In Bangladesh, Acted started its activities in 2017 in order to respond to the Rohingya Refugee Crisis in the sectors of Site Management Support, Natural Resource Management, Community Protection, Information Management, Drain Monitoring & Intervention, SuLMER, Emergency Preparedness Response and CDCS in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. |

Key roles and responsibilities |
1. Project planning
- Develop overall SuLMER project implementation strategy, systems, approaches, tools, and materials, and support the project managers in the WASH team with their strategies
- Keep finding innovative approaches and ideas for the project
- Plan the various stages of project implementation and give direction by prioritizing and organizing activities and resources to achieve projects objectives,
- Ensuring a complete and accurate forecasting of the budget based on the planned activities, and in collaboration with the finance department
- Initiate stakeholder mapping for the SuLMER project and create a plan for actively involving these stakeholders in the project. Maintain the SoP for the SuLMER project for participation of all partners, and make sure the ToRs per partner/unit are also maintained and put into practice.
- Actively involve other Acted departments (HR, Logistics, MEAL) in the project planning, and make sure all four WASH projects are well aligned with the planning of these departments
- Actively involve the stakeholders in the project planning and organise (through UNHCR SuLMER focal) regular meetings with these stakeholders and the ISCG sectors they are representing to ensure their participation and buy-in.
- Ensure all the necessary measures to guarantee safety during activities in the field for the Rohingya and host communities participating in the projects, and monitor the field activities on a regular basis to make sure these measures are in place.
2. Project Implementation Follow-up
- Manage the implementation of the SuLMER project ensuring that technical quality and standards are considered and respected during project(s) implementation and oversee the other WASH projects making sure they implement according to the same quality and standards.
- Organize regular project coordination meetings with WASH project managers and make sure to address challenges raised, and if needed escalate to your line manager timely
- Ensure project implementation is on time, focused on the (right) targets, and within budget, using effective project management tools as the PMF (Project Monitoring Framework), BFU (Budget Follow Up) and MEAL framework.
- Maintaining an up-to-date PMF (Project Monitoring Framework) to keep a complete overview of the project progress, and effective project management and submit monthly to coordination and PD team (Project Development)
- Ensure target achievements and (at least) monthly review of the MEAL framework
- Keep Logistics, HR, MEAL and finance updated on your (upcoming) activities and challenges
- Ensure that the project is implemented in accordance with relevant Acted technical guidelines and standards
- Develop a communication strategy with communities so that factual, objective, and actionable information is provided to project stakeholders.
- Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation and challenge the WASH project managers on a regular basis on the same for their projects
3. External relations & Coordination
- See project planning for stakeholder mapping
- In general, develop and maintain an effective working relationship with other relevant external stakeholders including partner agencies, field coordinators, and other sector colleagues.
a) Coordination internally in Acted
- Work closely together with the other Project Coordinators
- Stimulate synergy and a close collaboration between the WASH projects in Acted, and find ways to work better together, share experience and knowledge and close gaps.
b) Coordination externally with UNHCR
- Work closely together with UNHCR relevant units, DRR and WASH partners to improve planning, monitoring and coordination of SuLMER activities.
- Partner meetings with SMS/FSMU UNHCR
- Manage external visits from visitors, high delegates, and donor delegates
c) Coordination externally with WASH sector/actors
- Actively participate in WASH sector meetings on ISCG level and on camp level for the relevant SuLMER camps, and make sure your teams are doing the same for the sector meetings at camp level.
- Support with preparing the agenda for and actively participate in DMI/NRM meetings with WFP and UNHCR to discuss challenges, synergies and (future) gaps
- Establish a link between drain cleaning actors and waste management actors to ensure proper segregation and disposal of waste.
d) Coordination externally with sectors and other actors/organisations
- Actively participate in Camp Coordination meetings for the relevant SuLMER camps, and make sure your teams are doing the same for other camps where Acted has planned or ongoing WASH activities.
- Actively participate in Livelihood (and Education), Protection and Energy & Environment sector meetings on ISCG level and on camp level for the relevant SuLMER camps, and make sure your teams are doing the same for the sector meetings at camp level.
- Make sure to know the updates from the CCCM sector meetings and liaise with the other Acted project coordinators
- Engage with the Youth WG ISCG
- Ensure active participation in relevant sectors both in camp and in Cox’s bazar/ISCG level. Keep being informed on changes, possible new sectors and work groups that are interesting to participate in. And introduce coordinating meetings when necessary and together with relevant stakeholders.
e) Coordination with government authorities
- Engage with the Liaison manager of Acted on a regular basis and keep him informed on your activities and those of your team
- Liaison and coordination with Camp-in-Charge (CiC) and local authorities.
4. Team management and HR
- Managing the WASH team and ensuring the optimal performance of the team and its individual members while maintaining a healthy work atmosphere
- Participate in the recruitment of (technical) staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
- Ensure that project staff understand and can perform their roles and responsibilities
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with the HR department.
- Ensure project staff adhere to Acted’s Code of Conduct and treat all beneficiaries with respect and without any distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religious beliefs, political opinion, or disability.
5. Finance
- Maintaining an up-to-date accurate BFU. Participate in the review of the BFU, forecast initial and regular costs, and cross-check expenditures for project activities
- Ensure continuous forecasting to ensure budget utilization and (at least) monthly budget follow up with finance
6. Quality Control
- Ensure proper beneficiary targeting by including MEAL in the process and following Acted standards and processes for the selection of community members for Cash for work and/or Volunteer opportunities with a continued focus on inclusion of minority and vulnerable groups
- Development a community engagement strategy that allows the community to have active participation in decision making and ownership.
- Document good practices and lessons learned in collaboration with MEAL team, and ensure they are reflected in project planning and decision making
- Provide support to the MEAL team to conduct independent monitoring and evaluation activities
- Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities
- Ensure project stakeholders are empowered to participate throughout the project cycle.
- Ensure that ACTED’s Complaints and Response Mechanism is communicated to target communities and solve complaints related to the project in coordination with the AMEU.
7. Logistics & Security
- Participate in the procurement planning processes, launch procurements required for the project in a timely manner, and follow procurements closely in collaboration with logistics.
- Send accurate and precise order forms in a timely manner.
- Ensure proper management and use of the project assets and stocks in coordination with logistics
- Plan team movements based on available fleet and applicable policies
- Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly,
- Contribute to the updating of the security guidelines in the project area of intervention.
8. Transparency
- Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled, and filed according to ACTED procedures,
- Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures
9. Grant management
- Provide regular and timely updates on progress and challenges to supervisor(s) and the Project Development team when it is (potentially) effecting the grant targets and budget
- Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided
- Participate in communication activities through the regular collection of pictures and stories related to project activities.
- Participate in new (budget) development processes through the provision of expert programmatic advice related to contextual knowledge and help with development of proposed budget based on realistic BoQs

