In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management Support, NFI/LPG Distribution, Natural Resource Management, Information Management, Emergency Preparedness Response, CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities
1. Project Implementation: Camp Coordination and Management, Environment and Distribution
  • Serve as the primary focal point for activities and issues at the camp level, C4 Extension.
  • Establish effective internal coordination mechanisms and participate in inter-camp coordination efforts.
  • Identify, analyze, and prioritize needs to address gaps and avoid service duplication.
  • Develop and maintain a camp information management system, ensuring confidential and appropriate information sharing.
  • Advocate for the legitimate needs of the camp population with authorities and service providers.
  • Facilitate communication between the camp population and humanitarian actors.
  • Strengthen collaboration with local authorities, institutions, and other stakeholders.
  • Establish a transparent, representative camp governance system to coordinate services and activities.
  • Promote inclusive participation of women, children, elderly, and vulnerable groups in governance and decision-making processes.
  • Ensure camp committees adhere to established Codes of Conduct.
  • Implement an accountability mechanism, including a complaints and feedback system for the camp population.
  • Define roles for infrastructure maintenance, prioritizing sustainability and community ownership.
  • Raise awareness about available services and ensure accessibility, especially for vulnerable groups.
  • Collaborate with partners on community empowerment initiatives.
  • Promote community-driven solutions by building local skills and knowledge.
  • Monitor services, including cross-cutting areas like SGbV prevention, health, and psychosocial support.
  • Support the creation of effective referral systems in partnership with relevant stakeholders.
  • Foster dialogue between camp populations and host communities to promote peaceful coexistence and social support networks.
  • Work to empower people with capacity to reduce the elephant-human conflict.
  • Contribute to camp closure and phase-out strategies tailored to the specific context in collaboration with stakeholders.
  • Properly plan and implement the non-food item distribution including LPG with contingency structure.
  • Prepare and share the quality reports internally to Acted and externally to the financial partners based on the agreement and practice. 
  • Promote 3ZERO strategy during the implementation of the project work.
  • Regularly track and update the progress updates through Project Monitoring Framework.

2. Project Implementation: Administration and Operational Management

2.1: Finance

  • Review Budget Follow-ups (BFUs) and provide timely, accurate forecasts with detailed BoQs.
  • Assist the Finance team by submitting accurate data for volunteers and cash-for-workers to facilitate payment processing.
  • Support the timely execution of camp-related payments.
  • Ensure finance-related documents are prepared with complete, accurate information, adhering to high standards of accountability and transparency.
  • Prepare and submit monthly cash forecasts for project activities to the Project manager.
  • Ensure operational and financial cross-cutting policies are followed effectively.

2.2: Logistics

  • Assist in the preparation and implementation of procurement plans.
  • Submit accurate and detailed Order Forms promptly.
  • Provide strategic input and ideas to ensure quality standards for materials are maintained.
  • Participate in quality checks and procurement committees to finalize supplier selection based on the applicable criteria.
  • Ensure proper management and efficient use of project assets and stock.
  • Take the lead in overseeing and managing camp warehouses.

2.3: Administration/HR

  • Support CCCM/Distribution staff recruitment by contributing to organogram development, drafting ToRs, submitting recruitment requests, coordinating tests, and participating in interviews.
  • Ensure CCCM/Distribution staff are clear on their roles and responsibilities and can effectively perform them.
  • Oversee staff work plans and daily activities.
  • Manage CCCM/Distribution staff in collaboration with the Project Manager.
  • Foster a positive working environment and team cohesion.
  • Conduct regular appraisals and support career development, including proper staff leave management.
  • Propose HR initiatives to promote a safe, staff-friendly atmosphere.
  • Address and resolve interpersonal conflicts.
  • Ensure capacity-building opportunities for CCCM/Distribution staff.

2.4: Transparency and Compliance and Investigation

  • Assist the Project Coordinator and Project Development team in maintaining comprehensive project records and documentation, including beneficiary lists, meeting minutes, attendance sheets, and photographs, in compliance with Acted procedures.
  • Ensure all staff are informed of and adhere to Acted’s Code of Conduct and FLATS procedures.
  • Promptly report any fraud-related concerns to the TCI unit and provide necessary support during investigations.

2.5: Security

  • Ensure all CCCM/Distribution team members are thoroughly briefed on security policies, SOPs, and guidelines, and monitor their compliance.
  • Promptly escalate any security concerns to the Security Officer.
  • Provide recommendations to relevant focal points to enhance staff security.
  • Collaborate with the Security Officer to track local security developments and regularly update the Project Coordinator, Area Coordinator, or Country Director with written reports.
  • Ensure adherence to fleet and security policies by all staff and maintain compliance across operations.

2.6: MEAL

  • Assist MEAL colleagues in monitoring and evaluating project activities, addressing recommendations to improve project efficiency and enhance impact.
  • Contribute to designing questions and generating ideas for various assessments or Post-Distribution Monitoring (PDM).
  • Support the effective implementation of the Complaint Feedback and Response Mechanism (CFRM) on the ground, ensuring it operates to standard.

2.7: Quality Control

  • Evaluate implemented activities to ensure resources are used efficiently.
  • Produce high-quality reports while maintaining strong relationships with financial partners.
  • Document, share, and incorporate lessons learned into project planning and decision-making processes.
  • Ensure quality control, assess added value and impact, and identify best practices, providing feedback to inform new project development.
  • Identify and analyze gaps, synergies, Acted’s added value, and opportunities within the project areas, relaying relevant insights to the Project Coordinator.

Above all, support the Project Coordinator and management in any rational ad-hoc requirements suc as capacity build-up, policy development, innovations, project designing, etc.

Required qualifications and technical expertise

The candidate must have the following educational degree

  • Master’s or Bachelor’s degree in any relevant subject.
Selection Criteria
  • For Master’s with at least 2-3 years of experience in related field.
  • For Bachelor’s with at least 4-5 years of experience in related field.
  • Demonstrated willingness and ability to travel to the field whenever necessary.
  • Ability to work effectively with colleagues from varied cultures and professional backgrounds.
  • Highly organized and detail-oriented with strong analytical, reasoning, and problem-solving skills.
  • High level of honesty and integrity.
  • Excellent written and verbal English and Bangla.
  • Fluency in Chittagonian dialect
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments.
  • Habituated to extensive field visits.
