In Bangladesh, Acted started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response and CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

The Senior Logistics Officer will be the line manager and in charge of all activities of the Logistics Assistants in terms of Logistics Activities.

Stock Management

  • Manage the IN & OUT processes in field warehouses and ensure efficient use of storage resources.
  • Ensure full compliance with stock management procedures in field warehouses.
  • Maintain the stock folder, ensuring all related documents are in place (e.g., Receipts, Waybills, Packing List, Stock Cards, Stock Out forms).
  • Assist with monthly stock checks/inventories in the camps and help reconcile any discrepancies.
  • Manage worker and their payment for Stock Load/unload.

Delivery Management

  • Track and follow up on all deliveries with suppliers, keeping the Operations Team informed accordingly.
  • Manage rental dump trucks and assign them for internal stock movement as needed.
  • Coordinate with suppliers to schedule deliveries and ensure Delivery Notes/Receipts are maintained.
  • Ensure adherence to all delivery management procedures.
  • Regularly update the Delivery Follow-up Template (DEL 03).

Inventory Control and Compliance:

  • Conduct random stock inventories to verify monthly stock follow-ups, ensuring reliability and taking corrective actions where needed.
  • Investigate and document any loss or damage to assets and ensure compliance with Acted’s internal policies and external regulations.

Compliance and Documentation:

  • Ensure full compliance with stock management procedures, maintaining accurate and accessible documentation for all stock-related activities.
  • Conduct monthly stock checks, reconcile discrepancies, and ensure that stock records are always accurate and up-to-date.

Delivery and Supplier Coordination:

  • Monitor and ensure that all deliveries are completed in full and on time, proactively resolving unforeseen issues in coordination with suppliers and program teams.
  • Communicate with suppliers to mitigate risks related to stock deliveries, ensuring accountability and transparency in the supply chain.

Stock Security and Utilization:

  • Monitor stock safety and security, ensuring stock levels are sufficient to support program requirements without wastage or loss including tracking all slow moving and fast moving items.
  • Ensure stocks procured under specific projects are utilized within the scope of the corresponding contracts and donor requirements.

Collaboration and Communication:

  • Actively liaise with program teams to address stock-related concerns, ensuring alignment between stock management and programmatic needs.

Monthly Logistics Report:

  • STO 02: Monthly Stock Inventory Report
  • AST-06: Monthly Inventory List by Building
  • DEL 03: Delivery Follow-up Report.

Protection Mainstreaming:

  • Considering gender, protection, and GBV concerns in all aspects of activities Promoting and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual laborers)
  • Ensure that principles of data confidentiality are strictly respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary 

Others

  • Any other task as assigned by the line manager.
Required qualifications and technical expertise

The candidate must have the following educational degree                                                                            

  • Bachelor of Business Administration (BBA) in Management, Supply Chain Management or any relevant subject. 
Selection Criteria
  • At least 1–3 years of smillier experience, preferably in humanitarian or community-based projects.
  • Good in written and spoken English & Bangla.
  • Skilled in procurement, inventory management, and other logistics functions.
  • Good Team player with social and interpersonal skills.
  • Excellent verbal and written communication skills in English and Bangla
  • Proficient in Computer Operations, MS Office Applications including typing preferably in English and Bengali both, E-mail & Internet.
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Positive attitude and a willingness to learn
  • Comfortable working in refugee camp settings and spending majority of time in the field
  • Comfortable working in a cross-cultural environment
