In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sector of Site Management, Natural Resource Management, Community Based Protection,Information Management, Drain Monitoring & Intervention, Emergency Preparedness Response, & SuLMER & CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

Key roles and responsibilities |
A. Supervision and Management of Drain Cleaning and Waste Management Activities
- Oversee and monitor regular drain cleaning activities at both camp and block levels.
- Conduct regular assessments related to drain cleaning activities as required.
- Follow sector guidelines to maintain drain cleaning activities, manage Cash for Work (CFW) participants, and ensure proper waste management during activities.
- Coordinate with the Site Management Support Agency to select CFWs, ensuring equal representation of gender, age, and minorities.
- Prepare and support emergency responses to human-made or natural hazards (e.g., fire, flood), taking necessary measures to mitigate environmental impacts.
- Ensure all necessary measures are in place to guarantee the safety of CFWs, volunteers, and site populations during drain cleaning activities.
- Monitor and report on the progress of project activities, identifying any issues or challenges.
- Liaise and coordinate with the Camp-in-Charge (CiC) and all humanitarian partners working on-site.
- Provide regular progress reports to the Project Officer.
- Participate in camp-level meetings related to project activities, including inter-actor operational, sectorial, and ad hoc meetings, as well as training or strategy development sessions.
- Provide administrative support to the Project Officer for reporting, scheduling, and documenting drain cleaning and waste management activities.
- Share weekly and monthly reports, materials requisitions, challenges, and recommendations. Maintain accurate and up-to-date records of project documentation, including photos and all project activities and outcomes.
- Facilitate visits from CiC, CMO, other stakeholders, and donors, and report on these visits at the camp level.
- Support and consider gender, protection, and GBV concerns in all aspects of activities.
- Promote and adhere to the principles and guidelines of the Prevention of Sexual Exploitation and Abuse (PSEA).
- Develop and follow weekly and long-term work plans for project implementation.
- Attend regular staff coordination meetings and share achievements.
B. Management of Drain Cleaning and Waste Management Activities
- Support the Project Officer in devising weekly and long-term work plans for the implementation of drain cleaning and waste management activities.
- Provide inputs for the elaboration of procurement plans as requested by the Project Manager.
- Flag any foreseen challenges or issues related to drain cleaning and waste management to the Project Officer and Project Manager, including security incidents.
- Ensure compliance with internal procedures and donor requirements.
- Ensure thorough reporting of drain cleaning and waste management activities to the Project Manager.
C. Ensuring Protection Mainstreaming in Activities
- Support and consider gender, protection, and GBV concerns in all aspects of activities.
- Adhere to and promote the principles and guidelines of the Prevention of Sexual Exploitation and Abuse.
- Support and promote the participation of women, youth, and marginalized groups.
Immediately refer identified protection cases to the Program Manager for referral to protection actors. |
Required qualifications and technical expertise |
The candidate must have the following educational degree
- Diploma / Bachelor’s degree in civil engineering, Sanitation; Water Resources, Public Health or another relevant technical field with 1/2 years’ experience.

- Comfortable working in refugee camp settings and spending the majority of time in the field
