Key roles and responsibilities |
FUNCTIONS
Project Planning
- Develop overall project implementation strategy, systems, approaches, tools, and materials,
- Obtaining all necessary authorization from relevant local authorities,
- Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives,
- Supervise regular assessment of site infrastructure and physical service delivery in the informal settlement (e.g. drainage, roads, water supply, community infrastructure);
- Preparing plans for site works and overseeing implementation by casual labors/contractors as needed.
- Considering the environmental impacts of infrastructure works from planning to implementation and taking all the necessary measures to mitigate the impacts as much as possible.
- Conduct assessments to identify infrastructure needs related to drain cleaning activities, waste collection& management, with a focus on improving vulnerable resident’s access to services,
- Ensure all the necessary measures to guarantee the safety of casual labours, contractors and site population are in place through the implementation of drain cleaning activities, waste collection& management,
Project Implementation Follow-up
- Oversee and manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation
- Organize regular project coordination meetings with project team
- Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan
- Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts,
- Ensure that the project is implemented in accordance with relevant ACTED technical guidelines and standards,
- Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
- Regular update the work plan, output tracker, PMF and other documents relevant for effective project management
- Supervise the selection of casual labours in cooperation with communities and ensure that there is an equal representation of gender, age and minorities within the workforce.
- Preparing plans for site works, and overseeing implementation by casual labours /contractors as needed;
- Ensure all the necessary measure to guarantee safety of casual labours, contractors and site population are in place through the implementation of drain cleaning activities, waste collection& management works,
- Store, manage and maintain tools and items for drain cleaning activities, waste collection& management works in coordination with the logistic department and ensuring compliance to internal procedures,
- Coordinate with other department regarding procurement of any material resources for drain cleaning activities, waste collection& management works,
- While carrying out drain cleaning activities, waste collection& management intervention always paying special attention to accessibility and special needs of vulnerable group, particular of people with limited mobility
- Document good practices and lessons learned in collaboration with the Appraisal, Monitoring, and Evaluation (AME) team.
- Provide support to the AME team to conduct independent monitoring and evaluation activities.
Administration and Operational Management of Project Implementation
Finance
- Review the BFU(s) and provide accurate forecasts with BOQs
- Forecast monthly cash requirements of the project and submit to Finance
Log & Security
- Send accurate and precise order forms in a timely manner
- Contribute to the development of Procurement plans
- Ensure proper management and use of the project assets and stocks
- Confirm quality of material selection when applicable
- Plan team movements based on available fleet and applicable policies
- Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly,
- Contribute to the updating of the security guidelines in the project area of intervention.
HR
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with the HR department.
- Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
- Ensure that project staff understand and can perform their roles and responsibilities
- Follow-up the work plans and day-to-day activities of the project staff,
Transparency
- Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled, and filed according to ACTED procedures,
- Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures,.
Quality Control
- Assess the activities undertaken and ensure efficient use of resources.
- Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities,
- Ensure lessons learned are documented, shared, and reflected in project planning and decision-making,
- Advise on, and assist with, project reviews conducted by AMEU,
- Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development,
Reporting
- Provide regular and timely updates on progress and challenges to supervisors and other team members,
- Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
- Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided
- Compile and maintain a tracker database of all drains and provide regular feedback.
External Relations & Reporting
- Work closely together with UNHCR, DRR and WASH partners to improve planning, monitoring and coordination of drain cleaning activities across 16 UNHCR camps at focal agency.
- Establish a link between drain cleaning actors and waste management actors to ensure proper segregation and disposal of waste.
- Manage external visits from visitors, high delegates, and donor delegates
- Liaison and coordination with all humanitarian partners working in the site.
- Liaison and coordination with Camp-in-Charge (CiC) and local authorities.
- Develop and maintain an effective working relationship with other relevant external stakeholders including partner agencies, field coordinators, and other sector colleagues.
Ensure protection mainstreaming through the activities
- Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Provide frontline support to staff in relation to material, administrative and logistical needs to enable their work efficiently.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Required qualifications and technical expertise |
The candidate must have the following educational degree ;
- An advanced university degree in one of the following fields is required: Civil engineering, public health, social sciences, sanitary engineering or another relevant technical field with 2/3 years experience in the relevant field
- Additional relevant post-graduate courses that complement/supplement the main degree is a strong asset with 1/ 2 years experience in a relevant field
