In Bangladesh, Acted started its activities in 2018 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response and CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

Key roles and responsibilities |
1. Project Implementation: Camp Coordination and Camp Management
1.1: Community Mobilization
- Conduct regular meetings or consultations (formally, informally) with the community people.
- Act as a strong advocate and negotiator during sectoral meetings and community consultations, ensuring the voices and needs of the affected community are effectively represented and addressed.
- Play a vital role in assessing community service gaps and looking for community-led solutions.
- Promote community participation in the relevant platforms to ensure community feedback or opinion is accounted for.
- Take the lead in coordinating drain-cleaning activities with WaSH, SuLMER, NRM, and other relevant actors to ensure effective gap identification, initiate cleaning processes, and develop cleaning strategies, maps, and modalities with community involvement. Responsibilities include updating maps, organizing coordination meetings, negotiating with stakeholders, advocating for support, and creating a comprehensive camp roadmap for drain cleaning.
- Support the team in producing necessary IEC materials on contemporary issues.
- Ensure the information boards are functional with life-saving contents.
- Sensitize the community through the support of the volunteers on relevant life-saving issues such as fire prevention, cyclone preparedness, landslide risk, flood risks, drowning, road accidents, human trafficking, safety use of LPG/pressure cooker, cholera prevention, vaccination information, and so on.
- Foster meaningful and accountable relationships with the community and its leaders, ensuring inclusivity beyond AGD (Age, Gender, and Diversity) considerations. Gather feedback to identify community needs and explore potential community-led solutions for optimal resource utilization.
- Strengthen service delivery by linking humanitarian partners and volunteers through effective use of the Multi-Functional Team (MFT) mechanism.
- Provide innovative, community-driven ideas to support the team and Camp Manager in empowering the community in decision-making processes.
- Build meaningful and equitable relationships with Neighborhood Focal Points and Thematic Committee members to facilitate message dissemination, feedback collection, and active community engagement in various initiatives.
1.2: Supervision of the volunteer groups and cash-for-workers on Camp Coordination and Camp Management (CCCM) activities
- Oversee volunteers and cash-for-workers involved in community mobilization, site maintenance, and other camp-related activities.
- Ensure accurate tracking of volunteer and cash-for-worker attendance and task completion.
- Lead the selection of cash-for-workers in line with approved guidelines.
- Identify capacity gaps among volunteers and advocate for appropriate interventions.
- Actively contribute to the capacity building of volunteers as directed by the line manager.
- Monitor and report on service delivery, infrastructure status, and community feedback, ensuring data accuracy.
- Facilitate the establishment and functioning of community governance, thematic committees, and Neighborhood Focal Points, ensuring inclusivity of diverse groups.
- Work closely with the Information Management Officer to capture and share essential data and information.
1.3: Service Monitoring, Compliant Treatment, and Foster Coordination
- Actively verify, refer, follow up, and provide feedback on complaints received through the Centralized Automated Information Processing Platform (CAIPP) or from other partners.
- Build the capacity of volunteers to handle cases according to established standards and guidelines.
- Support Complaint Feedback and Response Mechanism (CFRM) Officers in implementing CFRM activities in alignment with CCCM operational standards.
- Assist with intra- and inter-camp relocations following the Relocation SOP and ensuring the refugees’ protection interests.
- Record attendance and minutes from operational, sectoral, and ad hoc meetings.
- Collect data on service gaps or site needs as assigned by the Camp Manager.
- Regularly monitor site services and infrastructure, gather community feedback, and manage data collection through methods such as interviews, surveys, or focus groups, ensuring efficiency via tools like ODK/Kobo.
- Refer cases to relevant partners as per the Camp Manager's guidance.
- Support training translation as required.
- Assist the Information Management Officer with necessary data and information provision.
1.4: Support in the formation of Community Governance, Thematic Committees, and Neighborhood Focal Points
- Assist in the establishment or enhancement of camp community governance systems, thematic committees, and neighborhood focal points, ensuring equal representation across age, gender, and diversity (AGD).
