In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sector of Site Management, Natural Resource Management, Community Based Protection,Information Management, Drain Monitoring & Intervention, Emergency Preparedness Response, & SuLMER & CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

1. Internal Project Management
1.1 Financial Project Management (BFU):

  • Expenditure Monitoring: Ensure all project expenditures are in line with the approved budget and financial guidelines, flagging potential issues and implementing corrective measures if needed.
  • Donor Compliance: Guarantee that all financial activities comply with donor requirements, financial policies, and procedures.
  • Budget Adjustments: Work closely with the finance team to reforecast and adjust the budget if necessary, ensuring alignment with project activities and donor requirements.

1.2 HR/Admin Management (Including Volunteers):

  • Team Leadership: Oversee the recruitment, management, and professional development of project staff and volunteers, ensuring high performance and strong team dynamics.
  • Capacity Building: Develop and implement capacity-building initiatives for project staff and volunteers, particularly on project objectives, reporting, and compliance with donor guidelines.
  • Volunteer Management: Ensure efficient volunteer management, assigning clear roles and responsibilities, and fostering an empowering work environment.
  • Administrative Oversight: Ensure that all administrative functions, including timesheets, HR files, and performance evaluations, are completed on time and in compliance with Acted’s policies and procedures.

1.3 Logistics Management:

  • Resource Procurement: Coordinate with the logistics and procurement teams to ensure that all necessary materials, equipment, and resources are procured in a timely manner.
  • Supply Chain Management: Oversee the full supply chain process, from procurement to delivery, ensuring cost-effectiveness and adherence to donor and organizational standards.
  • Inventory Control: Monitor project stock levels, ensuring accurate tracking of materials and preventing shortages or overstocking.

1.4 Project Monitoring Framework (PMF):

  • Activity Supervision: Supervise all project activities, ensuring they align with the approved project work plan, objectives, and timelines.
  • Risk Mitigation: Identify potential risks or challenges to project delivery, develop mitigation strategies, and implement corrective actions in a timely manner.
  • Goal Achievement: Ensure that key milestones and deliverables are met on time and within scope, addressing any challenges or delays in coordination with relevant teams.
  • Quality Control: Ensure technical quality and standards are maintained throughout all aspects of project implementation.

1.5 MEAL Follow-up:

  • Data Collection Oversight: Ensure that accurate and reliable data is collected, both quantitative and qualitative, in line with the project’s MEAL framework.
  • Reporting and Evaluation: Facilitate mid-term reviews, final evaluations, and other monitoring activities, ensuring lessons learned are captured and integrated into future project design.
  • Accountability Mechanisms: Support the implementation of accountability mechanisms, such as feedback loops and complaint response mechanisms, ensuring the community and beneficiaries are involved in the process.
  • Continuous Improvement: Use MEAL data to drive improvements in project design and implementation, ensuring the project adapts to evolving needs and circumstances.

2. External Representation
2.1 Support to Project Development (PD) for Reporting:

  • Donor Reporting: Collaborate with the Project Development team to produce high-quality reports for donors, detailing project progress, challenges, and financial expenditures.
  • Compliance and Communication: Maintain strong communication with donors, ensuring timely submission of reports, budget reviews, and other requirements.
  • Documentation: Ensure proper documentation and archiving of all project-related materials, reports, and communication for audit and reporting purposes.

2.2 Local Authorities Representation:

  • CiC and Camp Management Coordination: Act as the key representative to local/camp authorities, including the Camp-in-Charge (CiC) and Site Management Support (SMS) teams.
  • Government Liaison: Ensure compliance with local regulations and maintain strong relations with local authorities and camp officials to support smooth project implementation.
  • Multi-stakeholder Coordination: Lead coordination with other NGOs, humanitarian actors, and local partners to align project activities with the broader humanitarian response and maximize impact.

2.3 Stakeholder Coordination:

  • External Communication: Maintain strong communication and collaboration with external stakeholders, including community groups, local NGOs, and relevant authorities.
  • Advocacy: Advocate for project objectives at coordination meetings and within local forums, ensuring project visibility and stakeholder buy-in.
  • Collaboration: Work closely with external entities to ensure project activities are well-integrated with broader WaSH and livelihood efforts in the region.

3. Project Design and Technical Support
3.1 Design of Awareness Campaigns:

  • Campaign Development: Lead the design of community awareness campaigns focusing on waste management, menstrual hygiene, and the proper use of Menstrual Hygiene Management (MHM) kits.
  • Behavior Change: Utilize effective behavior change communication strategies to promote sustainable hygiene practices and community-led sanitation.
  • Community Engagement: Ensure that campaigns are participatory and culturally sensitive, involving local leaders, women, and marginalized groups in the design and implementation processes.

3.2 Design of Targeting Methodology:

  • Beneficiary Selection: Develop and refine targeting methodologies for selecting beneficiaries, with a particular focus on women and vulnerable groups.
  • Equitable Distribution: Ensure that the project benefits are distributed equitably among the target population, monitoring for inclusion and preventing discrimination.
  • Impact Monitoring: Continuously monitor the impact of the targeting methodology to ensure it effectively reaches the intended beneficiaries and achieves desired outcomes.

3.3 Training of Trainers (ToT):

  • Capacity Building for Trainers: Develop and lead Training of Trainers (ToT) sessions to build the capacity of project teams, ensuring they are equipped to train community members and volunteers.
  • Sustainability: Ensure that ToT sessions include knowledge transfer techniques to sustain project impacts beyond the project’s duration.
  • Guideline Preparation: Develop Terms of Reference (ToRs), Standard Operating Procedures (SoPs), and guidelines for project activities, ensuring clarity and alignment with project objectives.
 Required qualifications and technical expertise

 The candidate must have the following educational degree 

  • Bachelor’s degree in social science, Development studies, or a related subject. Minimum 3-5 years’ experience in a humanitarian/development sector
  • Masters’s Degree in any relevant field is preferable.Minimum 2-3 years’ experience in a humanitarian/development sector
Selection Criteria
  • Minimum 2-3 years’ experience in a management/technical position.
  • Fluency in written and spoken English.
  • Previous experience conducting field data collection with humanitarian or development organizations desirable
  • Strong organizational skills
  • Strong interpersonal skills and ability to effectively communicate with both field teams, local authorities, and local communities
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Positive attitude and a willingness to learn
  • Comfortable working in refugee camp settings and spending majority of time in the field
  • Comfortable working in a cross-cultural environment
