In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sector of Site Management, Disaster Risk Reduction, Community Based Protection,Information Management, Drain Monitoring & Intervention, Emergency Preparedness Response in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

Project Planning and Implementation:

  • Lead Activities: Oversee the development and implementation of drain cleaning, waste collection, and management activities.
  • Identify Gaps and Develop Strategies: Address program gaps and adapt strategies to meet volunteer needs and changing contexts.
  • Community Engagement: Incorporate community feedback into program design and implementation.

Scope Management:

  • Identify New Scope: Collaborate with the Project Manager (PM) to develop and share new project scopes with donors.
  • Ensure Scope Adherence: Execute all activities within the defined project scope.

Schedule Management:

  • Organizational Skills: Maintain organized project tasks and deliverables.
  • Report Preparation: Prepare daily, weekly, and monthly reports to track progress.
  • Work Schedule Maintenance: Ensure project assistants maintain weekly schedules and leave trackers.

Quality Management:

  • Quality Assurance: Ensure compliance with organizational and donor policies.
  • Capacity Building: Train project assistants to ensure quality implementation.
  • MEAL and Procurement Collaboration: Work with MEAL and Procurement teams to achieve project indicators and ensure material delivery.

Risk Management:

  • Hazard Identification: Identify potential hazards and work on disaster response and emergency preparedness plans.
  • Risk Mitigation: Implement risk mitigation strategies to maximize project success.

Cost Management:

  • Cost Estimation and Validation: Assist in estimating and validating project costs.
  • Budget Oversight: Plan and oversee the budget for CFW and procurement.
  • BFU Tracking: Assist the PM in tracking costs in the Budget Follow-Up (BFU).

Stakeholder Engagement and Communication Management:

  • Team Leadership: Motivate the project team to achieve goals and meet deadlines.
  • Effective Communication: Articulate ideas clearly to team members and stakeholders.
  • Interpersonal Skills: Build positive relationships with colleagues and stakeholders.
  • Negotiation: Negotiate terms with stakeholders to reach beneficial agreements.
  • Stakeholder Identification: Identify and engage internal and external stakeholders.
  • Operational Communication: Maintain communication with FLAT for operational needs.
  • External Updates: Keep external stakeholders regularly informed about the project.
  • Community-Led Approach (CLA): Promote sustainability through community engagement.

Time Management:

  • Efficient Time Management: Implement strategies to meet project tasks and milestones on schedule.
  • Task Prioritization: Delegate responsibilities effectively and use project management tools to track progress.

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Documentation of Practices: Document good practices and lessons learned.
  • Support MEAL: Assist MEAL team in conducting monitoring and evaluation activities.
  • Analytical Reporting: Provide evidence-based reporting with clear recommendations.
  • Accountability: Ensure feedback mechanisms for community members.

Safeguarding and Protection:

  • Ensure Safety: Protect team members from harm, abuse, neglect, harassment, and exploitation.
  • Frontline Support: Provide support for material, administrative, and logistical needs.
  • Safeguarding Reporting: Follow the safeguarding reporting procedure for any incidents.

Professional Development:

  • Data Analysis and Reporting: Enhance skills in data analysis and evidence-based reporting.
  • Community Feedback Integration: Incorporate community feedback into implementation plans.
  • Effective Monitoring: Develop effective monitoring and evaluation strategies.
  • Team Capacity Building: Focus on capacity building and managing staff turnover.
  • Work-Life Balance: Ensure a healthy work-life balance.

Empathy, Vision, and Inclusion:

  • Empathy and Vision: Foster a culture of empathy and vision within the team.
  • Strategic Overview: Maintain a strategic project overview to anticipate challenges and opportunities.
  • AGD Inclusion: Integrate Age, Gender, and Diversity (AGD) considerations into CFW engagements.
  • Protection Mainstreaming: Ensure safety and protection mainstreaming through activities.
Required qualifications and technical expertise

The candidate must have the following educational degree

  • Bachelor’s/ Masters Degree in Civil engineering, Public health, Sanitary engineering or another relevant technical field with 2-3 years of experience.
Selection Criteria
  • Fluency in written and spoken English.
  • Previous experience conducting field data collection with humanitarian or development organizations desirable
  • Strong organizational skills
  • Strong interpersonal skills and ability to effectively communicate with both field teams, local authorities, and local communities
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Positive attitude and a willingness to learn
  • Comfortable working in refugee camp settings and spending majority of time in the field
  • Comfortable working in a cross-cultural environment
