Background

The Start Fund Bangladesh (2017-2020) is a £10 million rapid emergency response fund set up by the Start Network with support from UK aid from the British people. Modelled on the successful Start Fund that activates funding within 72 hours of a crisis alert, the fund will be accessible to both national and international member NGOs operating in Bangladesh to respond early and fast to under the radar emergencies in Bangladesh. Recently through a Civil Society Organization (CSO) mapping SFB has extended its membership. As a result of the CSO mapping, finally L/NNGO have been identified for membership along with some capacity needs that requires urgent attention.

Firming up organizational capabilities of SFB member organisations as humanitarian agencies is a prior mandate of Start Fund Bangladesh, where it defines System Strengthening (SS) as a co-created and tailor-made process through which organizations obtain, strengthen and sustain the capabilities to set and achieve their own development objectives over time to address organizational development for effective emergency response. In this regard, SFB aims to support its members in becoming agile and responsive to humanitarian crises, appropriately resourced and driven by the value of empowerment, accountability and transparency.

The assignment will support a number of SFB member N/LNGOs, whose selection will be informed by the outcome of SFB CSO mapping exercises and the willingness of those agencies to be part of this self-reflective process. To facilitate this process SFB has decided to engage a consultant/consultancy agency with associate team members of consultant who have a sound understanding on this process and it is anticipated that this involvement will contribute to a high-quality tool development process and also mean increased attention and credibility from our members’ in conducting the overall task.  

Objective

The overall objective of this assignment is to facilitate the capacity enhancement of SFB member organizations. In this connection, the assignment will attain the following specific objectives.

  • To have a better understanding of SFB member organizations’ needs in terms of capacity building considering humanitarian response
  • To establish a capacity building action plan together with the member organizations which will help them to do response effectively
  • To have a baseline and measurement system to follow up activities related to capacity building.
  • To be able to map similarities and differences between different members’ strengths and weaknesses and subsequently identify opportunities for peer-to-peer support/mentoring.

Key Accountabilities

  • Reviewing different guidelines and tools relating to humanitarian response and develop a capacity building process model that is owned and resourced by SFB member agencies; (the assessment tool needs to be in harmony with the principles of CHS, Sphere and humanitarian principles, Grand Bargain. However, it is up to the consultant to choose whether to use a pre-existing tool or to design their own tool that SFB can use later;
  • Reviewing DDA score sheet of SFB N/LNGO member agencies
  • Tailor the organizational capacity assessment tool according to the operational context of individual member agencies and their different needs and capacities
  • Preparation of workshops for the member organizations, including preparation of materials in Bangla, and all logistics connected to the workshop,
  • Presentation to and discussion with SFB team before finalizing the workshop plans for each member;

Deliverables

  • Inception:
  • Submit an inception report (not more than 5 pages) explaining how the consultant envisions the process of the organizational system strengthening (OSS) assignment and a detailed work plan, including time bound action plan illustrated in Gantt chart.

  • Organizational system strengthening approach development and conduct workshop with selected member organization:
  • The consultant will develop an Organizational system strengthening approach engaging its member organizationThis will describe what method would be used for assessment as well as step-by-step planning with SMART indicators to track progress and performance.
    Finally, the consultant will arrange a workshop for selected members to orient them about the approach of organizational system strengthening initiative. 

  • Development of organizational system strengthening plans for members:
  • Under this assessment selected SFB N/LNGO member organizations will be assessed on organizational system based on discussion and CSO mapping findings as inputs to develop an action plan 
  • Follow-up with key staff members in each member organization to discuss and finalize the organizational system strengthening plans for each organization.
  • A report that includes overall findings, observations and recommendations for each member organization to be shared and agreed with the concerned member and SFB with a monitoring plan.
  •  Final reporting:
  • A final report that includes summaries of overall findings, observations and recommendations, an analysis of common needs/gaps/situations in the current member portfolio of SFB, an overall assessment of the usefulness and efficiency of the capacity strengthening approach, and recommendations for further follow-up in the relationship between SFB and the member organizations.
  • The report should be sent to the SFB team by an agreed deadline.

Expected Outputs of the Consultancy:

The consultancy is expected to enable the Start Fund Bangladesh to identify a model approach for organizational system strengthening for SFB member organizations as well as help member agency adopt best possible means to strengthen their organizational systems and procedures

Estimation of days: The total consultancy period will be 90 days after signing the agreement

Validation of the Proposal:

All cost should be quoted in Bangladesh Taka (BDT) and will remain valid up to ninety (90) days from the date of proposal submission.  

Outline of the Financial Proposal:

The bidding amount for this assignment should be all-inclusive of VAT and TAX and will be deducted at source during settlement of invoice as per government rule. Please note that, the amount mentioned in the financial proposal will be assessed in line with the quality of the technical proposal.

General condition of consultancy:

  • The consultant/s or consultancy firm need to work with Start Fund Bangladesh team at the SFB Secretariat (i.e. ACF Dhaka office) 4-5 days/ as required at the initial stage and during report writing period.
  • The payment will be made in three trenches. First trench of 30% upon deliverable A and B, second trench of 40% after satisfactory review of the deliverable C, and the remaining 30% upon validation of the final deliverable D and submitted report.
  • The consultant or consultancy farm will conduct the work using own computer equipment.
  • Each event or workshop must have separate report
  • The SFB will bear the transport and accommodation costs of consultant team (not more than 2) for the assignment during the visit outside Dhaka
  • The consultant or consultancy farm may hire supporting hand/s for this assignment to complete it in given timeline, the cost of which will be bored by the consultant or consultancy farm. 
  • The consultant will communicate with L/NNGOs as per requirement
  • Contracted consultant or consultancy firm cannot further subcontract the assignment
  • SFB will bear the costs of different workshop/s relevant to this assignment

The shortlisted consultant/s (or consulting agency/ies) will be then called for an interview and the final contract will be offered upon satisfactory performance.

Competencies Required:

The consultant (or consulting agency) we are looking for preferably meets the following competencies -

  • Capacity to conduct organizational system assessments and strengthening initiatives
  • Capacity to conduct review different type of organization policy
  • In depth understanding of humanitarian work and policy procedures
  • Understanding of humanitarian program requirements and humanitarian capacity requirements
  • In-depth knowledge of the Bangladeshi context
  • Fluency in Bengali and English, both written and spoken.
  • Strong facilitation skills and the ability to lead a group through a set process.
  • Educational requirement: University degree or equivalent of relevance for the assignment.

Supervision:

The consultant will design and conduct the assignment in consultation with the Start Fund Bangladesh team with the coordination of Partnership Coordinator of SFB.

Confidentiality:

All the outputs will be treated as Start Fund Bangladesh’s property and the outputs or any part of it cannot be sold, used or reproduced in any manner without prior permission from the Start Fund Bangladesh.

Submission of Expression of Interest (EOI):

The consultant will confirm his expression of interest and submit a proposal (2 copies of both technical and financial in printed copies including work plan, of max 10 pages) according to the Terms of Reference (TOR) in a closed envelope clearly marked as (EOI-OSSI, PD-DHK-00329) on or before 7 December 2019 at ACF Bangladesh, Orin Tower, House 23, Road 113/A, Gulshan 2, Dhaka 1212, Bangladesh.
