In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response and CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

Key roles and responsibilities |
A. Technical Support & Supervision
- Assist the Project Engineer in preparing detailed work plans, BoQs, drawings, and technical specifications.
- Conduct daily site visits to monitor construction progress, quality, and compliance with specifications.
- Maintain daily site logs, documenting work progress, materials usage, and workforce deployment.
- Report any deviations from plans or quality issues to the Project Engineer.
B. Quality Assurance
- Ensure all works comply with national building codes, humanitarian shelter standards, and UNHCR technical guidance.
- Verify the quality and quantity of materials delivered and used on site against specifications.
- Monitor contractor performance and adherence to agreed timelines.
C. Safety & Environmental Compliance
- Ensure that Occupational Health and Safety (OHS) standards are followed on site.
- Support environmental mitigation measures, including waste management and erosion control.
- Assist in implementing Environment & Social Safeguarding policies during construction.
D. Coordination & Reporting
- Liaise with suppliers, contractors, community representatives, and camp authorities (CiC) to facilitate smooth implementation.
- Provide daily/weekly progress reports to the Project Engineer and management.
- Participate in coordination meetings and technical briefings as required.
E. Other Duties
- Support additional site development works such as road rehabilitation, drainage improvement, and facility maintenance.
- Carry out any other tasks assigned by the supervisor in line with the role.
DELIVERABLES
- Approved BoQ, construction schedule, and technical drawings for MFFU sheds.
- Weekly progress monitoring reports.
- Quality control and safety inspection checklists.
- Final completion report with as-built drawings and photos.

Required qualifications and technical expertise |
The candidate must have the following educational degree
- Diploma or Bachelor in Engineering (BEng) in Civil Engineering
|
Selection Criteria |
- At least 1–3 years of construction supervision experience, preferably in humanitarian or community-based projects.
- Previous experience in fire safety facility construction or similar infrastructure is an advantage.
- Ability to read and prepare technical drawings.
- Skilled in preparing BoQs, cost estimates, and progress reports.
- Proficiency in AutoCAD, MS Office, and relevant engineering tools.
- Strong interpersonal skills and ability to work in teams and multi-cultural environments.
- Good report writing in English.
- Fluency in Bengali and English is required. A Chittagong local language is preferable.
- Habituated to extensive field work
- Understanding of and experience in the project implementation techniques, participatory planning, implementation, and monitoring of basic practices.
- Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
- Positive attitude and a willingness to learn
- Comfortable working in a cross-cultural environment
