (CG) will report to Coordinator – Community Group (CG)

Required Educational Qualification and Experience

  • University degree in Social Science, Disaster Management or relevant disciplines (flexible in terms of person having working experience in Rohingya Response)
  • At least 3 years of experience in humanitarian and/or development organizations with significant experience in camp management and/or delivering emergency programs in camp setting

Technical Skills

  • Proficiency in the local language will be an advantage.
  • Understanding the concepts of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP etc.
  • Experience working in emergency responses targeting vulnerable people
  • Able to take decisions in a timely manner, prioritize and multi-task seamlessly.
  • Orientation to gender sensitivity.
  • Ability to work under extreme pressure and meet deadlines.
  • Team player with strong experience in multi-cultural and multi-ethnic environments.
  • Proficient with MS office suite, KOBO collect, SPSS