- Equip Thematic and Camp Management Committee members with the necessary knowledge and skills to effectively support their communities.
- Strategically mobilize neighborhood focal points to inspire and engage community members in collaboratively solving issues.
- Contribute to the creation and refinement of governance or leadership mapping through surveys.
- Ensure active participation of governance and thematic committee members in relevant decision-making or opinion-sharing forums.
- Facilitate regular meetings with designated committees.
1.5: Support the provision of basic maintenance services on-site
- Assist in conducting a gap analysis to identify areas requiring site improvement.
- Address community needs using available resources or refer them to appropriate partners for resolution.
- Contribute to the creation of site maintenance and improvement plans.
- Support and oversee critical infrastructure maintenance on-site, including community-led initiatives or projects.
1.6: Emergency Preparedness and Response activity
- The community mobilization officer will also act as a block focal or central SMS communicating person for 2 or 3 blocks. In his/her area of responsibility, the necessary EPR support should be extended to the EPRO and will make sure that the mainstream EPR strategy is in place.
- Support the EPRO in fulfilling the requirement of Emergency preparedness and response activities, implications, report submissions including Multi-hazard Incident Report Tool (MHIRT)
1.7: Others
- Take direction from the Camp Manager/Deputy Camp Manager based on specific needs within their assigned focal area.
- Translate documents such as reports, meeting minutes, beneficiary lists, and informational materials as requested by the Camp Manager.
- Provide overall support to the Camp Manager and management team for any rational and ad-hoc requirements.
2. Project Implementation: Administration and Operational Management
2.1: MEAL
- Assist MEAL colleagues in monitoring and evaluating project activities, addressing recommendations to improve project efficiency and enhance impact.
- Contribute to designing questions and generating ideas for various assessments or Post-Distribution Monitoring (PDM).
- Support the effective implementation of the Complaint Feedback and Response Mechanism (CFRM) on the ground, ensuring it operates to standard.
2.2: Logistics
- Supporting with accurate and precise information to prepare order forms promptly if requested by the line managers.
- Confirm the quality of material selection when applicable, by engaging the technical engineer.
- Ensure proper management and use of the project assets and stocks.
- Extend the support to the logistics department in the necessary area.
2.3: Finance
- Provide support for camp payments as per delegated by the line managers.
- Make sure the payment policies are respected while the camp payment takes place.
- Facilitate in preparing the cash for workers or daily labour attendance sheets.
2.4: Human Resources
- Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Camp Manager/Sr. Community Mobilization Officer/HR Department.
- Supervise recruitment and training of enumerators for data collection/Daily Laborers/Cash for Work workers/Volunteers.
- Make sure the Human Resource-related documents are submitted to the agreed person or place promptly.
2.5: Security
- Immediately report any security concern to the Camp Manager/Deputy Camp Manager and the Security Officer.
- Share recommendations to the relevant focal for the sake of agency staff security.
- Make sure the fleet and security policies are respected and maintained.
2.6: Transparency, Compliance and Investigation
- Ensuring compliance with Acted internal procedures and donor procedures.
- Supporting the line managers in record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.
2.7: Others
- Provide translation of various documents (e.g., reports, minutes, beneficiary lists, information signs, etc.) upon request of the Camp Manager.
Above all, support the Camp Manager and management in any rational ad-hoc requirements. |
Required qualifications and technical expertise |
The candidate must have the following educational degree;
- Masters or Bachelor’s in social science, Disaster Management or relevant disciplines.

Selection Criteria |

Minimum 03 years of experience in a similar role in humanitarian context.

Clear understanding on protection issues, CCCM, human rights, DRR and self-resilience.

Able to make decisions promptly, prioritize and multi-task seamlessly.

Gender-sensitive and knowledgeable about humanitarian principles and a Human Rights-Based Approach.

Fluency in written and spoken English.

Strong organizational & interpersonal skills, Ability to effectively communicate with field teams, local authorities, and local communities.

Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.

Positive attitude and a willingness to learn.

Comfortable working in refugee camp settings and spending majority of time in the field.
