In Bangladesh, Acted started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management, Natural Resource Management, Community Protection, Information Management, Watershed Management, SuLMER, Emergency Preparedness Response, CDCS & CL in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Key roles and responsibilities

FUNCTIONS

  • The Senior Field Assistant will be responsible for conducting activities under one of the CBP pillars, namely Community Outreach Members (COMs), Community Groups (CG), Community Centre (CC), and Religious Engagement (RE). Additionally, based on their activity, performance and project needs, over the 3/6 month they will be rotated internally among these pillars.

Management of Community Center (CC)

  • Program Design and Implementation
    • Participate in the design, planning, execution, monitoring, and evaluation of Community Center program activities in collaboration with UNHCR and under the direct supervision of the Project Officer and technical supervision of the Deputy Project Manager, with direction from the Project Manager.
    • Establish a structure and suitable means to ensure Community Engagement is accessible to all refugees based on their age, gender, and diversity priorities.
  • Supervision and Management
    • Supervise the community center structure with semi-skilled and unskilled volunteers, overseeing both indoor and outdoor activities.
    • Oversee community center management while obtaining feedback from other Community Based Protection (CBP) staff.
    • Utilize unskilled volunteers for cleaning and overall security at the Center.
  • Inventory and Logistics
    • Maintain a central stock registry to track the utilization of stationary items.
    • Assist logistics employees in conducting regular inventory.
  • Communication and Outreach
    • Share essential messages and information confirmed by UNHCR with the community as part of mitigation efforts for highlighted issues.
    • Ensure community outreach to raise overall awareness in the region of operation.
    • Form sports groups with age, gender, and diversity (AGD) considerations for both indoor and outdoor games.
    • Collaborate closely with existing community structures, including Imams, teachers, women's groups, youth groups, and people with disabilities.
    • Implement planned actions to ensure community engagement.
    • Conduct one Focus Group Discussion per month to determine the community's specific needs.
    • Facilitate regular meetings with group members to motivate participation in awareness-raising activities.

Management of Community Groups

  • Program Design and Implementation
    • Participate in the design, planning, implementation, monitoring, and evaluation of community group program activities in collaboration with UNHCR and under the direct supervision of the Project Officer and technical supervision of the Deputy Project Manager, with guidance from the Project Manager.
    • Establish a structure and appropriate means to ensure Community Groups are accessible to all refugees according to group types (men, women, youth male, youth female).
    • Support community groups to be run by members to enable high participation and engagement.
    • Draft Standard Operating Procedures (SOP) on documentation and filing, ensuring a secure system is in place in each camp with regular compliance monitoring.
  • Administration
    • Identify, secure, and manage space for community group activities, training, and meetings.
    • Facilitate attendance sheets, community group records, volunteer information, and service project inputs.
    • Ensure proper planning and timely provision of material support (equipment, gear, stationery, visibility materials).
    • Equip the program and community group with necessary equipment and utilities.
    • Identify gaps in knowledge, skills, and attitudes of community groups and design learning activities to improve performance.
    • Train and coach community groups on identified learning needs.

Reporting & Information Sharing

  • Information Management
    • Keep community group teams informed about services and relevant actors in the camp.
    • Attend coordination meetings, share information, and report back key issues.
    • Ensure dissemination of information by CBP and other service providers to community groups and their supervisors.
    • Regularly review information collection and referral forms, address gaps, and provide feedback.
  • Reporting
    • Collate, review, and submit timely and accurate reports on:
      • Daily community group activities and specific needs identified.
      • Weekly summaries of community group activities.
      • Specific needs cases under monitoring and outcomes.
      • Community group profiles and changes in membership.
      • Protection concerns raised by refugee communities/groups.
      • Community-based solutions identified by community groups.

