In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Based Protection, Information Management, Watershed Management, SuLMER, Emergency Preparedness Response, CDCS & CL in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

| Key roles and responsibilities |
- Monitoring, evaluation, accountability, and learning system:
-
Technical and system development:
- Develop and maintain a monitoring and evaluation framework that aligns with program objectives and donor requirements and is consistent with best practices in the humanitarian sector.
- Contribute to the development and updating of the country’s MEAL strategy.
- Design and implement data management systems and tools that support data collection, analysis, and reporting.
- Review and revise monitoring and evaluation plans and activities on a regular basis to ensure that they are aligned with program goals and objectives.

MEAL implementation and management:
- Ensure that program data is collected, analyzed, and reported accurately, reliably, and in a timely manner.
- Develop and implement a system for tracking and reporting on program progress against established indicators and targets.
- Conduct regular field visits to monitor program implementation and identify areas for improvement.
- Provide regular feedback and technical guidance to program staff on MEAL activities.
- Provide MEAL-related capacity building and awareness to program staff.
- Represent Acted in different forums on MEAL-related issues when required.

Learning:
- Develop and implement a learning plan that supports organizational learning and continuous improvement.
- Collect and document best practices and lessons learned from program implementation.
- Develop and facilitate training on MEAL and learning for program staff and partners.
- Ensure that learning is integrated into program design and implementation.

Beneficiary complaints and feedback mechanisms:
- Ensure that beneficiary feedback and complaints mechanisms are in place and effectively managed.
- Develop and implement a system for collecting and responding to beneficiary feedback and complaints that are appropriate for the program and context.
- Oversee the proper management of the project CFM database.
- Train program staff on the use of beneficiary complaints and feedback mechanisms.
- Analyze feedback and complaints to identify areas for program improvement.
- Ensure that beneficiary feedback and complaints are addressed in a timely and effective manner.

MEAL team management:
- Support the MEAL team to ensure that all activities are carried out effectively and efficiently.
- Manage and supervise the MEAL enumerators to ensure that all activities related to data collection are carried out effectively and efficiently.
- Provide leadership, guidance, and support to the MEAL enumerators.
- Develop and maintain a work plan for the project with the MEAL team that aligns with program goals and objectives.
- Conduct performance evaluations of the MEAL enumerators and provide feedback to them.
- Ensure a positive working environment in the MEAL department.
- Identify the MEAL training needs of team members and discuss plans with the country MEAL Manager for both internal and external training.

Others:
- Provide regular and timely updates on progress and challenges to supervisors and other team members.
- Collaborate with the support departments (finance, logistics, human resource, transparency, and security) to ensure that the MEAL system is adequately resourced and supported.
- Participate in internal and external meetings, workshops, and training as needed to represent Acted’s MEAL system.
- Perform any other related activities as assigned by the immediate supervisor.

| Required qualifications and technical expertise |
The candidate must have the following educational degree;

Master’s degree with 3 years of experience or Bachelor's Degree with 4 years of experience in Social Sciences, Geography and Environment, Anthropology, Statistics, Economics, Public Administration, Development studies, or relevant work experience.

| Selection Criteria |

Extensive experience in data analysis, and program monitoring, including designing monitoring systems, indicators, developing MEAL plans, data quality assessments, and survey techniques.

Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment.
-
Able to make decisions promptly, prioritize and multi-task seamlessly.
-
Gender-sensitive and knowledgeable about humanitarian principles and a Human Rights-Based Approach.

Strong knowledge of MS Excel, Access or other databases and other modern tools.

Experience with or interest in mobile data collection (Kobo, Compare, ODK)
-
Fluency in written and spoken English.

Strong organizational & interpersonal skills, Ability to effectively communicate with field teams, local authorities, and local communities.

Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.

Positive attitude and a willingness to learn.
-
Comfortable working in refugee camp settings and spending majority of time in the field.

Comfortable working in a cross-cultural environment.
