In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community-Based Protection, Information Management, Watershed Management, SuLMER, Emergency Preparedness Response, CDCS & CL in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities
Tasks and Responsibilities:

Monitoring, Assessments and Evaluation

  • Support the planning and design of MEAL activities, ensuring alignment with project objectives and donor requirements
  • Coordinate and oversee implementation of key assessments including:
    • Baseline surveys
    • Mid-term evaluations
    • Post-distribution monitoring (PDM)
    • Endline surveys
    • Other specialized studies
  • Assist in developing and refining data collection tools and methodologies
  • Lead field visits for program monitoring and beneficiary data collection
  • Assist in establishing and maintaining quality control systems for data verification
  • Support in reviewing and updating monitoring and evaluation plans to ensure continued alignment with program goals

Field-based Monitoring and Coordination 

  • Oversee real-time data collection systems for monitoring project activities and provide evidence-based recommendations
  • Conduct cash distribution monitoring and mobile CFM desk operations
  • Manage communication and coordination with project teams for MEAL activities
  • Lead physical verification processes for beneficiary selection
  • Provide technical oversight of enumerator teams during data collection
  • Ensure quality control of KoBo data submission and verification
  • Conduct gap analysis and develop improvement strategies

Data Management and Reporting 

  • Oversee online data collection systems (KoBo/ODK)
  • Support in data cleaning processes and database management
  • Support in conducting advanced data analysis and preparing comprehensive MEAL reports
  • Ensure data quality and accuracy across all projects
  • Assist in developing data visualization and presentation materials

Accountability Systems Management   

  • Support the implementation and maintenance of complaints and feedback mechanisms
  • Ensure effective operation of complaints response systems
  • Oversee feedback tracking, resolution, and communication processes
  • Manage the CFM database and reporting systems
  • Conduct trend analysis of feedback data to inform program improvements

Learning and Knowledge Management 

  • Assist in the documentation of best practices and lessons learned
  • Support in developing field monitoring reports and analytical briefs
  • Help in managing learning databases and knowledge sharing systems
  • Assist in organizing and facilitating reflection sessions and learning events
  • Support knowledge transfer across projects and teams

Compliance and Ethics Leadership 

  • Ensure adherence to ethical standards in data collection and management
  • Monitor compliance with Acted policies and CHS principles
  • Maintain high standards on data protection and confidentiality
  • Maintain high standards of professional conduct

Coordination and General Support

  • Provide regular project updates and technical inputs to supervisor
  • Support capacity building of enumerators and field staff on MEAL tools and methodologies
  • Coordinate survey implementation from inception through completion
  • Facilitate collaboration with support departments to ensure adequate resourcing of MEAL activities
  • Represent the MEAL department in relevant internal and external meetings
  • Support workshop organization and training delivery as needed
  • Undertake additional tasks as assigned by immediate supervisor

Required qualifications and technical expertise
Education:
  • Bachelor's degree in statistics, social sciences, international development, or related field
Selection Criteria

Experience:

  • Minimum 1 year of experience in humanitarian MEAL/MEAL-related roles
  • Experience in refugee response operations preferred
  • Training in monitoring and evaluation methodologies
  • Understanding of humanitarian principles and standards
  • Demonstrated experience in data collection and analysis
  • Experience in coordinating field teams
  • Background in report writing and documentation

Skills and Competencies:

  • Strong knowledge of quantitative and qualitative research methods
  • Good analytical and problem-solving abilities
  • Proficiency in data analysis and visualization
  • Experience with mobile data collection platforms (KoBo/ODK)
  • Strong coordination and communication skills
  • Fluency in English; knowledge of Bengali and/or Rohingya preferred
  • Proficient in Microsoft Office applications
  • Ability to work effectively in a team environment