Implementation of Religious Engagement (RE) Activity Programs

  • Program Design and Implementation
    • Conduct and participate in field-level regular strategy and program planning meetings with RE members (Imam & FRT) and the overall organization.
    • Ensure field-level implementation, grant management, quality delivery of project activities, mid-term reviews, branding through activities, and grant closing.
    • Assist the Project Officer (PO) and Deputy Project Manager (DPM) in identifying program gaps, areas of growth, and strategies.
    • Support in adapting program design to meet volunteers’ needs effectively, considering the changing context and other factors.
    • Develop monthly work plans and ensure that the curriculum meets professional standards.
  • Recruitment and Training
    • Recruit, train, and establish/update the database of RE members in the respective zone of responsibility.
    • Ensure all logistical needs for RE are fulfilled and update the checklist of such requirements.
  • Capacity Building
    • Lead the RE Members' capacity-building strategy for the overall program department.
    • Ensure a strong level of professional development and team building.
  • Documentation
    • Responsible for all kinds of documentation related to RE activities.

Management of COMs Programme

  • Program Design and Implementation
    • Participate in the design, planning, implementation, monitoring, and evaluation of the COMs program activities in collaboration with UNHCR and under the direct supervision of the Project Officer and technical supervision of the Deputy Project Manager, with guidance from the Project Manager.
    • Advertise, recruit, and provide training and orientation to COMs following organizational policies.
    • Maintain and update a database of COMs (recruitment dates, profiles, training attendance).
    • Ensure age and gender representation targets in COMs (50% women).
  • Supervision and Mobilization
    • Supervise and guide COMs in their duties and activities, monitor and evaluate performance.
    • Conduct meetings to discuss performance, challenges, and solutions.
    • Organize regular Service Walks and Service Mapping for COMs.
    • Provide technical guidance to identify issues for service training and monitor implementation.
    • Participate in COM activities to understand volunteer work, impacts, and areas for improvement.
    • Ensure COMs are aware of and comply with COM Rules and Regulations.
    • Mobilize COMs for meetings with visitors and representatives from various organizations.
    • Address complaints, conflicts, and misconduct in a timely and professional manner.
  • Debriefing and Learning
    • Maintain regular communication with volunteers to understand challenges and implement solutions.
    • Share information from organizational meetings and discuss impacts.
    • Identify and promote good practices and recognize outstanding performance.
  • Case Referral and Management
    • Support the COM team in reviewing intake and referral forms and documenting cases.
    • Keep accurate and timely records of cases, actions taken, outcomes, and case status.

Administration & Reporting

  • Inventory and Logistics
    • Prepare requisitions for stationary items in collaboration with CBP staff.
    • Allocate logistic items accurately to support community center activities.
    • Set up the functionality of the community center from 09:00 am to 04:00 pm on working days.
    • Maintain daily attendance of volunteers and activity registers.
    • Generate weekly Situation Reports and Monthly Statistics reports.
    • Submit weekly Situation Reports and Monthly Statistics reports to the line manager.
  • Safeguarding & PSEAH
    • Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation.
    • Promote and endorse safeguarding policies among team members.
    • Follow safeguarding reporting procedures and encourage others to do so.
  • Other Duties
    • Perform ad-hoc tasks assigned by the Line Manager/Project Manager.

Required qualifications and technical expertise

The candidate must have the following educational degree ;                                                                          

  • Minimum Bachelor’s degree in Social Sciences, Development Studies, International Relations, Law, Gender studies, Psychology, Social Work, or other relevant fields.

Selection Criteria
  • Minimum 2-3 years’ experience in a humanitarian/development sector (CBP or Protection Sector)
  • Fluency in written and spoken English
  • Previous experience with humanitarian or development organizations desirable
  • Strong organizational skills
  • Strong interpersonal skills and ability to effectively communicate with both field teams, local authorities, and local communities
  • Build capacity to maximize opportunities for participatory and community-based approaches and to make appropriate use of guidelines and tools in working with partners and other relevant entities.
  • Support communities in establishing representation and coordination structures.
  • Strong understanding of humanitarian protection principles and standards Proven understanding of protection, working with community-based programming, and community protection and protection monitoring.
  • Ability to work well both within a team and independently, work under pressure with competing priorities and deadlines.
  • Strong organizational skills, interpersonal skills and ability to effectively communicate with field teams, local authorities, and local communities.
  • Experience of working in Rohingya Response
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Ability to multi- task and oversee interventions in different field locations concurrently.
  • Positive attitude and a willingness to learn.
  • Comfortable working in refugee camp settings and spending majority of time in the field.
  • Comfortable working in a cross-cultural environment.
  • Strong believer in a continuous learning process for yourself and your team
