In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management Support, NFI/LPG Distribution, Natural Resource Management, Information Management, Emergency Preparedness Response, CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

1.Project Implementation: Camp Coordination and Camp Management, Distribution and Environment

1.1: Enhancing Emergency Preparedness & Response Mechanism

  • Conduct assessments to determine the types of emergency-related needs that will need to be addressed in disaster planning or provide support.
  • Support the Camp Manager in developing and maintaining Camp EPR Plan in a timely manner.
  • Support the Camp Manager to keep updated regularly on the camp contingency stock plan.
  • Support the Camp Manager in keeping the Disaster Management Committee (DMC) functional and the agreed actions are being implemented in a timely and structured manner.
  • Keep Fire Response Mechanisms functional such as Mobile Firefighting Units (MFFU), portable fire devices, fire stands, water tanks, water backpacks, fire extinguishers, rescue & hibernation units, hotline response, etc.
  • Ensure the MFFU hotline number is maintained following the approved guideline.
  • Develop a convenient community response mechanism to fight fire incidents.
  • Follow up the equipment, related to a multi-hazard response like signal flags, signal flag poles, lightning arresters, early warning & rescue kits, etc.
  • Support the Camp Manager in developing relevant EPR-related IEC materials. 
  • Conducting community awareness activities and Information campaigns for cyclones, fire, flash floods, landslide risks, etc., and other hazards following IEC materials.
  • Identify the additional risks inside the camp such as drowning, road accidents, and Infrastructural hazards, and prepare a preventive plan to mitigate them.
  • Prepare the list of temporary community shelters to be used in emergencies and let people know about the mechanism.  
  • Play a lead role in terms of coordination in any emergency situations to ensure the displaced people have temporary shelters and access to emergency food support and protection.
  • Facilitate Fire & Cyclone simulations/drills to build the capacity of the volunteers and sensitize the community.
  • Coordinate with relevant partners in terms of volunteer capacity-building arrangements such as UNHCR, IFRC, BDRCS, CPP, etc. following the guidance of the Camp Manager.

1.2: Supervision of the volunteer groups and cash for workers mobilized on Camp Coordination and Camp Management (community mobilization, site maintenance works…), Environment activities

  • Supervise the assigned SMS Volunteers, conduct timely appraisals and recommend the Camp Manager the best approach.
  • Record the attendance of the volunteers.
  • Division of the tasks, collect reports and follow up.
  • Identify the volunteers’ capacity gaps and advocate for necessary actions accordingly.
  • Play an active role in the capacity build-up of the volunteers.
  • Supervise the cash for workers in the areas of site improvement intervention.
  • Collect and mobilize the cash for workers following the approved guideline. 
  • Supervision of the completion of daily tasks by the volunteers/cash for workers.

1.3: Support coordination, service monitoring, and information management at the site level

  • Record operational/sectorial/ad hoc meeting attendance sheet.
  • Collection of data on services or gaps in the sites as assigned by the Camp Manager/Deputy Camp Manager.
  • Regularly conduct service and infrastructure monitoring for the sites, managing data collection. Data collection modality can be through key informant interviews, surveys, or focus group discussions, using paper forms or ODK/Kobo.
  • Refer the cases to the relevant partners following Camp Manager’s guidelines.
  • Support to training translation.
  • Support the relocations – inter-camps, and intra-camp.

1.4: Support in the formation of Community Governance and Thematic Committees

  • Support in developing or improving the camp community governance system and the thematic committees. Ensure that all the thematic committees have equal representation in terms of AGD (age, gender, and diversity).
  • Support in the development of governance or leadership mapping – surveys.
  • Ensure the camp governance committee and the thematic committee members have active participation in the emergency preparedness response.

1.5: Support the provision of basic maintenance services on-site, Community Mobilization and drain cleaning

  • Conduct a gap analysis around site improvement.
  • Act on the community demands with the available resources or refer to the relevant partners.
  • Support the development of site maintenance and improvement plan.
  • Support on supervision critical maintenance of infrastructures on site.
  • Ensure meaningful communication with the Neighborhood Focal Points about circulating the key messages and use their capacities in a justified way to empower the community.
  • Coordinate the drain cleaning activities by engaging relevant partners and community. Promote mechanisms for community-led activities that align with community empowerment, and resource mobilization.
  • Support Community Mobilization Officers in treating the issues related to compliant feedback and response mechanism such as CAIPP cases, relocation cases, referrals, etc. including advocacy.

1.6: Others

  • According to their specific focal area, he will be responsible for following the instruction from the Camp Manager/Deputy Camp Manager to the need based such as to distribution or environment activities.
  • Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs) upon request of the Camp Manager.
  • Above all, support the Camp Manager and management in any rational ad-hoc requirements.

Project Implementation: Administration and Operational Management

2.1: MEAL

  • Assist MEAL colleagues in monitoring and evaluating project activities, addressing recommendations to improve project efficiency and enhance impact.
  • Contribute to designing questions and generating ideas for various assessments or Post-Distribution Monitoring (PDM).
  • Support the effective implementation of the Complaint Feedback and Response Mechanism (CFRM) on the ground, ensuring it operates to standard.

2.2: Logistics

  • Supporting with accurate and precise information to prepare order forms promptly if requested by the line managers.
  • Confirm the quality of material selection when applicable, by engaging the technical engineer.
  • Ensure proper management and use of the project assets and stocks.
  • Extend the support to the logistics department in the necessary area.

2.3: Finance

  • Provide support for camp payments as per delegated by the line managers.
  • Make sure the payment policies are respected while the camp payment takes place.
  • Facilitate in preparing the cash for workers or daily labour attendance sheets.

2.4: Human Resources

  • Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Camp Manager/HR Department. 
  • Supervise recruitment and training of enumerators for data collection/Daily Laborers/Cash for Work workers/Volunteers.
  • Make sure the Human Resource-related documents are submitted to the agreed person or place promptly.

2.5: Security

  • Immediately report any security concern to the Camp Manager/Deputy Camp Manager and the Security Officer.
  • Share recommendations to the relevant focal for the sake of agency staff security.
  • Make sure the fleet and security policies are respected and maintained.

2.6: Transparency, Compliance and Investigation

  • Ensuring compliance with Acted internal procedures and donor procedures.
  • Supporting the line managers in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.

2.7: Others

  • Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs, etc.) upon request of the Camp Manager.
  • Above all, support the Camp Manager and management in any rational ad-hoc requirements.
Required qualifications and technical expertise

The candidate must have the following educational degree

  • Bachelor’s degree or Diploma in any relevant subject.
Selection Criteria
  • For Bachelors with at least 2-3 years of experience in the related field.
  • For Diploma or HSC with at least 4-5 years of experience in the related field.
  • Demonstrated willingness and ability to travel to the field whenever necessary.
  • Ability to work effectively with colleagues from varied cultures and professional backgrounds.
  • Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills.
  • High level of honesty and integrity.
  • Good written and verbal English and Bangla.
  • Fluency in Chittagonian dialect
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments.
  • Habituated to extensive field visits.