Required qualifications and technical expertise |
- Education

An advanced university degree, preferable in one of the following fields: Water Resources Engineering/Development, Forestry, Environmental Sciences, Natural Resource Management, Civil engineering, Urban & rural planning, Geography and land use planning, social sciences,

Or another master's degree at university level with a minimum of 10 years project management experience in a relevant sector.

Selection Criteria |

Coordination and project management experience
- Coordinating skills with multiple high-level stakeholders (minimal 2 years experience in at least one other organization or project)
- Project manager experience (at least 10 years)
- Strong interpersonal skills and ability to effectively communicate with community leaders, sector representatives at CXB and field level, with senior management of other NGOs/INGOs and UN bodies, and with government authorities in camp and in Cox's bazar.
- Strong organizational skills
- Flexibility and adaptability, as well as the ability to plan, take initiative and organize work independently
- Creative thinking and open-minded approach to finding solutions (lifetime experience)
- Working experience in NGOs/INGOs, especially in Monitoring and Evaluation, Data Management, Information Management, Research is a plus

Social skills and team management experience
- Extensive experience of managing multiple (project) managers and/or experience in leading a consortium (experience at least 5 years)
- Strong believer in a continuous learning process for yourself and your team
- Positive attitude and a willingness to learn
- Comfortable working in a cross-cultural environment
- Experience with donor communication and proposal writing

- Experience in community Engagement to promote active participation and ownership (experience at least 2 years)
- Experience of working in Rohingya Response is preferable (but not mandatory)

Other experience and skills
- Fluency in written and spoken English
- Comfortable working in refugee camp settings and spending majority of time in the field
- Experience in Watershed Management, water resources development or landscape planning is highly preferred
- Experienced in Natural Resources Management, Nature based solution, climate resilience is a plus
- Experience with site management and site development with urban and Rural landscape planning is a plus
