ActionAid Bangladesh is looking for suitable candidate for the following position:
Project Officer - Empowerment and Sustainability
Project: Sustainable Solution and protection for the Rohingya Refugee Community in Camps Project, Funded by UNHCR

Type of contract: Fixed term contract
Duration of Contract: Up to 31 December 2025 (if not extended)
Salary and benefits: Monthly Gross Salary with other admissible benefits such as mobile & internet allowance, medical benefit, group life insurance etc
Key responsibilities include (not limited to):
WELP Implementation, Management and Oversight (50% of time)
- Provide strategic direction and oversight for women empowerment and livelihood activities implemented by the Associate Officer and Instructors.
- Ensure all team members understand program objectives and work collaboratively to achieve them.
- Supervise and support the Associate Officer – Financial Literacy and Market Linkage to design and deliver financial literacy training and establish market linkages for program participants.
- Oversee the work of Instructors (Beautification, Tailoring and Hand Stitching) to ensure high-quality vocational training sessions are delivered to women and girls.
- Conduct regular performance reviews and provide constructive feedback to direct reports.
- Lead the design and implementation of women’s empowerment and livelihood programs, ensuring alignment with organizational goals and beneficiary needs.
- Facilitate coordination between different program components (financial literacy, vocational training, and market linkages) for a holistic approach to women’s economic empowerment.
- Ensure gender-sensitive and culturally appropriate methodologies are applied in all activities.
- Take on additional responsibilities as assigned by the supervisor to ensure effective program implementation.
Capacity Building: (10% of time)
- Organize and conduct capacity-building sessions for team members, including Associate Officer and Instructors, to enhance their technical skills and knowledge.
- Facilitate training for women and adolescent girls in camps on leadership, vocational skills, and entrepreneurship.
- Develop tailored training materials and ensure alignment with the literacy and cultural context of the participants.
Sustainable Livelihood Practices: (10% of time)
- Promote sustainable livelihood options, such as homestead gardening, poultry farming, and eco-friendly small businesses.
- Collaborate with the Associate Officer to identify market opportunities and link program graduates to viable economic activities.
- Support participants in developing business plans and accessing resources for their ventures.
Stakeholder Engagement: (5% of time)
- Build and maintain relationships with community leaders, NGOs, and local government representatives to support program activities.
- Actively engage with camp-level officials, including CICs, to ensure smooth program implementation.
- Represent the organization in coordination meetings and advocate for women’s empowerment and livelihood initiatives.
Monitoring, Reporting, and Documentation: (10% of time)
- Monitor the performance of the Associate Officer and Instructors, ensuring that program objectives are met.
- Conduct regular field visits to observe and assess training sessions and other program activities.
- Prepare consolidated progress reports, capturing achievements, challenges, and lessons learned from the team.
- Document success stories and case studies that highlight the impact of the program on participants' lives.
Innovation and Adaptation: (5% of time)
- Identify opportunities for program improvement and innovation based on beneficiary feedback and field observations.
- Stay informed of best practices in women’s empowerment and sustainable livelihoods to enhance program quality.
Embedding Feminist Leadership Principles and Anti-Racism Practices: 10%
- Act as a role model by embodying Feminist Leadership Principles in daily work and team interactions.
- Foster team awareness and create a supportive environment for adopting Feminist Leadership Principles.
- Actively promote anti-racism practices and ensure personal and team actions reflect this commitment.
Required Educational Qualification and Experience
Education & Training:
- BBA (preferably marketing) or bachelor’s degree in development studies, Sociology, Gender Studies, Social Work, or a related field. An MBA / master’s degree is an asset.
Experience:
- Minimum 2-3 years of experience in managing livelihood programs and market linkage activities, women’s empowerment initiatives, or similar humanitarian projects.
- Experience in team supervision and program coordination in humanitarian or development settings.
- Familiarity with vocational training and financial literacy initiatives is highly desirable.
Skills and Competencies
- Strong leadership skills with the ability to mentor and guide team members.
- Proven ability to oversee and coordinate multiple program components.
- Excellent interpersonal and communication skills for stakeholder engagement and team collaboration.
- Proficiency in monitoring and evaluation tools to track progress and outcomes.
- Strong report-writing skills, including progress reports and success stories.
Language and Technology:
- Fluency in Bangla and English is required; knowledge of Rohingya or Chittagonian is an asset.
- Proficiency in MS Office (Word, Excel, PowerPoint) and other relevant tools.
Other Requirements:
• A strong commitment to gender equality and the empowerment of women and girls.
Relationships
- S/he will report to Coordinator – GBV Prevention. S/he will work as a team member in this project.
