In Bangladesh, Acted started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response and CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

Key roles and responsibilities |
Project Planning
- Develop overall project implementation strategy, systems, approaches, tools, and materials,
- Obtaining all necessary authorization from relevant local authorities,
- Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives, and coordinate with partners in camp.
- Considering the environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible, such as NbS, climate resilient infrastructure, etc.
- Conduct assessments to identify infrastructure needs related to watershed management, drain cleaning activities, waste collection& management, with a focus on improving vulnerable resident’s access to services,
- Work together with the MEAL team to create (self) assessments tools for the SMS partners and to conduct independent monitoring and evaluation of all watershed related activities.
- Provide insight to the SMS partners and UNHCR on the current status of drains in the camps and where and when cleaning activities are needed (dashboard)
- Ensure all the necessary measures to guarantee the safety of CfW and volunteers, contractors and site population are in place through the implementation of watershed management, drain cleaning activities, waste collection & management.
- Contribute to develop project implementation SoP, Guidelines, project concept note for expansion of the project in other areas based on the lessons learned
Project Implementation Follow-up
- Oversee and manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation
- Provide SoPs and train the team and the partners where processes can be improved and/or streamlined based on best practice experiences
- Organize regular project coordination meetings with project team
- Organize regular coordination meetings with SMS partners in 16 UNHCR camps
- Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts,
- Ensure the drainage network dashboard is updated regularly in coordination with the relevant partners to provide the technical guidelines
- Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation with Acted and SMS partners
- Continuously update the work plan, output tracker, PMF and other documents relevant for effective project management
- Ensure the active engagement of the community and create a clear implementation plan towards growing their empowerment and, ultimately, ownership of the watershed management in their neighborhood and camp
- Coordinate with other departments regarding procurement of any material resources for watershed management, drain cleaning activities, waste collection & management works,
- While carrying out WM, drain cleaning activities, waste collection & management intervention always paying special attention to accessibility and special needs of vulnerable group, particular of people with limited mobility
- Document good practices and lessons learned in collaboration with the MEAL team.
Management of Project implementation
Finance
- Proactively manage the project budget by forecasting full requirements of the project and updating regularly with involvement of finance where needed.
- Review the BFU(s) and provide accurate forecasts with detailed BOQs
Logistics & Security
- Send accurate and precise order forms in a timely manner
- Contribute to the development of Procurement plans
- Ensure proper management and use of the project assets and stocks
- Plan team movements based on available fleet and applicable policies
- Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly,
HR
- Commitment to continuous learning as a project manager and for the team. This can be done through training and timely identification of capacity-building needs and opportunities, in coordination with the HR department.
- Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them, interviews etc.)
- Ensure that the project staff understand and can perform their roles and responsibilities
- Follow-up the work plans and day-to-day activities of the project staff
Transparency
- Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc.) are adequately prepared, compiled, and filed according to Acted procedures
- Ensure staff awareness of, and respect of, Acted’s code of conduct and FLATS procedures
Quality Control
- Assess the activities undertaken and ensure efficient use of resources.
- Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities,
- Ensure lessons learned are documented, shared, and reflected in project planning and decision-making
- Ensure quality control of the Acted team and of the SMS partners in camp, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development,
- Ensure that the project is implemented in accordance with relevant Acted technical guidelines and standards
Reporting
- Provide regular and timely updates on progress and challenges to supervisors, team members and (financial) partners
- Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up
- Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided
- Compile and maintain a dashboard of all drains and provide regular feedback
Stakeholder management
- Work closely together with UNHCR, SMS, SD, WASH and E&E partners to improve planning, monitoring and coordination of watershed & drain cleaning activities across 16 UNHCR camps
- Manage external visits from visitors, high delegates, and donor delegates
- Liaison and coordination with all humanitarian partners working in the camps
- Liaison and coordination with Camp-in-Charge (CiC) and local authorities, community leaders, community groups, etc.
- Develop and maintain an effective working relationship with other relevant external stakeholders including partner agencies, field coordinators, and other sector colleagues.
Ensure protection mainstreaming through the activities
- Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
- Promote AGD mainstreaming in project team and in Acted.

Required qualifications and technical expertise |
The candidate must have the following educational degree ;
- An advanced university degree in one of the following fields is required: Water Resources Engineering/Development, Forestry, Environmental Sciences, Natural Resource Management, Civil engineering, Urban & rural planning, Geography and land use planning, social sciences, or another relevant technical field with minimum 3 years project management experience in a relevant sector.

Experienced in Natural Resources Management, Nature based solution, climate resilience (minimum 2 years, preference for experience in DRR activity)

Experience with site management and site development with urban and Rural landscape planning will be highly valued.

Working experience in NGOs/INGOs, especially in Monitoring and Evaluation, Data Management, Information Management, Research

Good written and verbal communication in English.

Experience of working in Rohingya Response
