In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sector of Site Management, Disaster Risk Reduction, Community Based Protection,Information Management, Drain Monitoring & Intervention, Emergency Preparedness Response in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

Implement/Follow up all NRM activities in the camp:
Develop/Supervise NRM works in the camp:
 

  • Supervise regular assessment of site infrastructure and physical service delivery in the informal settlement (e.g. drainage, roads, water supply, community infrastructure);
  • Follow BoQ for NRM and infrastructure works.
  • Select casual labours in cooperation with communities and ensure that there is an equal representation of gender, age and minorities within the workforce.
  • Preparing plans for site works and overseeing implementation by casual labours as needed.
  • Considering environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible.  
  • In coordination with the NRM civil engineer, conduct assessments to identify infrastructure needs related to NRM priorities, with a focus on improving vulnerable resident’s access to services,
  • Ensure all the necessary measure to guarantee safety of casual labours, contractors and site population are in place through the implementation of NRM works,
  • Store, manage and maintain tools and items for NRM works in coordination with the NRM civil engineer, the logistic department and ensuring compliance to internal procedures,
  • Coordinate with the NRM civil engineer and the other department regarding procurement of any material resources for NRM works,
  • While carrying out NRM intervention always paying special attention to accessibility and special needs of vulnerable group, particular of people with limited mobility.

Ensure Management of NRM activities

  • Support the NRM Civil engineer in devising weekly and long-term work plans for the implementation of NRM activities,
  • Support the NRM Civil Engineer in preparing drawing and BoQ by using AutoCAD.
  • Ensure regular follow-ups on weekly and long-term work plan implementation of NRM activities,
  • Provide inputs for the elaboration of Procurement plans as requested by the NRM civil engineer, 
  • Attend weekly NRM team meetings,
  • Flag directly foreseen challenges / issues arise in link with the NRM activities to the NRM civil engineer and the NRM Project Manager, including security incidents,
  • Attend inter-actor Operational/Sectorial/Ad hoc meetings in the camp;
  • Support the NRM civil engineer in identifying areas for improvement and developing NRM strategy,
  • Ensure accurate record keeping of project documentation, including photos, as requested by the NRM civil engineer,
  • Ensure compliance to internal procedures and donor procedures,
  • Ensure thorough reporting of NRM activities to the NRM civile engineer.
  • Plan and carry out CFW activities.

Ensure protection mainstreaming through the activities

  • Support and consider gender, protection, and GBV concerns in all aspects of activities;
  • Adhere and Promote to Prevention of Sexual Exploitation and Abuse principles and guidelines
  • Support and promote participation of women, youth, and marginalised groups
  • Refer immediately protection cases identified to Program Manager for referral to protection actors.

HR

  • Day to day supervision and management of NRM skilled/unskilled workers (i.e. attendance sheet signature, follow-up with finance
  • Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with the NRM civil engineer / HR department.
Required qualifications and technical expertise

The candidate must have the following educational degree 

  • Bachelor in Engineering (BEngg) in Civil Engineering with 1-2 Years of experience.
  • Diploma in Civil Engineering with 3 Years of experience.
Selection Criteria
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments.
  • Good report writing in English.
  • Fluency in Bengali and English is required. A Chittagong local language is preferable.
  • Computer software skills (AutoCAD designing, Illustrator, MS-Word, Excel and Access, etc.).
  • Excellent E-mail communication both with donors and partners.
  • Habituated to extensive field work
  • Understanding of and experience in the project implementation techniques, participatory planning, implementation, and monitoring of basic practices.
  • Practical experience in the implementation of community-managed infrastructures/facilities
  • Female candidates will be given priority.
