In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Disaster Risk Reduction, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

Communication and Coordination:

  • Maintain regular communication with UNHCR Bangladesh and its legal partner in the destination countries.
  • Liaise closely with refugee families, ensuring all communication is clear and that refugees understand the family reunification process.
  • Coordinate with local and international partners to ensure a smooth referral process and successful family reunifications.
  • Maintain a strict confidentiality protocol in all it’s activities

Assist Legal partner Case Management:

  • Support interviews with refugees to assess eligibility for family reunification or sponsorship pathways based on criteria provided by UNHCR if requested
  • Complete referral forms with detailed information, including background, biodata, family links, history of family separation, and the basis of the reunification claim.
  • Collect and verify supporting documents such as ID documents and previous family reunification application decisions.

Referral and Documentation:

  • Refer eligible cases to pro bono legal partners in the destination countries according to UNHCR guidance
  • Ensure timely and accurate completion of all required documentation with the beneficiaries in the field and follow up on the status of applications at their request with IRAP
  • Maintain comprehensive records of all cases, ensuring confidentiality and data protection standards are met.

Monitoring and Follow-Up:

  • Monitor the progress of family reunification applications, maintaining close liaison with refugees and providing regular updates.
  • Work with legal and other partners to address any challenges or delays in the application process.
  • Provide feedback and reports to the Project Manager and other stakeholders as required.

Capacity Building:

  • Participate in capacity-building activities provided by legal or other partners to enhance knowledge and skills related to the family reunification process.

Reporting:

  • Prepare and submit detailed reports on case management activities, challenges, and outcomes to the Project Manager.
  • Contribute to the preparation of internal and external narrative reports for the project.

Additional Responsibilities:

  • Support other project-related tasks as assigned by the Project Manager.
  • Contribute to the development and implementation of Standard Operating Procedures (SOPs) for the project.
Required qualifications and technical expertise

The candidate must have the following educational degree

  • Bachelor’s in International Law, Human Rights, Social Sciences, International Relations, Psychology, or a related discipline with 3-4 years of experience (Minimum 2 years in protection)
  • Masters in any relevant subject with 2/3 years experience.
Selection Criteria
  • Fluency in written and spoken English.
  • Strong understanding of humanitarian protection principles and standards Proven understanding of protection, working with community-based programming, and community protection and protection monitoring.
  • Experience working in emergency responses targeting vulnerable people
  • Experience on data analysis both quantitative and qualitative and analytical report Demonstrated organizational, management and reporting skills.
  • Ability to understand and respond to contextual gender dynamics. 
  • Strong interpersonal skills and ability to effectively communicate with both field teams, local authorities, and local communities
  • Strong organizational skills
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative, strong problem solving skills and organize work independently.
  • Positive attitude and a willingness to learn
  • Comfortable working in refugee camp settings and spending majority of time in the field
  • Comfortable working in a cross-cultural environment
