In Bangladesh, ACTED started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Disaster Risk Reduction, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities |
Project Implementation: Camp Coordination and Camp Management
- Community Mobilization
- Conduct regular meetings or consultations (formally, informally) with the community people.
- Play a vital role in assessing community service gaps and looking for community-led solutions.
- Promote community participation in the relevant platforms to ensure community feedback or opinion is accounted for.
- Produce necessary IEC materials on contemporary issues.
- Ensure the information boards are functional with life-saving contents.
- Sensitize the community through the support of the volunteers on relevant life-saving issues such as fire prevention, cyclone preparedness, landslide risk, flood risks, drowning, road accidents, human trafficking, etc.
- Supervision of the volunteer groups and cash for workers mobilized on Camp Coordination and Camp Management (CCCM) activities (community mobilization, site maintenance work, etc.)
- Supervise the volunteers at the block level.
- Facilitate recording the attendance of the volunteers.
- Division of the tasks, collect reports and follow up.
- Identify the volunteers’ capacity gaps and advocate for necessary actions accordingly.
- Play an active role in the capacity build-up of the volunteers, as requested by the line manager.
- Supervise the cash for workers in the areas of site improvement intervention.
- Collect and mobilize the cash for workers following the approved guideline.
- Supervision of the completion of daily tasks by the volunteers/cash for workers.
- Support coordination, service monitoring, and information management at the site level
- Record operational/sectorial/ad hoc meeting attendance sheet.
- Collection of data on services or gaps in the sites as assigned by the Senior community mobilization officer, and the camp manager.
- Regularly conduct service and infrastructure monitoring for the sites, managing data collection. Data collection modality can be through key informant interviews, surveys, or focus group discussions, using paper forms or ODK/Kobo.
- Refer the cases to the relevant partners following Camp Manager’s guidelines.
- Support to training translation.
- Support the relocations – inter-camps, and intra-camp.
- Assist the Information Management Officer by providing necessary information and data.
- Support in the formation of Community Governance and Thematic Committees
- Support in developing or improving the camp community governance system and the thematic committees. Ensure that all the thematic committees have equal representation in terms of AGD (age, gender, and diversity).
- Support in the development of governance or leadership mapping – surveys.
- Ensure the camp governance committee and the thematic committee members have active participation in the relevant opinion-sharing platforms or decision-making platforms.
- Ensure that regular meetings are conducted with the assigned committees.
- Support with the establishment of information desks and Complaints and Feedback Mechanisms.
- Organize and oversee Coordination with Communities and outreach activities, including general outreach, information sessions, community discussions, household-level outreach, etc.
- Promote the SMS-compliant feedback and response mechanism.
- Support the provision of basic maintenance services on-site
- Conduct a gap analysis around site improvement.
- Act on the community demands with the available resources or refer to the relevant partners.
- Support the development of site maintenance and improvement plan.
- Support on supervision critical maintenance of infrastructures on site.
- Others
- Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the Camp Manager.
- Above all, support the Camp Manager and management in any rational ad-hoc requirements.
Project Implementation: FLAT
- Logistics
- Supporting with accurate and precise information to prepare order forms promptly if requested by the line managers.
- Confirm the quality of material selection when applicable, by engaging the Care and Maintenance Officer.
- Ensure proper management and use of the project assets and stocks.
- Extend the support to the logistics department in the necessary area.
- Finance
- Provide support for camp payments as per delegated by the line managers.
- Make sure the payment policies are respected while the camp payment takes place.
- Facilitate in preparing the cash for workers or daily labor attendance sheets.
- Human Resources
- Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Camp Manager/Sr. Community Mobilization Officer/HR Department.
- Supervise recruitment and training of enumerators for data collection/Daily Laborers/Cash for Work workers/Volunteers.
- Make sure the Human Resource-related documents are submitted to the agreed person or place promptly.
- Security
- Immediately report any security concern to the Camp Manager/Sr. Community Mobilization Officer and the Security Officer.
- Share recommendations to the relevant focal for the sake of agency staff security.
- Make sure the fleet and security policies are respected and maintained.
- Transparency and Compliance
- Ensuring compliance with ACTED internal procedures and donor procedures.
- Supporting the line managers in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.
- MEAL
- Supporting MEAL colleagues during monitoring and evaluation activities of project implementation and addressing recommendations to enhance the effectiveness of project activities and maximize impacts.
- Support in question preparation and ideas, as requested by the line managers.
- Others
- Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the Camp Manager,
- Above all, support the Camp Manager and management in any rational ad-hoc requirements.

Required qualifications and technical expertise |
The candidate must have the following educational degree ;
- Bachelor's degree in social science or any subject
|
Selection Criteria |
- Minimum Two year experience in a similar role.
- Fluency in written and spoken English.
- Strong organizational skills
- Strong interpersonal skills and ability to effectively communicate with field teams, local authorities, and local communities
- Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
- Positive attitude and a willingness to learn
- Comfortable working in refugee camp settings and spending majority of time in the field
- Comfortable working in a cross-cultural environment
